EOI: For a consortium of institutions to work with the Asia Pacific Observatory on Health Systems and Policies

Background

The Asia Pacific Observatory on Health Systems and Policies (APO) is a partnership, hosted by WHO. It was established in 2011 as a partnership between WHO Western Pacific and South-East Asia regions, the World Bank, Asian Development Bank, Member States, and Academic Institutions, to address the gap in regionally relevant Health Policy and System Research (HPSR) in Asia Pacific. It aims to improve the competency and capacity of the regional and domestic HPSR ecosystem and support policymakers toward effective evidenced-informed policies. 

In 2024, APO developed its Medium Term Strategy for 2023-2030. The MTS 2024-30 prioritises five cross-cutting themes based on priorities and challenges identified by countries, development agencies and funding partners. These themes provide space for academic institutions and policymakers to co-design policy-relevant research and its application. 

These five themes are:

  1. Primary Health Care
  2. Digital Health
  3. Climate Change
  4. Equity
  5. Human Resources for Health

The purpose of this call is for institutions to join APO as a consortium to collaborate with APO on specific projects within the five themes above. The initial stage of selecting consortia will involve a review of the consortia application by the APO Secretariat and the Board.

APO Products: 

Thematic consortia are expected to be involved in the following APO products:

  • Thematic policy briefs
  • Comparative country studies
  • Journal articles
  • Policy dialogue 
  • Webinar and other events 

Eligibility Criteria: 

  • Based in the Asia Pacific
  • Proven history of producing high-quality research and evidence for health policy
  • Strong engagement with policymakers and stakeholders
  • Experience in capacity building and collaborative knowledge work across multiple countries

Duration of appointment: 

Selected institutions and consortia will be appointed for a period of five years with a contract and work plan approved by the APO Board subject to review of performance. 

Application Process: 

Interested institutions or consortia are invited to submit an application based on the official application form. The main body of the application should be a maximum of 10 pages (font size 12pt); any CVs, or standard text on the institution(s) applying, should be included in annexes.  

Selection Process: 

A subcommittee involving selected members of the Internal Review Panel, selected Board members and the APO secretariat will review and submit their comments to the Board. The APO Board will make the final selection on a consensus basis during their next Board meeting in early 2025.

Viet Nam eliminates trachoma as a public health problem

In a significant health milestone, Viet Nam has successfully eliminated trachoma. This remarkable achievement was validated by the World Health Organization (WHO) and a plaque was presented to the Vice Minister of Health of Viet Nam, Associate Professor Nguyen Thi Lien Huong, during the seventy-fifth session of the WHO Regional Committee for the Western Pacific, which opened today in Manila.

Trachoma is the leading infectious cause of blindness globally. It is a preventable disease of the eye caused by Chlamydia trachomatis bacteria. Trachoma is spread by flies and people can also become infected through direct contact with discharge from the eyes or nose of an infected person. With repeated infections, the eyelashes may be drawn in so that they rub on the surface of the eye, causing pain and damaging the cornea. Some affected individuals must undergo surgery to prevent blindness from the disease.

Decades of concerted efforts

Over the past 70 years, Viet Nam has worked tirelessly to combat trachoma, treating hundreds of thousands of people and implementing rigorous control measures. These efforts were significantly strengthened with the implementation of WHO’s SAFE strategy, which stands for surgery, antibiotics, facial cleanliness and environmental improvement.

Past surveys indicated that trachoma was a public health problem in four provinces in Viet Nam. Thirty years ago, 1.7% of people living in these high-risk provinces required surgery to prevent blindness from trachoma. However, by 2023 the proportion of adults with the blinding form of the disease had fallen below 0.2%, which is the threshold required for WHO validation of elimination of trachoma as a public health problem. Continuous monitoring and the focused implementation of the SAFE strategy in the country, starting in 1999, have been instrumental in this decline.

