COVAX updates participants on delivery delays for vaccines from Serum Institute and AstraZeneca

  • The COVAX Facility has notified participating economies that deliveries of doses from the Serum Institute of India (SII) will be delayed in March and April.

  • Separately, participating economies in the COVAX Facility that have been allocated doses from the AstraZeneca manufacturing network have been notified that some first deliveries anticipated in March will now take place in April

Details

Deliveries of COVID-19 vaccines produced by the Serum Institute of India (SII) to lower-income economies participating in the COVAX Facility will face delays during March and April as the Government of India battles a new wave of COVID-19 infections. COVAX and the Government of India remain in discussions to ensure some supplies are completed during March and April.

What is COVAX? Why we need COVAX? What COVAX offers?

According to the agreement between Gavi and the Serum Institute of India (SII), which included funding to support an increase in manufacturing capacity, SII is contracted to provide COVAX with the SII-licensed and manufactured AstraZeneca (AZ)-Oxford vaccine (known as COVISHIELD) to 64 lower-income economies participating in the Gavi COVAX AMC (including India), alongside its commitments to the Government of India.

To date, COVAX has been supplied with 28 million COVISHIELD doses and was expecting an additional 40 million doses to be available in March, and up to 50 million doses in April.

COVAX has notified all affected economies of potential delays. SII has pledged that, alongside supplying India, it will prioritize the COVAX multilateral solution for equitable distribution.

Participating economies have also received WHO guidance on optimizing the national deployment doses of the AstraZeneca-Oxford vaccine in a constrained supply environment.

Separately, the COVAX Facility has informed participants allocated AstraZeneca-manufactured doses of the AstraZeneca-Oxford vaccine that some of the first deliveries due in March are now set to take place in April.

In this early phase of COVID-19 vaccine roll-out, vaccine manufacturers require time to scale and optimize their production processes. AstraZeneca, which uses a novel supply chain network with sites across multiple continents, is working to enable initial supply to 82 countries through COVAX in the coming weeks.

COVAX retains its objective of supplying initial doses of vaccines to all participating economies in the first half of the year before ramping up significantly in the second half of 2021. To date, COVAX has shipped vaccines to over 50 countries and economies.

Overview

The UK Partnerships for Health Systems programme (UKPHS) works with low and lower middle-income countries (LMICs) to build
stronger and more resilient health systems, making progress towards achieving Universal Health Coverage (UHC) through
improved health service performance. The programme particularly targets poor and vulnerable populations and will ultimately
contribute to better health and wellbeing (SDG 3), including ending preventable deaths. Funded by the UK Foreign,
Commonwealth and Development Office (FCDO), UKPHS engages the UK health sector by harnessing the expertise of UK health
institutions and professionals in partnerships with LMIC counterparts.
The UKPHS will contribute to Sustainable Development Goal 3: ensuring healthier lives and promotion of well-being for all at all
ages, including supporting countries to achieve UHC. As such, the key outcome of the programme will be improved capability of
the health system to address national priorities, including meeting the needs of the poor and most vulnerable populations, and
all projects should feed into this.

The key aims of the programme are to:

  • Support the development of stronger and more resilient health systems through, for example, better governance,
    information, and management of health institutions.
  • Improve the quality of health services through systematic approaches to improving the skills and knowledge of health
    workers and other professionals in the health sector, especially in reproductive, maternal, neonatal, child and adolescent
    services where this aligns with country priorities.
  • Build on institutional capacity to decrease any reliance on external support.

UKPHS is managed by the Tropical Health and Education Trust (THET) with technical assistance from the Liverpool School of
Tropical Medicine (LSTM) in the areas of health systems strengthening, gender equality and social inclusion, and monitoring,
evaluation, research and learning.

Funding Available and Application Details

Grants of up to £50,000 are available. All funded projects are expected to last between 12 and 18 months. Project activities will be implemented from September 2021 until February 2023.

