Certificate in Medical Laboratory Technologist (CMLT)

This course is based on the academic requirements to enter into bachelor level health sciences as well as able to provide diagnostic laboratory services as a middle level human health resource. After completion of the course the graduate is expected to perform laboratory procedures as per assigned by Nepal Health Professional council independently at different level health institutions in Nepal and abroad. The program is three academic years’ duration. The first year course focuses on basic science and foundational subjects, the second year course focuses on basic laboratory subject theory/practical simultaneously and the third year is given to the application of learned skills and knowledge within the comprehensive practical settings, in hospitals and medical laboratory.

Aims and objectives

The course aims to produce middle level medical laboratory technology personnel with sound academic knowledge equipped with perfect technical skills who can face real life situation at the level they are aimed at. The course enables students to:

  • Perform routine and special laboratory investigations on clinical and non-clinical samples independently. • Interpret the results and explain underlying principles in each investigation.
  • Prepare reagents required for routine and special investigations.
  • Set up clinical laboratory in primary health centre and district level.
  • Practice quality control system in medical laboratory to deliver quality laboratory service.
  • Perform middle level laboratory management works, supervision of subordinates and preparation of reports. 
  • Assist in research works.

Target group

  • SLC(Minimum C grade in English, Science and Mathematics and overall ”GPA 2”)and T SLC (Lab assistant) pass youths

The entry criteria are:

  • SLC with 45% in aggregate with English, Science and Mathematics as compulsory subjects and TSLC in Lab Technology with first division
  • Passed entrance examination administered by CTEVT

Applicant should submit the following documents at the time of application 

  • SLC pass certificate 
  • Character certificate 
  • Citizenship certificate (for the name, parents name, age, date of birth and address verification purpose only) 
  • Physical fitness certificate (at the time of admission)

Medium of instruction

The languages of instruction are:

  • English
  • Nepali

Course duration

  • The CMLS program extends to over three academic years.
  • One academic year consists of 39 academic weeks and one academic week consists of 32 to 37 hours.

Those who completed General Medicine course can be eligible to sit in the entrance examination of Bachelor in Public Health (BPH) and other disciplines, but need to complete deficiency course of science conducted by Higher Secondary Education Board (HSEB) to be eligible for MBBS entrance examination. In order to study Bachelor in Nursing (BN) two years of job experience is required. In addition, graduates of Diploma in Pharmacy and Proficiency in Medical Lab Technology courses can be eligible for the  bachelor level in respective subjects.

Certificate in General Medicine (Health Assistant) – CTEVT

CTEVT has introduced a three-years Certificate in Health Assistant Program to produce Health Assistant as middle level medical service providers.

Objectives of the program

The graduates of Certificate in Health Sciences (General Medicine) Health Assistant Program are

  • Demonstrate competency in identifying and resolving community health problems.
  • Demonstrate basic knowledge and clinicalskills necessary to diagnose and manage primary health problems of patients.
  • Exhibit leadership skills and professional characteristics and attitude required in the role of Health Post Manager.
  • Demonstrate the necessary knowledge and skills to work in a variety of health care settings. 

Course duration

  • The certificate in general medicine is a three years (annual system) program.

Curriculum

This first year curriculum for General Medicine consists of foundational subjects such as Mathematics, English, Nepali, Social Study and Basic Sciences (Chemistry, Physics, Botany& Zoology) are offered to built the base. The disciplinary subject ‘Anatomy and physiology’ is included in order to lure them to their respective field. Most of the subjects offered in first year are of theoretical nature with some lab practices in basic science, computer and anatomy & physiology.It has the computer part in mathematics that demands practice in computer lab. Anatomy and physiology introduces the sector and guides the students to their specified medical field. The curriculum structure and the content reflects the details of all first year subjects. Academic requirements to enter bachelor in health sciences is considered while designed this first year course.

Listen First: International Day against Drug Abuse and Illicit Trafficking

Every year 26th June is celebrated as International Day against Drug Abuse and Illicit Trafficking. 
By resolution 42/112 of 7 December 1987, the General Assembly decided to observe 26 June as the International Day against Drug Abuse and Illicit Trafficking as an expression of its determination to strengthen action and cooperation to achieve the goal of an international society free of drug abuse.

Supported each year by individuals, communities and various organizations all over the world, this global observance aims to raise awareness of the major problem that illicit drugs represent to society.

International Day of Yoga: Yoga for Peace

Yoga is an ancient physical, mental and spiritual practice that originated in India. The word ‘yoga’ derives from Sanskrit and means to join or to unite, symbolizing the union of body and consciousness.
Today it is practiced in various forms around the world and continues to grow in popularity.
Recognizing its universal appeal, on 11 December 2014, the United Nations proclaimed 21 June as the International Day of Yoga by resolution 69/131.
The International Day of Yoga aims to raise awareness worldwide of the many benefits of practicing yoga.
The resolution notes “the importance of individuals and populations making healthier choices and following lifestyle patterns that foster good health.” In this regard, the World Health Organization has also urged its member states to help their citizens reduce physical inactivity, which is among the top ten leading causes of death worldwide, and a key risk factor for non-communicable diseases, such as cardiovascular diseases, cancer and diabetes.

