More than half of parents and pregnant women exposed to aggressive formula milk marketing – WHO, UNICEF

The report, How marketing of formula milk influences our decisions on infant feeding, draws on interviews with parents, pregnant women and health workers in eight countries. It uncovers systematic and unethical marketing strategies used by the formula milk industry – now worth a staggering US$55 billion – to influence parents’ infant feeding decisions.

The report finds that industry marketing techniques include unregulated and invasive online targeting; sponsored advice networks and helplines; promotions and free gifts; and practices to influence training and recommendations among health workers. The messages that parents and health workers receive are often misleading, scientifically unsubstantiated, and violate the International Code of Marketing of Breast-milk Substitutes (the Code) – a landmark public health agreement passed by the World Health Assembly in 1981 to protect mothers from aggressive marketing practices by the baby food industry.

“This report shows very clearly that formula milk marketing remains unacceptably pervasive, misleading and aggressive,” said Dr. Tedros Adhanom Ghebreyesus, WHO Director-General. “Regulations on exploitative marketing must be urgently adopted and enforced to protect children’s health.”

According to the report – which surveyed 8,500 parents and pregnant women, and 300 health workers in cities across Bangladesh, China, Mexico, Morocco, Nigeria, South Africa, the United Kingdom and Viet Nam – exposure to formula milk marketing reaches 84 per cent of all women surveyed in the United Kingdom; 92 per cent of women surveyed in Viet Nam and 97 per cent of women surveyed in China, increasing their likelihood of choosing formula feeding.

“False and misleading messages about formula feeding are a substantial barrier to breastfeeding, which we know is best for babies and mothers,” said UNICEF Executive Director Catherine Russell. “We need robust policies, legislation and investments in breastfeeding to ensure that women are protected from unethical marketing practices — and have access to the information and support they need to raise their families.”

Across all countries included in the survey, women expressed a strong desire to breastfeed exclusively, ranging from 49 per cent of women in Morocco to 98 per cent in Bangladesh. Yet the report details how a sustained flow of misleading marketing messages is reinforcing myths about breastfeeding and breast-milk, and undermining women’s confidence in their ability to breastfeed successfully. These myths include the necessity of formula in the first days after birth, the inadequacy of breast-milk for infant nutrition, that specific infant formula ingredients are proven to improve child development or immunity, the perception that formula keeps infants fuller for longer, and that the quality of breast-milk declines with time.

Breastfeeding within the first hour of birth, followed by exclusive breastfeeding for six months and continued breastfeeding for up to two years or beyond, offers a powerful line of defense against all forms of child malnutrition, including wasting and obesity. Breastfeeding also acts as babies’ first vaccine, protecting them against many common childhood illnesses. It also reduces women’s future risk of diabetes, obesity and some forms of cancer. Yet globally, only 44 per cent of babies less than 6 months old are exclusively breastfed. Global breastfeeding rates have increased very little in the past two decades, while sales of formula milk have more than doubled in roughly the same time. 

Alarmingly, the report notes that large numbers of health workers in all countries had been approached by the baby feeding industry to influence their recommendations to new mothers through promotional gifts, free samples, funding for research, paid meetings, events and conferences, and even commissions from sales, directly impacting parents’ feeding choices. More than one third of women surveyed said a health worker had recommended a specific brand of formula to them. 

To address these challenges, WHO, UNICEF and partners are calling on governments, health workers, and the baby food industry to end exploitative formula milk marketing and fully implement and abide by the Code requirements. This includes: 

  • Passing, monitoring and enforcing laws to prevent the promotion of formula milk, in line with the International Code, including prohibiting nutrition and health claims made by the formula milk industry.
  • Investing in policies and programmes to support breastfeeding, including adequate paid parental leave in line with international standards, and ensuring high quality breastfeeding support.
  • Requesting industry to publicly commit to full compliance with the Code and subsequent World Health Assembly resolutions globally.
  • Banning health workers from accepting sponsorship from companies that market foods for infants and young children for scholarships, awards, grants, meetings, or events.

Overview

The new post-graduate Master of Science program in International Health (MSc IH) is conducted by the Division of Infectious Diseases and Tropical Medicine – Teaching and Training Unit (T&TU) and the CIHLMU Center for International Health.