The programme is split into three streams: large grants of up to £350,000 focused on priority health areas in 10 strategic
countries (Bangladesh, Ethiopia, Ghana, Myanmar, Nepal, Sierra Leone, Somalia/Somaliland, Tanzania, Uganda and Zambia.); small grants of up to £50,000 in any LMIC in Sub-Saharan Africa or South-East Asia, focusing on health system and health challenges within several themes; and grants of up to £10,000 responding to the COVID-19 pandemic, again in any SubSaharan Africa or South-East Asia LMIC.

THEMES

In this wave, THET welcomes grant applications from Health Partnerships in any low- and lower middle-income country in Sub-Saharan Africa or Southeast Asia addressing specific clinical and health system challenges through one, or several, of the themes below:

  • Innovation
  • Gender Equality and/or Social Inclusion
  • Climate Change
  • Blended and Remote Learning

TB testing in 2020 dropped drastically due to COVID-19

GENEVA – On World Tuberculosis Day, new data shows the COVID-19 pandemic has had a devastating impact on the fight against another deadly airborne disease: tuberculosis. Global Fund surveys in 13 countries with the highest TB burden in the world reveal that 29% fewer people were tested for TB compared to 2019. Worse, in those same countries, there were 45% fewer people tested for multidrug-resistant TB – one of the most frightening forms of antimicrobial resistance.

As COVID-19 spread around the world in 2020, health workers, testing machines, laboratories and health centers were diverted from existing diseases like TB to fight the new pandemic. Without treatment, a single person with TB can infect 10-15 other people over the course of a year, or die.

“The fewer people we find, test and treat, the more TB cases and deaths there will be, and the higher the risk of multidrug-resistant TB spreading worldwide,” said Peter Sands, Executive Director of the Global Fund. “To end both COVID-19 and TB as epidemics, we must fight both diseases at the same time, increasing investments in the same tools, health workers and systems for health needed to fight TB and COVID-19 and prepare for future airborne pandemics.”

Results from 2020 show this is possible. The same tools the Global Fund partnership has built to fight TB are now being used to fight COVID-19, and emergency funding from the Global Fund to mitigate the impact of COVID-19 on HIV, TB and malaria programs and reinforce systems for health has helped countries to continue to fight TB at the same time as fighting COVID-19.

For example, while testing levels plummeted in India and Bangladesh in the first months after the COVID-19 pandemic hit, they were able to rebound towards the end of 2020 and to test and treat nearly the same number of TB patients as they were pre-COVID. Countries have also accelerated innovative new approaches to fight TB, such as transitioning to all-oral treatment regimens for drug-resistant TB and using new smartphone applications to enable patients to report progress virtually, making it easier to adhere to treatment. In India, a new program tests people for COVID-19 and TB at the same time, a simple step that can stop onward transmission of both diseases – and ensure that TB patients are treated and cured.

To regain progress lost in 2020 and prevent a resurgence of TB, these successful adaptation programs and new approaches must be scaled up and expanded to other countries.

“Investing to fight TB and COVID-19 at the same time will save lives from both diseases. If we don’t, we run the risk of defeating one airborne pandemic only to watch deaths and cases from another soar,” said Sands.

Call for expressions of interest for conducting data synthesis and analysis on the use of new regimens for the treatment of drug-resistant TB

26 March 2021, Geneva | The World Health Organization (WHO) Global Tuberculosis Programme has initiated a process to update the consolidated guidelines on the treatment of drug-resistant TB (DR-TB). There is a need to collect and analyze newly available data on new MDR-TB treatment regimens for the guideline update. This consultancy is to conduct data synthesis and analysis on efficacy and safety of new regimens for treatment of drug-resistant TB.

WHO is seeking expressions of interest from independent researchers, academic institutions or other entities with relevant expertise and experience in systematic review and statistical analysis to perform the synthesis and analysis of the available data. The candidate entity should be able to work independently as well as interact regularly and collaboratively with the WHO Global TB Programme team, data contributors and other technical experts as required. Please review the terms of reference for details of the work and requirements.

Please submit to the WHO Global TB Programme  an expression of interest letter specifying details on the relevant capacity and experience of the candidate in similar type of work on systematic reviews and meta-analyses, together with the resumes of persons to be involved.

