Overview

The Ministry of Health and Population, Gandaki Province has endorsed a new Provincial Health Policy 2078 to ensure the fundamental right to health. The newly endorsed health policy envisions to produce healthy and happy citizens for a prosperous province.

  • Every citizen shall have the right to free basic health services from the State, and no one shall be deprived of emergency health services.
  • Every person shall have the right to get information about his or her medical treatment.
  • Every citizen shall have equal access to health services.

World Cancer Day 2022: Close the Care Gap!

Overview

World Cancer Day is a leading international awareness day observed every 4 February. It was initiated by the Union for International Cancer Control (UICC) aims to raise worldwide awareness, improving education and catalysing personal, collective and government action.

Theme 2022

The theme for World Cancer Day 2022 is ‘Close the care Gap’. Close the Care Gap is all about raising awareness of this equity gap that affects almost everyone, in high as well as low and middle-income countries, and is costing lives.

Did you know?

  • Cancer is a critical health and human issue.
  • 10 million people each year die from cancer.
  • Cancer is the second leading cause of death worldwide. Together, we will change that.
  • 70% of cancer deaths occur in low to-middle income countries.
  • Less than 30% of low-income countries have cancer treatment services available (compared to 90% in high-income countries).
  • Cancer kills nearly 10 million people a year and some 70% of those are aged 65 or older, yet older populations face disproportionate barriers to effective treatment.
  • Over one third of cancers are preventable, which means we can all reduce our cancer risk. 
  • A shortage of skilled healthcare workers is one of the greatest barriers in delivering quality cancer care.
  • The financial impact on nations, individuals and families have a huge impact on sustainable economic and human development.

2022: Realising the problem

The first year of the “Close the Care Gap’‘ campaign is all about understanding and recognising the inequities in cancer care around the globe. It’s about having an open mind, challenging assumptions and looking at the hard facts: 

  • Inequity in cancer care costs lives. 
  • People who seek cancer care hit barriers at every turn. 
  • Income, education, location and discrimination based on ethnicity, gender, sexual orientation, age, disability and lifestyle are just a few of the factors that can negatively affect care. 
  • The gap affects everyone, including you and your loved ones. 
  • These barriers are not set in stone. They can be changed.  

This is the year to question the status quo and help reduce stigma; to listen to the perspectives of the people living with cancer and their communities and let those lived experiences guide our thoughts and actions.

Australia Awards Scholarships are an important component of Australia’s international development assistance to Nepal. The Awards aim to contribute to the long-term needs of developing countries by providing opportunities for individuals to obtain qualifications at Australian tertiary institutions, so that they can contribute to development in their home country. The 2023-24 Fulbright Foreign Student (Master’s) Program

Overview

The U.S. Educational Foundation in Nepal (USEF-Nepal or the Fulbright Commission) welcomes applications from Nepali students for the Fulbright Foreign Student Program (FFSP) for Master’s level study in the U.S. Approximately 4000 foreign students from 155 countries worldwide receive Fulbright scholarships each year.

The Fulbright Program is the U.S. government’s flagship international educational and cultural exchange program, creating connections in a complex and changing world. Led by the U.S. government in partnership with 160 countries worldwide, Fulbright builds lasting connections between the peoples of the U.S. and the people of other countries around the world, building mutual understanding between nations, advancing knowledge across communities, and improving lives around the world. The FFSP provides all expenses (including travel) for a Master’s degree program of up to two years at selected U.S. universities, in any field except Medicine and Nursing.

Depending upon budget availability, approximately five candidates will be nominated by the Fulbright Board in Nepal for the FFSP. Those selected will begin their program in the Fall of 2023.

Women, minorities, people with disabilities, or otherwise disadvantaged candidates and individuals with limited prior international exposure are encouraged to apply.