Trachoma elimination in Viet Nam was made possible through collaboration among several government agencies including the Ministry of Health, the Ministry of Education and Training and the Ministry of Agriculture and Rural Development, with the support of WHO and international health partners including the Australian Department of Foreign Affairs and Trade (DFAT), the Fred Hollows Foundation, the International Trachoma Initiative (ITI), RTI International, UNICEF and the United States Agency for International Development (USAID). Viet Nam was one of the first group of countries to receive Pfizer-donated azithromycin for trachoma elimination purposes through ITI, a donation that has been critical to global progress against trachoma.

“Elimination of trachoma as a public health problem in Viet Nam is a monumental achievement for the country and for the global fight against the disease,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “This milestone is a testament to the unwavering dedication of Viet Nam’s health workers, including many working at community level. It underscores the power of collective action, innovative thinking and a shared commitment to a healthier future for all. I commend Viet Nam for its dedication and success in safeguarding the vision of millions.”

“The elimination of trachoma in Viet Nam demonstrates the commitment of the Government, health workers and communities across the country,” said Dr Saia Ma’u Piukala, WHO Regional Director for the Western Pacific, praising the achievement. “It is a shining example of how targeted interventions, strong partnerships and sustained effort can bring about real change in the health of populations.”

A trachoma-free future

WHO Representative to Viet Nam, Dr Angela Pratt, described trachoma as a disease of poverty. “Communities in remote areas without good access to safe water and sanitation were the worst affected. But Viet Nam has demonstrated that it is possible to reach the hardest-to-reach populations, make the right investments to protect people’s health and ensure a trachoma-free future.”

Reflecting on this historic achievement, Associate Professor Nguyen Thi Lien Huong said that the elimination of trachoma was a proud moment for Viet Nam. “The combined efforts of many agencies and communities, with the support of WHO and partner organizations, have saved thousands of people from lifelong blindness and economic disadvantage. Our children can now grow up safe from this painful and potentially blinding disease. This is a wonderful achievement for our people, which will pay dividends for decades to come. In this happy moment, on behalf of the Vietnamese people, I want to express our sincere thanks to all international partners who contributed great support to trachoma elimination in Viet Nam.”

In 2018, Viet Nam eliminated lymphatic filariasis. The country has also made tremendous progress on combating malaria, which is now only found in pockets of areas and is close to being eliminated.

Viet Nam’s success is part of broader progress in disease prevention in the WHO Western Pacific Region. Since the launch of WHO’s first road map for the prevention and control of neglected tropical diseases (NTDs) in 2012, the Region has made significant strides in eliminating trachoma. Between 2016 and 2022, four out of the Region’s 11 trachoma-endemic countries were validated for trachoma elimination. Viet Nam becomes the fifth, joining Cambodia, China, the Lao People’s Democratic Republic and Vanuatu in recording this achievement, highlighting the importance of sustained efforts in tackling NTDs.

WHO continues to support countries in the Region to eliminate trachoma and other NTDs as part of the global effort to improve health and well-being for all.

World Medical Association Declaration of Helsinki – Ethical Principles for Medical Research Involving Human Participants

The 2024 revision of the Declaration of Helsinki was adopted by the World Medical Association (WMA) General Assembly in Helsinki, following a 30-month review process. This key global framework for medical research involving human participants was updated to reflect the realities of 2024. Released 60 years after the original version was adopted in Helsinki, the 2024 revision replaced the previous version adopted in Fortaleza, Brazil, in October 2013. It serves as a guiding document, shaping both national and international research ethics guidelines. Substantive changes can be categorised in two areas:

  • Participant-centered inclusion, respect and protection
  • Research beneficence and value, including the pursuit of “individual and public health”, upholding scientific rigor and integrity, and considered distribution of benefits, risks and burdens.

The 2024 revision of the Declaration of Helsinki replaces ‘subjects’ with ‘participants’ throughout out of respect for the rights, agency, and importance of those individuals.