The theme for the 2018 celebration, organized by the Permanent Mission of India to the United Nations, is ‘Yoga for Peace.’

WHO releases new International Classification of Diseases (ICD 11)

News Release (Geneva)
18 June 2018: The World Health Organization (WHO) is today releasing its new International Classification of Diseases (ICD-11).
 
The ICD is the foundation for identifying health trends and statistics worldwide, and contains around 55 000 unique codes for injuries, diseases and causes of death. It provides a common language that allows health professionals to share health information across the globe.
 
“The ICD is a product that WHO is truly proud of,” says Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “It enables us to understand so much about what makes people get sick and die, and to take action to prevent suffering and save lives.”
ICD-11, which has been over a decade in the making, provides significant improvements on previous versions. For the first time, it is completely electronic and has a much more user-friendly format. And there has been unprecedented involvement of health care workers who have joined collaborative meetings and submitted proposals. The ICD team in WHO headquarters has received over 10 000 proposals for revisions.
 
ICD-11 will be presented at the World Health Assembly in May 2019 for adoption by Member States, and will come into effect on 1 January 2022. This release is an advance preview that will allow countries to plan how to use the new version, prepare translations, and train health professionals all over the country.
 
The ICD is also used by health insurers whose reimbursements depend on ICD coding; national health programme managers; data collection specialists; and others who track progress in global health and determine the allocation of health resources.
The new ICD-11 also reflects progress in medicine and advances in scientific understanding. For example, the codes relating to antimicrobial resistance are more closely in line with the Global

Antimicrobial Resistance Surveillance System (GLASS). ICD-11 is also able to better capture data regarding safety in healthcare, which means that unnecessary events that may harm health – such as unsafe workflows in hospitals – can be identified and reduced.
 
The new ICD also includes new chapters, one on traditional medicine: although millions of people use traditional medicine worldwide, it has never been classified in this system. Another new chapter on sexual health brings together conditions that were previously categorized in other ways (e.g. gender incongruence was listed under mental health conditions) or described differently. Gaming disorder has been added to the section on addictive disorders.
 
“A key principle in this revision was to simplify the coding structure and electronic tooling – this will allow health care professionals to more easily and completely record conditions,” says Dr Robert Jakob, Team Leader, Classifications Terminologies and Standards, WHO.Dr Lubna Alansari, WHO’s Assistant Director-General for Health Metrics and Measurement, says: “ICD is a cornerstone of health information and ICD-11 will deliver an up-to-date view of the patterns of disease.”

Major Changes

First, it has been updated for the 21st century and reflects critical advances in science and medicine. Second,  it can now be well integrated with electronic health applications and information systems. This new version is fully electronic, significantly easier to implement which will lead to fewer mistakes, allows more detail to be recorded, all of which will make the tool much more accessible, particularly for low-resource settings.A third, important feature is that ICD-11 has been produced through a transparent, collaborative manner, the scope of which is unprecedented in its history. The complexity of the ICD has sometimes made it seem like an esoteric health tool requiring months of training – of the number of deaths reported in the world, those coded correctly were about one third. An overriding motive in this revision was to make the ICD easier to use.

Overview of ICD-11

Gender incongruence, meanwhile, has also been moved out of mental disorders in the ICD, into sexual health conditions. The rationale being that while evidence is now clear that it is not a mental disorder, and indeed classifying it in this can cause enormous stigma for people who are transgender, there remain significant health care needs that can best be met if the condition is coded under the ICD.
For mental health conditions, ICD codes are especially important since the ICD is a diagnostic tool, and thus, these are the conditions that often garner much of the interest in the ICD. These include gaming disorder, which evidence shows is enough of a health problem that it requires tracking through the ICD. Other addictive behaviours such as hoarding disorder are now included in ICD-11, and conditions such as ‘excessive sexual drive’ has been reclassified as ‘compulsive sexual behaviour disorder’.
A significant change in the mental disorders section of ICD-11 is the attempt of statisticians to simplify the codes as much as possible to allow for coding of mental health conditions by primary health care providers rather than by mental health specialists. This will be a critical move since the world still has a scarcity of mental health specialist – up to 9 out of 10 people needing mental health care don’t receive it.

Part-3
Fundamental Rights and Duties

30. Right to clean environment:

(1) Every citizen shall have the right to live in a clean and healthy environment.
(2) The victim shall have the right to obtain compensation, in accordance with law, for any injury caused from environmental pollution or degradation.
(3) This Article shall not be deemed to prevent the making of necessary legal provisions for a proper balance between the environment and development, in development works of the nation.