General Requirements 

All applicants must:

  1. Possess Nepali citizenship
  2. Have at least three years (for men) or two years (for women) of post-bachelor’s degree, full-time, professional work experience in an area directly relevant to the applicant’s chosen field of study as of the application deadline. This experience must be outlined by the professional recommender, verifying your position(s) and years of employment. Even if you have worked at several organizations, you are eligible to apply as long as your work experience at those organizations adds up to the minimum work-duration requirement
  3. Possess either a four-year bachelor’s degree; or, if the bachelor’s degree was of fewer than four years’ duration, then a Master’s degree is also required, such that the total number of years of formal education equals at least 16
  4. Students with a three-year bachelor’s degree who have completed only the first year of a two-year Master’s degree program, and Master’s degree students who have cleared all exams but still need to fulfill other university-mandated degree requirements are ineligible to apply. Similarly, students who have two or more two-year/three-year bachelor’s degree but no Master’s degree are ineligible to apply for the Fulbright program
  5. Demonstrate in post-intermediate degrees (Bachelors and Master’s) a minimum aggregate mark of:
    • 54% for students in non-technical fields (Humanities and Social Sciences)
    • 62% for students in Science and Technical fields
    • The minimum requirements for students under the semester system are: 65% in non-technical fields; 75% in technical fields; or a Cumulative GPA of 3.50/4.00 in either field
    • If the grading systems, fields of study or educational systems for the Bachelor’s and Master’s level are different (percentage and GPA grades, non-technical and science/technical fields, yearly and semester systems, etc.), the applicant needs to meet the minimum score requirements separately, not in the aggregate
  1. Should have sufficient level English proficiency to enable engagement in full-time graduate level study in the U.S.
  2. Only selected applicants will be required to sit for a TOEFL and the GRE, both of which are mandatory for university applications. The test requirements may be waived for those who:
    • have taken a TOEFL in the past 2 years between May 1, 2020 to May 1, 2022 and GRE in the past 5 years between May 1, 2017 to May 1, 2022
    • if you have taken an IELTS in the past 2 years between May 1, 2020 to May 1, 2022 you can upload the test score on the application
    • Selected candidates MUST sit for both TOEFL and GRE tests. Candidates must acquire 100+ in TOEFL
  1. Be eligible for a non-immigrant J-1 U.S. visa, and not already in possession or in the process of obtaining a U.S. immigrant visa (“green card”)
  2. A competitive applicant should have the commitment to return to Nepal upon completion of the program. Preference will be given to applicants who have not previously studied in the U.S. See 10
  3. All grantees receive an exchange visitor (J-1) visa which requires that the individuals return to Nepal upon completion of their academic project. Grantees are not eligible for an immigrant visa, for permanent residence, or for a non-immigrant visa as a temporary worker (“H” visa) or trainee, or as an intra-company transferee (“L” visa) to re-enter the U.S. until they have accumulated two years’ residence in Nepal after returning from the U.S. on an exchange visitor visa. This does not preclude the individual from going to the U.S. on other visas during the two-year period
  4. Applications and materials must be submitted through the online system. No hard copies will be accepted.

Ineligibility

  • Individuals holding U.S. master’s degree/s already. Preference will be given to those without prior U.S. or foreign experience
  • Individuals who have previously resided in the U.S. for six months or more during the preceding five years prior to the application submission deadline
  • Individuals with, or in the process of obtaining, U.S. citizenship or U.S. permanent resident status
  • Employees of USEF-Nepal and local employees of U.S. Mission in Nepal who work for the U.S. Department of State, and their spouses and dependent children are ineligible for grants during the period of their employment and for one year following the termination of employment
  • Individuals applying for a degree in Medicine and Nursing.

Position: Project Coordinator (School Health and Nutrition)

POSITION DESCRIPTION

A.  Major Function

Under the supervision of Team Leader, the Project Coordinator will support to implement School Health and Nutrition (SHN) Program

B.  Major Duties and Responsibilities

I.  Management/Coordination:

  • Represent the programme in the Sudurpaschim Province
  • Coordinate with WFP Field Office, province line agencies-government, non-governmental organizations (I/NGOs), Regional Directorates of Education/Health, programme at province level for the smooth implementation of the project
  • Liaise with other stakeholders, including schools, Parent Teacher Association and participate in relevant meetings
  • Coordinate and Collaborate with team members across to ensure synergies and consistency in programming approaches