Egypt is certified malaria-free by WHO

The World Health Organization (WHO) has certified Egypt as malaria-free, marking a significant public health milestone for a country with more than 100 million inhabitants. The achievement follows a nearly 100-year effort by the Egyptian government and people to end a disease that has been present in the country since ancient times.

“Malaria is as old as Egyptian civilization itself, but the disease that plagued pharaohs now belongs to its history and not its future,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “This certification of Egypt as malaria-free is truly historic, and a testament to the commitment of the people and government of Egypt to rid themselves of this ancient scourge. I congratulate Egypt on this achievement, which is an inspiration to other countries in the region, and shows what’s possible with the right resources and the right tools.”

Egypt is the third country to be awarded a malaria-free certification in the WHO Eastern Mediterranean Region following the United Arab Emirates and Morocco, and the first since 2010. Globally, a total of 44 countries and 1 territory have reached this milestone.

“Receiving the malaria elimination certificate today is not the end of the journey but the beginning of a new phase. We must now work tirelessly and vigilantly to sustain our achievement through maintaining the highest standards for surveillance, diagnosis and treatment, integrated vector management and sustaining our effective and rapid response to imported cases. Our continued multisectoral efforts will be critical to preserving Egypt’s malaria-free status,” said H.E. Dr Khaled Abdel Ghaffar, Deputy Prime Minister of Egypt.

“I reaffirm that we will continue with determination and strong will to safeguard the health of all people in Egypt under the wise leadership’s guidance and proceed with enhancing our healthcare system, this will remain a cornerstone in protecting the lives of all people living in and visiting Egypt.”

Certification of malaria elimination is granted by WHO when a country has proven, beyond reasonable doubt, that the chain of indigenous malaria transmission by Anopheles mosquitoes has been interrupted nationwide for at least the previous three consecutive years. A country must also demonstrate the capacity to prevent the re-establishment of transmission.

Egypt’s journey to elimination

Malaria has been traced as far back as 4000 B.C.E. in Egypt, with genetic evidence of the disease found in Tutankhamun and other ancient Egyptian mummies.

Early efforts to reduce human-mosquito contact in Egypt began in the 1920s when the country prohibited the cultivation of rice and agricultural crops near homes. With most of Egypt’s population living along the banks of the Nile River and malaria prevalence as high as 40%, the country designated malaria a notifiable disease in 1930 and later opened its first malaria control station focused on diagnosis, treatment and surveillance. 

“Today, Egypt has proven that with vision, dedication, and unity we can overcome the greatest challenges. This success in eliminating malaria is not just a victory for public health but a sign of hope for the entire world, especially for other endemic countries in our region. This achievement is the result of sustained, robust surveillance investments in a strong, integrated health system, where community engagement and partnerships have enabled progress. Furthermore, collaboration and support to endemic countries, such as Sudan, remain a priority,” said Dr Hanan Balkhy, WHO Regional Director for the Eastern Mediterranean.

By 1942, malaria cases in Egypt had spiked to more than 3 million as a result of the Second World War population displacement, the disruption of medical supplies and services, and the invasion of Anopheles arabiensis, a highly efficient mosquito vector, among other factors. Egypt succeeded in controlling the malaria outbreak through the establishment of 16 treatment divisions and the recruitment of more than 4000 health workers.

The construction of the Aswan Dam, completed in 1969, created a new malaria risk for the country, as standing water produced breeding grounds for mosquitoes. Egypt, in collaboration with Sudan, launched a rigorous vector control and public health surveillance project to rapidly detect and respond to malaria outbreaks.

By 2001, malaria was firmly under control and the Ministry of Health and Population set its sights on preventing the re-establishment of local malaria transmission. Egypt rapidly contained a small outbreak of malaria cases in the Aswan Governorate in 2014 through early case identification, prompt treatment, vector control and public education.

