Ethiopia has achieved recognition as one of the few countries that has developed a dynamic and effective national primary health care system (PHC) which has made it possible for the country to meet the Millennium Development Goals for health and to come close to achieving Universal Health Coverage. Through Ethiopia’s Health Extension Program (HEP), the gap between frontline heath workers and communities was overcome by deploying Community Health Workers and building community health posts for them to use. This community-based system of PHC has become the foundation of the broader health system.

As a result of these achievements, Ethiopia’s Federal Ministry of Health (FMOH) founded the International Institute for Primary Health Care – Ethiopia (IIfPHC-E), referred to here also as the Institute). Its goal is to support and strengthen the Ethiopian PHC system while serving as a PHC knowledge powerhouse providing teaching, knowledge sharing, research and advocacy to the rest of the world, especially other African countries. At the request of the FMOH, the Johns Hopkins University Bloomberg School of Public Health (JHU) supported its startup in 2016. Since then JHU has provided technical and operational support to the Institute to assist with its development.

The Institute’s strategic plan identifies four strategic themes:

  • Support for the national (Ethiopian) PHC program
  • Support for PHC in other countries
  • Support for knowledge generation and management, monitoring and evaluation of PHC
  • Advocacy and partnership formation to advance the Global PHC Agenda

We are seeking a Senior Research Program Coordinator  who serves a key coordination and facilitation role between the team at Johns Hopkins and the team at IPHC-E in Ethoipia. The role includes a range of administrative tasks and also opportunities to engage in developing key products for IPHC-E and engaging with partners. The role has the opportunity for growth, including potential promotion into a Research Associate position based on performance and qualifications.

Specific Duties & Responsibilities:

As a member of a small team working on ambitious goals, we seek a candidate who thrives in a fluid workplace, is nimble and resourceful.  

Specific duties include but are not restricted to:

  • Coordinate the administrative and scientific implementation of the IIfPHC-E project
  • Maintain communications between the team in Ethiopia and JHU regarding progress on work products as well as disbursement of project funds
  • Host project-related meetings (on Zoom or in person), prepare notes and document decisions 
  • Track progress towards grant and contract targets and deliverables and ensure accountability of all team members
  • Maintain relationships and organize communications between the project team and advisory committees, any consultants/sub-contractors, and other senior advisors
  • Develop and maintain a project Dropbox (or similar online database) to track and file all products and data relevant to project implementation and deliverables
  • Facilitate visits from IIfPHC-E team members to JHU and vice versa
  • Contribute to the further development and promotion of the Resource Center at IIfPHC-E
  • Contribute to data analysis and product development (including but not limited to advocacy materials, policy briefs, reports, peer-reviewed publications, and other products)
  • Contribute to the development and delivery of curricula and online course content
  • Track learner progress via online platforms, facilitate technical assistance for online learners as needed, and support evaluations of training programs
  • Other duties as needed

Minimum Qualifications (Mandatory):

  • Bachelor’s Degree in a related discipline.
  • 3 years related experience.
  • Additional education may substitute for required experience to the extent permitted by the JHU equivalency formula.*

* JHU Equivalency Formula: 18 graduate degree credits may substitute for one year of experience.  For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job. 

**  Applicants who do not meet the posted requirements but are completing their final academic semester/quarter will be considered eligible for employment and may be asked to provide additional information confirming their academic completion date. 

Preferred Qualifications:

  • Masters Degree in Public Health or a related field.
  • Experience working in a professional setting supporting technical activities related to public health/global health programs.
  • Experience traveling to and/or working with partners and/or colleagues from and in low- and middle-income country (LMIC) settings.

Special Knowledge, Skills & Abilities:

  • Should have an interest in, and ideally some experience, working with teams spanning multiple countries.
  • Should have an interest in Primary Health Care and/or community health worker programs.
  • Exceptional verbal, interpersonal, and written communication skills in English; high comfort level for writing and presenting data and information in a compelling way to different audiences.
  • Ability to work independently as well as with all levels of management and staff.
  • Reliable and trustworthy.
  • Ability to communicate with a wide range of stakeholders from diverse backgrounds.
  • Ability to handle multiple tasks requiring a high degree of attention to detail.
  • Diplomatic, with the ability to exercise proper discretion and judgment.
  • Ability to balance appropriately between independent action and referring issues to supervisors.
  • Advanced computer skills including Microsoft Word, Excel, Access, Outlook, Internet, etc.
  • Survey development and evaluation tool development skills are preferred.

Starting Salary Range: $39,310 – $54,055 annually (commensurate with experience)

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