II.  Program Management Monitoring and Reporting:

  • Prepare district level Annual Implementation Plan (AIP), Detail Implementation Plan (DIP) and Implementation process (IP) documents for effective implementation of the program
  • Implement project activities based on Annual Implementation Plan (AIP)/ Detailed Implementation Plan (DIP)
  • Liaise with the community leaders, and local government line ministries at ground level/provincial level all matters related to the program being implemented
  • Coordinate the planning, implementation, monitoring and evaluation of the School Health and Nutrition (SHN) Program in accordance with program design and plans
  • Coordinate with school to ensure the sharing of knowledge, learning and resources related to SHN programming
  • Ensure that the SHN program is implemented in line with Government guideline
  • Coordinate SHN learning activities, data collection, data management, and data analysis according to guidance with Team Leader
  • Ensure effective communication and networking developed and maintained through partnership and collaboration with all stakeholders
  • Ensure or contribute to the appropriateness of financial, administrative and supply documentation
  • Working with staff, analyze collected data and information and prepare progress reports
  • Ensure accurate SHN program budget plan, forecast and spending
  • Developing detailed annual work and budget plans based on approved overall work plan
  • Making schedule for project activities listed in the annual work plan to ensure all activities completed on time; ensure timely and duly management of the project and implementation of all activities
  • Coordinate across District Coordinators and Palika Supervisor to ensure the development and regular use of all technical tools including materials, training curriculum, information materials, and other resources
  • Orient District coordinators and Palika Supervisor on programming tools and materials for successful program implementation
  • Provide direct technical support and daily management to District Coordinators
  • Provide strategic guidance to the project staff in line with project agenda.
  • Line manage and conduct quarterly performance review with District Coordinators
  • Capacity building of staffs to ensure adequate competencies at field level to deliver all necessary components of the program
  • Learning and sharing meetings with project staff and LGs for continuous improvement of project as well as relationship building
  • Identify, assess, and communicate risks associated with the implementation of project, and develop mitigation measures
  • Preparing monthly, quarterly and annual activity progress and financial report and ensuring the accuracy and timely submission of these reports to the Team Leader
  • Support project finance officer to monitor project funds, ensuring the funds are use for the proper purposes, proper activities and with the efficiency and transparency
  • Organize monthly team meeting to review and plan project activities with District Coordinators
  • Compiling and maintaining project event reports and minutes of meetings
  • Regular monitoring and analysis of program results in coordination with M&E Unit
  • Monitor and evaluate the SHN program activities in line with the internal M&E plan
  • Ensure timely and quality planning and reporting of SHN activities; Submitting field visit report/Back to Office (BTO) Report to M&E Unit
  • Collect and write required implementation plans and reports from District Coordinators for timely submission
  • Participating in field visits to monitor and evaluate the progress of project activities
  • Monitor the project performance as per agreed performance standards such as the Result Framework
  • Report to the Team Leader whenever you have to report
  • Regular reporting, documentation and collection of success stories on regular basis
  • Develop periodic update reports as and when required by the Team Leader
  • Ensure timely reporting as per standard form/formats in coordination with M&E Unit
  • To maximize continuous learning, ensure timely and quality documentation of SHN activities, including collection of case studies, documenting of lessons learned, best practices and challenges with support from Team Leader
  • Establish electronic filing system and back up system for all the report

III.  Any Other Duties

  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to IDS-Nepal and to not jeopardize its objective and mission
  • Conduct any other related duties assigned by Team Leader or designated representatives from time to time and plays an active role in successful operation of the School Health and Nutrition(SHN) program
  • The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience

FAIRMED is a Swiss development organization dedicated to work with its motto “Health for the Poorest”. The organization plays an important role in providing health care access to the marginalized communities and individuals who are prone to diseases, disability, and poverty. The core focus/theme of FAIRMED’s work in Nepal is Neglected Tropical Diseases (NTDs) and Maternal and Neonatal Health (MNH), while it interweaves GESI and Disability Inclusive Development (DID) as cross cutting themes into its programs to strengthen the health system and increase the uptake of public health services. FAIRMED has completed implementing the two phases of Rural Health Improvement Project (RHIP) from 2018 until the end of 2021 in six Municipalities of Baglung, Gandaki Province. FAIRMED would now like to expand its work coverage and scale up its learnings and good practices from the current six working municipalities of the project to the remaining municipalities of Baglung and the adjoining district of Rukum East where the geographical and social situation are similar. The project applies the approach of “leaving no one behind” and plans to strengthen integrated health service and improve health service utilization in the targeted Municipalities.