Please send your submissions to the WHO Global TB Programme at GTBPCI@who.int by 15 April 2021. The expressions of interest received will go through a review process and the selected candidate will be notified on completion of the review process. The selected candidate will be required to develop a statistical analysis plan together with details of a budget estimate to be submitted to the WHO Global TB Programme.

Call for Experts-Technical Advisory Group on NCDs-related Research and Innovation

The World Health Organization (WHO) is seeking experts to serve as members of the Technical Advisory Group on Noncommunicable Disease-related Research (TAG-NCDR). This “Call for experts” provides information about the technical advisory group in question, the expert profiles being sought, the process to express interest, and the process of selection.

Functions of the TAG-NCDR

In its capacity as an advisory body to WHO, the TAG-NCDR shall have the following functions:

  1. To identify and describe current and future challenges;
  2. To advise WHO on strategic directions to be prioritized;
  3. To advise WHO on the development of global strategic documents; and
  4. To propose other strategic interventions and activities for implementation by WHO.

Operations of the Technical Advisory Group on NCD-related Research  and Innovation

The TAG-NCDR shall normally meet once each year. However, WHO may convene additional meetings. Meetings may be held in person (at WHO headquarters in Geneva or another location, as determined by WHO) or virtually, via video or teleconference.

  1. TAG-NCDR members are expected to attend meetings. If a member misses two consecutive meetings, WHO may end his/her appointment as a member of the TAG-NCDR. 
  2. Active participation is expected from all TAG-NCDR members, including in teleconferences, and interaction over email. Members may, in advance of meetings, be requested to review meeting documentation and to provide their views for consideration by the TAG-NCDR.
  3. WHO shall determine the modes of communication by the TAG-NCDR, including between WHO and the TAG-NCDR members, and the TAG-NCDR members among themselves.
  4. The TAG-NCDR meetings will be conducted in English. All documentation, including reports and working documents, will be provided in English.

Who can express interest?

The Technical Advisory Group on NCD-related Research will be multidisciplinary, with members who have a range of technical knowledge, skills and experience relevant to the important areas mentioned below. Up to 12 members may be selected.

WHO welcomes expressions of interest from:

Scientists, public health experts, healthcare professionals, entrepreneurs, innovators and policy-makers representing the broad range of disciplines relevant to research on non-communicable diseases including but not limited to NCDs researchers (health research including public health and clinical research, risk factors and social determinants), public health, epidemiology and implementation research (public health policies and prevention, epidemiology and disease burden, implementation research), health governance and health service delivery (health system and primary health care, essential economics and finance) and with expertise in the following areas:

  • National and international investments for quality research
  • How to strengthen national capacity for quality research including implementation research  
  • How to support and facilitate NCD-related research and innovation and  its translation to enhance the knowledge bae for national action
  • How to promote the use of information and communications technology to improve programme implementation, health outcomes, health promotion, and reporting and surveillance systems and to disseminate, as appropriate, information on affordable, cost-effective, sustainable and quality interventions, best practices and lessons learned in the field of NCDs
Submitting your expression of interest

To register your interest in being considered for the Technical Advisory Group on NCD-related Research, please submit the following documents by 30 April 2021 24h00, Geneva time to NCDDepartment@who.int using the subject line “Expression of interest for the Technical Advisory Group on NCD-related Research”:

  • A cover letter, indicating your motivation to apply and how you satisfy the selection criteria. Please note that, if selected, membership will be in a personal capacity. Therefore, do not use the letterhead or other identification of your employer);
  • Your curriculum vitae; and
  • A signed and completed Declaration of Interests (DOI) form for WHO Experts, available at https://www.who.int/about/ethics/declarations-of-interest.

After submission, your expression of interest will be reviewed by WHO.  Due to an expected high volume of interest, only selected individuals will be informed. 

Important information about the selection processes and conditions of appointment

Members of WHO Technical Advisory Groups reporting to WHO  must be free of any real, potential or apparent conflicts of interest. To this end, applicants are required to complete the WHO Declaration of Interests for WHO Experts, and the selection as a member of a TAG-NCDR is, amongst other things, dependent on WHO determining that there is no conflict of interest or that any identified conflicts could be appropriately managed (in addition to WHO’s evaluation of an applicant’s experience, expertise and motivation and other criteria).

