World Patient Safety Day 2021 : Act now for safe and respectful childbirth!

Overview

For World Patient Safety Day, 17 September 2021, WHO urges all stakeholders to “Act now for safe and respectful childbirth!” with the theme “Safe maternal and newborn care”. Approximately 810 women die every day from preventable causes related to pregnancy and childbirth. In addition, around 6700 newborns die every day, amounting to 47% of all under-5 deaths. Moreover, about 2 million babies are stillborn every year, with over 40% occurring during labour. Considering the significant burden of risks and harm women and newborns are exposed to due to unsafe care, compounded by the disruption of essential health services caused by the COVID-19 pandemic, the campaign is even more important this year.

Global Patient Safety Action Plan 2021-2030

Fortunately, the majority of stillbirths and maternal and newborn deaths are avoidable through the provision of safe and quality care by skilled health professionals working in supportive environments. This can only be achieved through the engagement of all stakeholders and the adoption of comprehensive health systems and community-based approaches.

World Patient Safety Day was established in 2019 to enhance global understanding of patient safety, increase public engagement in the safety of health care and promote global actions to enhance patient safety and reduce patient harm.

Objectives of World Patient Safety Day 2021

  1. Raise global awareness on the issues of maternal and newborn safety, particularly during childbirth.
  2. Engage multiple stakeholders and adopt effective and innovative strategies to improve maternal and newborn safety.
  3. Call for urgent and sustainable actions by all stakeholders to scale up efforts, reach the unreached and ensure safe maternal and newborn care, particularly during childbirth.
  4. Advocate the adoption of best practices at the point of care to prevent avoidable risks and harm to all women and newborns during childbirth.

Celebrating World Patient Safety Day 2021

During the continuing challenges of the COVID-19 pandemic, a combination of virtual and other activities are being planned by WHO to observe and celebrate the Day in September 2021. The signature mark of the global campaign is to light up iconic monuments, landmarks, and public places in the colour orange.

WHO calls upon all stakeholders – governments, nongovernmental organizations, professional organizations, civil society, patient organizations, academia and research institutes – to join the global campaign by lighting up iconic monuments in orange, and organizing international, national and local activities and events on and around 17 September 2021.

Key strategic action areas

The Patient Safety and Risk Management unit at WHO has been instrumental in advancing and shaping the patient safety agenda globally by focusing on driving improvements in some key strategic areas through:

  • providing global leadership and fostering collaboration between Member States and relevant stakeholders
  • setting global priorities for action
  • developing guidelines and tools
  • providing technical support and building capacity of Member States
  • engaging patients and families for safer health care
  • monitoring improvements in patient safety
  • conducting research in the area

By focusing on these key areas to facilitate sustainable improvements in patient safety, WHO aims to enhance patient experience, reduce risks and harm, achieve better health outcomes and lower costs.

What is patient safety?

Patient safety is: “A framework of organized activities that creates cultures, processes, procedures, behaviours, technologies and environments in health care that consistently and sustainably lower risks, reduce the occurrence of avoidable harm, make errors less likely and reduce the impact of harm when it does occur.”

Patient safety is fundamental to the provision of health care in all settings. However, avoidable adverse events, errors and risks associated with health care remain major challenges for patient safety globally.

The Seventy-second World Health Assembly in 2019 adopted resolution WHA72.6 on global action on patient safety and mandated for development of  a global patient safety action plan.

Global Patient Safety Action Plan

This global action plan was adopted by Seventy-Fourth World Health Assembly in 2021 with a vision of “a world in which no one is harmed in health care, and every patient receives safe and respectful care, every time, everywhere”.

The purpose of the action plan is to provide strategic direction for all stakeholders for eliminating avoidable harm in health care and improving patient safety in different practice domains through policy actions on safety and quality of health services, as well as for implementation of recommendations at the point of care. The action plan provides a framework for countries to develop their respective national action plans on patient safety, as well to align existing strategic instruments for improving patient safety in all clinical and health-related programmes.

What principles will guide implementation?

Seven guiding principles establish underpinning values to shape the development and implementation of the
action plan:

  • engage patients and families as partners in safe care
  • achieve results through collaborative working
  • analyse and share data to generate learning
  • translate evidence into actionable and measurable improvement
  • base policies and action on the nature of the care setting
  • use both scientific expertise and patient experience to improve safety
  • instil a safety culture in the design and delivery of health care.

Who are the key delivery partners?
Patient safety is everybody’s business and requires the active participation of many key partners ranging from patients and their families to governmental, nongovernmental and professional organizations. They include:

  • Governments. Ministries of health and their executive agencies at both national and subnational levels, legislative institutions, other concerned ministries, and regulatory bodies.
  • Health care facilities and services. All healthcare facilities ranging from primary health centres to large teaching hospitals, irrespective of ownership and scope of services.
  • Stakeholders. Nongovernmental organizations, patients and patient organizations, professional bodies and scientific associations and societies, academic and research institutions and civil society organizations.
  • WHO Secretariat. WHO at all levels – country offices, regional offices and headquarters.