Position: Monitoring, Quality Assurance and Knowledge Management Specialist – 1 (based in Project Field Office of Baglung)

DETAILED JOB DESCRIPTION / REQUIREMENTS:

The Monitoring, Quality Assurance and Knowledge Management Specialist is on-the-ground FAIRMED staff providing technical assistance and management support to program partners to ensure quality program implementation and results. She/He will be responsible for serving as the primary contact for monitoring and knowledge management task in the project. She/He will be responsible for monitoring of field activities, quality assurance using data, report preparation and dissemination at various levels. The monitoring position is expected to ensure activity’s timeliness, accomplishment, and quality as per the measuring indicators and work plan.

Required Qualifications and Experience

  • Master’s degree in public health, demographic, statistics, or other social sciences. 
  • 3-5 years of relevant experience in community-based health programs in NGOs/INGOs.

Required Competencies:

  • Competent in monitoring, quality assurance tools and techniques, data analysis, report writing and dissemination at various levels.
  • Good knowledge and understanding about MNH, Neglected Tropical Diseases and Health System Strengthening in context of Nepal.
  • Proven track record of the experience in health project monitoring, carrying out surveys, needs assessment, and small-scale studies & research.
  • Experienced in knowledge management and documentation of project achievements, learnings, and best practices.
  • Skilled in using computer software such as GIS, Microsoft Office, and data management applications such as SPSS, STATA, etc. and familiar with online data collection/mobile application tools like ODK, KOBO
  • Skilled in management of online data software platform (like DHIS, Logalto etc.)  for reporting, analysis, and dissemination of the information.
  • Team building and ability to work under pressure.

Other Skills

  • Excellent analysis and report writing, documentation, publication skills in English and Nepali. Good in communicating and sharing ideas and information – able to document, present information and express opinions confidently to internal and external audiences
  • Must possess good interpersonal skills and able to communicate with sensitivity and foster communication in the team, actively listening to others.
  • Ability to think analytically and critically, able to translate ideas and insights into action. Ability to thinks out of the box and able to deal with situations and issues proactively and persistently.
  • Teamwork – Must be a good team player, able to work effectively with other people.

Position: Partnership, Governance and Resource Mobilization Officer (Based in Rukum East)

DETAILED JOB DESCRIPTION / REQUIREMENTS:

The Partnership, Governance and Resource Mobilization Officer is on-the-ground FAIRMED staff to be responsible for ensuring timely and quality implementation of planned activities through the partner NGOs. S/he will provide technical assistance and management support to implementing partner and strengthen the health governance at local level. S/he will serve as the primary contact of FAIRMED and perform partnership and local resource mobilization related tasks in the project in close coordination with the Project team leader and other relevant team members.

S/he will work closely with the implementing partner’s team to ensure proper tracking of project activities and their results, achievements, outcomes. S/he will document and disseminate the findings within project team and with local and provincial bodies as appropriate. Similarly, s/he will coordinate with Province, District and Municipal levels and the PNGO to maintain smooth partnership to generate and mobilize local resources for the benefit of targeted population. 

Required Qualifications and Experience

  • Bachelor’s degree in public health (or other related field), with experience of working in community health programs.
  • Minimum 3 years of relevant experience in community-based health programs focusing on partnership, health governance and resource mobilization in NGOs/INGOs.
  • Competent in monitoring, quality assurance tools and techniques, data analysis, report writing and dissemination at various levels.
  • Good knowledge and understanding of the Neglected Tropical Diseases, MNH and Health System Strengthening in context of Nepal.
  • Knowledge and experience in health project training facilitation and community mobilization.

Other Competencies

  • Excellent analysis and report writing skills in English.
  • Must possess good interpersonal skills and must be a good team player.
  • Exhibit strong leadership and advocacy skills.
  • Demonstrate excellent personal integrity and confidentiality.