All TAG-NCDR members will serve in their individual expert capacity and shall not represent any governments, any commercial industries or entities, any research, academic or civil society organizations, or any other bodies, entities, institutions or organizations. They are expected to fully comply with the Code of Conduct for WHO Experts (https://www.who.int/about/ethics/declarations-of-interest). TAG-NCDR members will be expected to sign and return a completed confidentiality undertaking prior to the beginning of the first meeting.

At any point during the selection process, telephone interviews may be scheduled between an applicant and the WHO Secretariat to enable WHO to ask questions relating to the applicant’s experience and expertise and/or to assess whether the applicant meets the criteria for membership in the relevant TAG-NCDR.

The selection of members of the TAG-NCDR will be made by WHO in its sole discretion, taking into account the following (non-exclusive) criteria: relevant technical expertise; experience in international and country policy work; communication skills; and ability to work constructively with people from different cultural backgrounds and orientations. The selection of TAG-NCDR members will also take account of the need for diverse perspectives from different regions, especially from low and middle-income countries, and for gender balance.

If selected by WHO, proposed members will be sent an invitation letter and a Memorandum of Agreement. Appointment as a member of a TAG-NCDR will be subject to the proposed member returning to WHO the countersigned copy of these two documents.

WHO reserves the right to accept or reject any expression of interest, to annul the open call process and reject all expressions of interest at any time without incurring any liability to the affected applicant or applicants and without any obligation to inform the affected applicant or applicants of the grounds for WHO’s action. WHO may also decide, at any time, not to proceed with the establishment of the TAG-NCDR, disband an existing TAG-NCDR or modify the work of the TAG-NCDR.

WHO shall not in any way be obliged to reveal, or discuss with any applicant, how an expression of interest was assessed, or to provide any other information relating to the evaluation/selection process or to state the reasons for not choosing a member.

WHO may publish the names and a short biography of the selected individuals on the WHO internet.

TAG-NCDR members will not be remunerated for their services in relation to the TAG-NCDR or otherwise. Travel and accommodation expenses of TAG-NCDR members to participate in TAG meetings will be covered by WHO in accordance with its applicable policies, rules and procedures.

TAG-NCDR members shall not speak on behalf of, or represent, the TAG-NCDR or WHO to any third party.

The appointment will be limited in time as indicated in the letter of appointment.

Request for Expression of Interest- FAIRMED

FAIRMED is a Swiss organization established in 1959 and has been operating in Nepal since 2012. It aims to improve the accessibility of basic health care services to the people in lowest economic strata (poorest). It provides support to people vulnerable and affected by Neglected Tropical Diseases – NTDs (For example Leprosy, Filariasis, STH), and Maternal and Child from marginalized community with the vision of “Health for the poorest”.

Purpose of EOI:

FAIRMED is developing a project on essential health focusing on Neglected Tropical Disease and Maternal and Neo-natal Health as key components for Province 1. FAIRMED calls for Expression of Interest from two NGOs to work in three adjoining districts (Jhapa, Morang and Sunsari) having experiences and expertise in implementing public health program, specifically in community
awareness, mobilization, strengthening local health system and generating evidence of accessing services by the poorest, & marginalized groups.

Southeast Asia One Health University Network (SEAOHUN) Fellowship Program

Overview

The Southeast Asia One Health University Network (SEAOHUN) Fellowship Program strives to strengthen One Health workforce by encouraging young and mid-career professionals in human health, animal health, and environmental health to gain practical experience working on One Health issues at leading academic and research institutions, government agencies, international organizations, or international non-governmental organizations in Southeast Asia.