35. Right relating to health:

(1) Every citizen shall have the right to free basic health services from the State, and no one shall be deprived of emergency health services.
(2) Every person shall have the right to get information about his or her medical treatment.
(3) Every citizen shall have equal access to health services.
(4) Every citizen shall have the right of access to clean drinking water and sanitation.

36. Right relating to food:

(1) Every citizen shall have the right relating to food.
(2) Every citizen shall have the right to be safe from the state of being in danger of life from the scarcity of food.
(3) Every citizen shall have the right to food sovereignty in accordance with law.

38. Rights of women:

(1) Every woman shall have equal lineage right without gender based discrimination.
(2) Every woman shall have the right to safe motherhood and reproductive health.
(3) No woman shall be subjected to physical, mental, sexual, psychological or other form of violence or exploitation on grounds of religion, social, cultural tradition, practice or on any other grounds. Such act shall be punishable by law, and the victim shall have the right to obtain compensation in accordance with law.
(4) Women shall have the right to participate in all bodies of the State on the basis of the principle of proportional inclusion.
(5) Women shall have the right to obtain special opportunity in education, health, employment and social security, on the basis of positive discrimination.
(6) The spouse shall have the equal right to property and family affairs.

39. Rights of child:

(1) Every child shall have the right to name and birth registration along with his or her identity.
(2) Every child shall have the right to education, health, maintenance, proper care, sports, entertainment
and overall personality development from the families and the State.
(7) No child shall be subjected to physical, mental or any other form of torture in home, school or other place and situation whatsoever.
(9) The child who is helpless, orphan, with disabilities, conflict victim, displaced or vulnerable shall have the right to special protection and facilities from the State.

40. Rights of Dalit: 

(3) Special provision shall be made by law in order to provide health and social security to the Dalit community.

41. Rights of senior citizens:

The senior citizens shall have the right to special protection and social security from the State.

42. Right to social justice:

(2) The indigent citizens and citizens of the communities on the verge of extinction shall have the right to get special opportunities and benefits in education, health, housing, employment, food and social security for their protection, upliftment, empowerment and development.
(5) The families of the martyrs who have sacrificed their life, persons who were forced to disappear, and those who became disabled and injured in all people’s movements, armed conflicts and revolutions that have been carried out for progressive democratic changes in Nepal, democracy fighters, conflict victims and displaced ones, persons with disabilities, the injured and victims shall have the right to get a prioritized opportunity, with justice and due respect, in education, health, employment, housing and social security, in accordance with law.

43. Right to social security:

The indigent citizens, incapacitated and helpless citizens, helpless single women, citizens with disabilities, children, citizens who cannot take care themselves and citizens belonging to the tribes on the verge of extinction shall have the right to social security, in accordance with law.

44. Rights of consumer:

(1) Every consumer shall have the right to obtain quality goods and services.
(2) A person who has suffered injury from any substandard goods or services shall have the right to obtain compensation in accordance with law.

Part-4

Directive Principles, Policies and Obligations of the State

51. Policies of the State:

The State shall pursue the following policies:

(2) to develop balanced, environment friendly, quality and sustainable physical infrastructures, while according priority to the regions lagging behind from development perspective,
(4) to enhance investment in scientific study, research works and in invention, progress and development of science and technology, and protect scientists, technologists, intellectual and eminent talents,
(8) to update demographic statistics and linking it with national development plans.

(h) Policies relating to basic needs of citizens:

(5) to keep on enhancing investment necessary in the public health sector by the State in order to make the citizens healthy,
(6) to ensure easy, convenient and equal access of all to quality health services,
(7) to protect and promote health systems including Ayurveda, as a traditional medical system of Nepal, natural therapy and homeopathy system,
(8) to make private sector investment in the health sector service-oriented by regulating and managing such investment, while enhancing the State’s investment in this sector,
(9) to focus on health research and keep on increasing the number of health institutions and health workers in order to make health services widely available and qualitative,
(10) to increase average life expectancy by reducing maternal and infant mortality rate, while encouraging family planning for population management on the basis of Nepal’s capacity and need,
(15) to arrange for access to medical treatment while ensuring citizen’s health insurance.

(j) Policies relating to social justice and inclusion:

(3) to ensure enjoyment of requisite services and facilities at the reproductive stage,
(5) to take into consideration primarily of the best interests of the child,
(12) to accord priority to the indigent within all sexes, regions and communities in the provision of social security and social justice,
(14) to adopt a single door system for the establishment, approval, operation, regulation and management of community-based and national or international nongovernmental organizations and to involve such organizations only in the sectors of national need and priority, while making investment and role of such organizations transparent and accountable.