Health Ministers from WHO South-East Asia Region to discuss pandemic, rebuilding essential health services for UHC

New Delhi/Kathmandu:  The ongoing pandemic and measures to ‘build back better’ essential health services to achieve universal health coverage are among the key issues that health ministers of Member countries of WHO South-East Asia Region will deliberate upon next week.The Seventy Fourth Regional Committee Session of WHO South-East Asia, the annual governing body meeting of WHO in the Region, is being hosted by Nepal from 6 to 10 September.

The meeting will be attended by WHO Director-General Dr Tedros Adhanom Ghebreyesus, Regional Director Dr Poonam Khetrapal Singh, Health Ministers and senior health officials of Member countries of the Region, UN Agencies, partners, donors, and civil society representatives.

Strengthening public health emergency preparedness and response, accelerating progress for prevention and control of non-communicable diseases, and ending viral hepatitis, HIV and STI are among other key issues to be discussed at the annual meeting which is being held virtually for the second consecutive year in view of the pandemic.

Monitoring progress on universal health coverage, revitalizing school-health, and the regional framework for vaccine action plan for vaccine preventable diseases would also be discussed.

The meeting will also take stock of the progress being made in the Region on resolutions adopted at previous Regional Committee meetings. Measles and rubella elimination by 2023, improving access to essential medical products, the South-East Asia Regional Health Emergency Fund and strengthening health systems to accelerate delivery of services for non-communicable diseases at the primary health care level, would come up at the meeting.

While responding to the ongoing pandemic, countries in the Region are also making efforts around the eight regional flagship priorities – to eliminate measles and rubella by 2023, address noncommunicable diseases through multisectoral policies and plans, accelerate reduction of maternal, neonatal and under-five mortality, advance universal health coverage, reverse antimicrobial resistance, scale-up emergency risk management capacities and eliminate neglected tropical diseases and TB.

Home to one-fourth of the global population, the Region continues to sustain the impressive progress made around the priority programs. WHO South-East Asia Region eradicated polio in 2014 and eliminated maternal and neonatal tetanus in 2016. Maldives and Sri Lanka have eliminated both measles and rubella, while Bhutan, DPR Korea and Timor-Leste have achieved measles elimination. Maldives, Sri Lanka and Thailand have eliminated lymphatic filariasis. Nepal and Myanmar have eliminated trachoma. India is yaws-free. Sri Lanka and Maldives have eliminated malaria.  Thailand, Sri Lanka and Maldives have eliminated mother-to-child transmission of HIV and Syphilis. Bangladesh, Bhutan, Nepal and Thailand have controlled Hepatitis B.

World Suicide Prevention Day 2021: ‘Creating Hope Through Action’

Overview

World Suicide Prevention Day (WSPD) was established in 2003 in conjunction with the World Health Organisation (WHO) and is a significant advocacy and communication based event aimed at reaching national organisations, governments and the general public, giving a singular message that suicide can be prevented. The first World Suicide Prevention Day was successfully launched in Stockholm, on 10 September 2003 as an initiative of IASP and the World Health Organisation (WHO), designating the day as a way of focusing attention on the problem world-wide and confirming the message.

World Suicide Prevention Day is an opportunity to raise awareness of suicide and to promote action through proven means that will reduce the number of suicides and suicide attempts globally.

Problem

One in every 100 deaths worldwide is the result of suicide. It can affect every one of us. Each and every suicide is devastating and has a profound impact on those around them. However, by raising awareness, reducing the stigma around suicide and encouraging well-informed action, we can reduce instances of suicide around the world.

Every year, 160 million people worldwide contemplate suicide and, tragically, 800,000 of them die by suicide. This means that more than 159 million people survive suicide related crises every year.

  • An estimated 703,000 people die by suicide worldwide each year. (WHO)
  • Over one in every 100 deaths (1.3%) in 2019 were the result of suicide. (WHO)
  • The global suicide rate is over twice as high among men than women. (WHO)
  • Over half (58%) of all deaths by suicide occur before the age of 50 years old. (WHO)
  • Suicide occurs across all regions in the world, however, over three quarters (77%) of global suicides in 2019 occurred in low and middle income countries. (WHO)

2021 theme: ‘Creating Hope Through Action’

‘Creating Hope Through Action’ is a reminder that there is an alternative to suicide and aims to inspire confidence and light in all of us; that our actions, no matter how big or small, may provide hope to those who are struggling. Preventing suicide is often possible and you are a key player in its prevention. Through action, you can make a difference to someone in their darkest moments – as a member of society, as a child, as a parent, as a friend, as a colleague or as a neighbour. We can all play a role in supporting those experiencing a suicidal crisis or those bereaved by suicide.