SEAOHUN Fellowship Program supported 19 fellows in 2017–2020 to gain first-hand experience addressing One Health challenges under the mentorship of the experts from various host organizations: 

  • Agricultural Research for Development (CIRAD)
  • Chulalongkorn University Veterinary Antimicrobial Resistance Cluster 
  • Food and Agriculture Organization of the United Nations Regional Office for Asia and the Pacific (FAO-RAP)
  • International Livestock Research Institute (ILRI) 
  • PREDICT-2 Indonesia in collaboration with Primate Research Center and Eijkman Institute for Molecular Biology
  • World Organization for Animal Health Sub-Regional Representation for Southeast Asia (OIE SRR-SEA)
  • Wildlife Conservation Society (WCS) – PREDICT-2 
  • Thai Coordinating Unit for One Health (Thai CUOH), Department of Disease Control, Ministry of Public Health (MOPH)

Fellowship includes;

• A monthly stipend, one-time domestic travel to and from host organization.
• Placement and mentoring by the host organization for three to five months.

Eligibility Criteria: 

  • Professionals in One Health-related disciplines aged 40 and under may apply.
  • Applicants must be a citizen in the same country as the host organization. 
  • Must be able to work full-time with the host organization for the entire period of fellowship placement.

Required documents in English:

  • Letter of motivation (maximum of two pages) of how the fellowship will help advance your career and contribute to addressing One Health challenges in your country
  • Resume or curriculum vitae
  • English proficiency test results (optional)

The 2021 Fulbright Foreign Student (Master’s) Program

Overview

The US Educational Foundation in Nepal (USEF-Nepal or the Fulbright Commission) welcomes applications from Nepali students for the Fulbright Foreign Student Program (FFSP) for Master’s level study in the US. Approximately 4000 foreign students from 155 countries worldwide receive Fulbright scholarships each year. 

The Fulbright Program is the US government’s flagship international educational and cultural exchange program, creating connections in a complex and changing world. Led by the US government in partnership with 160 countries worldwide, Fulbright builds lasting connections between the peoples of the US and the peoples of other countries around the world, building mutual understanding between nations, advancing knowledge across communities, and improving lives around the world. The FFSP provides all expenses (including travel) for a Master’s degree program of up to two years at selected US universities, in any field except medicine and nursing.

Australia Awards Scholarships 2022

Depending upon budget availability, approximately five candidates will be nominated by the Fulbright Board in Nepal for the FFSP. Those selected will begin their program in August-September 2022. Students who completed their schooling and degree from out of valley, minorities, and people from under-served populations are strongly encouraged to apply.

General Requirements 

All applicants must:

  1. Possess Nepali citizenship
  2. Have at least three years (for men) or two years (for women) of post-bachelor’s degree, full-time, professional work experience in an area directly relevant to the applicant’s chosen field of study as of the application deadline. This experience must be outlined by the professional recommender, verifying your position(s) and years of employment. Even if you worked at several organizations, you are eligible to apply as long as your work experience at those organizations adds up to the minimum work-duration requirement
  3. Possess either a four-year bachelor’s degree; or, if the bachelor’s degree was of fewer than four years’ duration, then a Master’s degree is also required, such that the total number of years of formal education equals at least 16 
  4. Students with a three-year bachelor’s degree who have completed only the first year of a two-year Master’s degree program, and Master’s degree students who have cleared all exams but still need to fulfill other university-mandated degree requirements are ineligible to apply. Similarly, students who have two or more two-year/three-year bachelor’s degree but no Master’s degree are ineligible to apply for the Fulbright program
  5. Demonstrate in post-intermediate degrees (Bachelors and Master’s) a minimum aggregate mark of:
    • 54% for students in non-technical fields (Humanities and Social Sciences)
    • 62% for students in Science and Technical fields
    • The minimum requirements for students under the semester system are: 65% in non-technical fields; 75% in technical fields; or a Cumulative GPA of 3.50/4.00 in either field
    • If the grading systems, fields of study or educational systems for the Bachelor’s and Master’s level are different (percentage and GPA grades, non-technical and science/technical fields, yearly and semester systems, etc.), the applicant needs to meet the minimum score requirements separately, not in the aggregate
  6. Should have sufficient level English proficiency to enable engagement in full-time graduate level study in the US
  7. Only selected applicants will be required to sit for a TOEFL and the GRE, both of which are mandatory for university applications. The test requirements may be waived for those who:
    • have taken a TOEFL in the past 2 years between April 30, 2019 to April 30, 2021 and GRE in the past 5 years between April 30, 2016 to April 30, 2021
    • and must have scores of CBT TOEFL 230 or iBT TOEFL 88 and GRE 570 or higher
    • if you have taken an IELTS in the past 2 years between April 30, 2019 to April 30, 2021 you can upload the test score on the application but please note that not all US institutions accept an IELTS
  8. Be eligible for a non-immigrant J-1 US visa, and not already in possession or in the process of obtaining a US immigrant visa (“green card”)
  9. A competitive applicant should have the commitment to return to Nepal upon completion of the program. Preference will be given to applicants who have not previously studied in the US. See 10
  10. All grantees receive an exchange visitor (J-1) visa which requires that the individuals return to Nepal upon completion of their academic project. Grantees are not eligible for an immigrant visa, for permanent residence, or for a non-immigrant visa as a temporary worker (“H” visa) or trainee, or as an intra-company transferee (“L” visa) to re-enter the US until they have accumulated two years’ residence in Nepal after returning from the US on an exchange visitor visa. This does not preclude the individual from going to the US on other visas during the two-year period
  11. Applications and materials must be submitted through the online system. No hard copies will be accepted