Malaria diagnosis and treatment are provided free-of-charge to the entire population in Egypt regardless of legal status, and health professionals are trained nationwide to detect and screen for malaria cases including at borders. Egypt’s strong cross-border partnership with neighbouring countries, including Sudan, has been instrumental for preventing the re-establishment of local malaria transmission, paving the way for the country to be officially certified as malaria-free.

DAAD Scholarship

DAAD (Deutscher Akademischer Austauschdienst) is a German Academic Exchange Service that offers a wide range of scholarships for international students, researchers, and professionals to study or conduct research in Germany. Germany is a popular study destination by international standards. The many excellent universities and research institutions offer a wide range of studies and courses across all subject areas. For international students English-language study programmes with special support services are of particular interest. DAAD Scholarship 2025-2026 is a fully funded scholarship for international students. This scholarship is available to pursue masters or PhD at the top German Universities. DAAD scholarships cover monthly payments of 934 euros for graduates or 1,300 euros for doctoral candidates.

DAAD provides:

  • Scholarships & grants (for all disciplines, at all stages);
  • Information and counseling about studying & research in Germany;
  • Support for internationalization of German universities;
  • The study of German language and culture abroad.

Key Features

DAAD offers scholarships for postgraduate studies at German universities, primarily for students from developing and newly industrialized countries. These scholarships cover a wide range of fields, including public health, development studies, engineering, and management.

  • Full or partial scholarships
  • Monthly stipend (around €850 for master’s students)
  • Travel allowances
  • Health, accident, and personal liability insurance
  • Coverage of tuition fees (if applicable)

Selection process

Scholarship applications are reviewed by an independent and voluntary selection committee. This may be made up of local and/or German university teachers, researchers and DAAD Lecturers. Depending on scholarship programme and the local situation, the best applicants may also be required to introduce themselves personally. This can take place either on site, face-to-face, or virtually.

Depending on programme, the selection decision is made either by the local selection committee directly or – in the case of a two-stage selection procedure – by another independent committee of academics in Germany. DAAD staff are not entitled to vote in the scholarship selection procedure.

The key selection criteria are:

Professional qualification
  • Academic achievements (grade point average, development of grades)
  • Academic progress
  • Knowledge of the language(s) of instruction or working language(s)
  • Academic performance (general grade point average, grade development)
  • School-leaving certificate, if applicable
  • Course of studies
  • Knowledge of the language of instruction or working language
  • If applicable, relevant internships, work experience
Quality of the study or research project

Study project:

  • Quality of the study project and of the preparation (preliminary information, choice of degree programme, host university and establishment of contacts)
  • Integration of the project into the academic career path
  • Quality of the study project as well as the preparation (preliminary information, choice of study programme, host university and establishment of contacts)

Research project:

  • Quality of research proposal and preparation (originality, topicality and relevance of the project, choice of host institution and first contacts)
  • Feasibility and consistency of study plan and schedule
  • Incorporation of project within the overall doctorate (in terms of content and time), if relevant
  • Quality of the research project as well as the preparation (originality, topicality and relevance of the project, choice of host institution and establishment of contacts).
  • Feasibility and consistency of the work plan and timetable (analysis and evaluation steps)
  • Embedding of the project in the overall doctoral project (in terms of content/time), if relevant
Potential of the applicant
  • Motivation: academic and personal reasons for the stay in Germany, German language skills (if different from the working language);
  • Prospects: Significance of the stay in Germany for further academic, professional and personal development.
  • Extracurricular commitment: extracurricular knowledge and skills, social commitment.

  • Perspectives: Importance of the stay in Germany for further academic, professional and personal development

In addition, in order to ensure equal opportunities, the selection committee may take into account special circumstances, which you can state in the application form. Examples of “special circumstances” are

  • disability,
  • chronic or prolonged illness,
  • raising children,
  • caring for relatives,
  • extensive employment required to finance studies
  • refugee background

In these or comparable cases, disadvantages will be compensated for when assessing the application.