The People’s Health Movement (PHM) is preparing to watch the 74th World Health Assembly meeting of the World Health Organisation taking place from the 24th May to 1st June. The World Health Assembly takes place once every year and the Executive Board meeting takes place twice a year. The agenda items of the WHA74 will probably include issues such as; Public health emergencies: preparedness and response, Covid19 response, Substandard and falsified medical products, Patient Safety,  access to effective treatments for cancer and rare and orphan diseases, Antimicrobial resistance, Nagoya Protocol and Poliomyelitis to name a few.

Can you attend the WHA74 Watch?

Considering the travel restrictions, the WHO-Watch would be an online initiative this time.  We are hoping to create a team of watchers who would be following the discussions of WHA74 remotely, but follow the discussions and make interventions wherever possible. The WHO-Watch will also encompass a 3-4 day preparatory workshop (2-3 hour session each day) ahead of the WHA where we will discuss and work on the various agenda topics up for discussion.

Through Medicus Mundi International, watchers are able to participate in the World Health Assembly and deliver statements virtually to the meeting body. During the WHA also, we will see to it that we utilise time efficiently and work in shifts. We are looking for PHM activists to join as watchers. If you are keen to develop your knowledge on issues discussed at the meeting, and to be involved in strengthening these issues in your country or region after the meeting, please let us know.

World Water Day 2021 – Valuing Water

On 22 March, World Water Day is celebrated each year to raises awareness of the global water crisis, and a core focus of the observance is to support the achievement of Sustainable Development Goal (SDG) 6: water and sanitation for all by 2030.

Theme

The theme of World Water Day 2021 is valuing water. The value of water is about much more than its price – water has enormous and complex value for our households, food, culture, health, education, economics and the integrity of our natural environment. If we overlook any of these values, we risk mismanaging this finite, irreplaceable resource. SDG 6 is to ensure water and sanitation for all. Without a comprehensive understanding of water’s true, multidimensional value, we will be unable to safeguard this critical resource for the benefit of everyone.

Facts

  • Drinking water: 27 % of the population in Nepal use a safely managed drinking water service (SDG indicator 6.1.1, 2017)- (SDG 6 snapshot in Nepal)
  • Hygiene: 48 % of the population in Nepal have access to a basic handwashing facility (SDG indicator 6.2.1b, 2017)- (SDG 6 snapshot in Nepal)
  • 10.8 million people in Nepal do not have access to improved sanitation, and 3.5 million do not have access to basic water services. (UNICEF)

The current status of water resources highlights the need for improved water resources management. Recognizing, measuring and expressing water’s worth, and incorporating it into decision-making, are fundamental to achieving sustainable and equitable water resources management and the Sustainable Development Goals (SDGs) of the United Nations’ 2030 Agenda for Sustainable Development.