The MSc in International Health is designed for experienced health professionals. Thus, a minimum of 2 years prior work experience is required to be accepted to and benefit from this advanced program. The MSc focuses on health-related challenges in low- and middle-income settings. The interdisciplinary approach aims to provide students with knowledge in international and global health, covering global public health, infectious and non-communicable diseases, chronic diseases, health economics and politics. Furthermore, students will be trained in research methods and skills in order to conduct research for their MSc thesis.

With international participants and small groups, individual guidance will be provided and lectures take place in the beautiful city of Munich. Besides emphasizing an interactive teaching approach, we also strive to deliver lectures that cover contemporary research in International Health including critical appraisal and discussion of topics.

The MSc in International Health is a full-time program and cannot be undertaken or successfully completed on a part-time basis at this moment.

Admission requirements

  • Completed, first university degree of min. 240 ECTS credit points in a health-related science (usually equivalent to a full-time, 4-year university degree program with 8 semesters). Applicants who have a qualifying, first degree of six semesters and 180 ECTS credit points may be admitted to the MSc program if they meet additional requirements (i.e. additional courses and/or work experience). If this applies to you, please contact the MSc Program Coordination for further information
  • At least 2 years of relevant, full-time work experience in the health-sector. Relevant internships of longer duration can be considered (provided that they are equivalent to full-time employment)
  • English Language Proficiency: Level C1 according to the Common European Framework of Reference for Languages (CEFR)

World Health Organization (WHO) launches Quit Tobacco App

The World Health Organization launched  ‘Quit Tobacco App’ to help people kick the cigarette butt and give up use of tobacco in all forms – including smokeless and other newer products. 

“Tobacco is deadly in every form. Innovative approaches such as this app are much needed to support people give up tobacco, which they may be aware is harmful, but are unable to quit for various reasons,” said Dr Poonam Khetrapal Singh, Regional Director, WHO South-East Asia Region, launching the app. 

The app, the first such by WHO, and the first that targets all forms of tobacco, helps users to identify the triggers, set their targets, manage cravings, and stay focused to quit tobacco.  

Tobacco is the world’s leading cause of preventable death, and kills nearly 8 million persons every year. It claims 1.6 million lives in the WHO South-East Asia Region which is amongst the largest producers and consumers of tobacco products. 

Tobacco use is a major risk factor for non-communicable diseases (NCD) including cancers, cardiovascular diseases, chronic lung diseases and diabetes. Tobacco users are also at higher risk of complication and severe disease in the ongoing COVID-19 pandemic. 

With a focused approach to control tobacco, as part of regional flagship to reduce NCD burden, countries have been accelerating implementation of the WHO Framework Convention on Tobacco Control and MPOWER package, a set of six cost-effective and high impact measures to reduce demand and supply of tobacco and tackle the tobacco epidemic. 

As per the WHO Global Report on Trends in Prevalence of Tobacco Use 2000-2025 (4th edition, 2021) WHO South-East Asia Region recorded the fastest decline in tobacco use but continued to have the highest 432 million tobacco users, or 29% of its population. The Region has 266 million smokeless tobacco users of the 355 million globally. The growing use of new and emerging products such as Electronic Nicotine Delivery Systems/ ECigarettes, sheesha/hukkah are additional challenges to tobacco control. 

The Region has expanded tobacco surveillance to monitor tobacco use prevalence and tobacco control policies.  Thailand was the first in Asia to implement Plain Packaging. Timor-Leste, Nepal, Maldives, India, and Sri Lanka have implemented large-sized graphic health warnings on tobacco packs. Six countries have banned ENDS (electronic cigarettes). Bangladesh, India, Indonesia, and Sri Lanka are working towards moving tobacco farmers away from growing tobacco. Bhutan, Nepal, Maldives, Sri Lanka and Timor-Leste have established and scaled-up tobacco cessation services. 

The ‘WHO Quit Tobacco App’, launched during WHO’s year-long ‘Commit to quit’ campaign, is the latest tobacco control initiative by the WHO South-East Asia Region.

Overview

The USAID-funded Demographic and Health Survey (DHS) Program is searching for potential participants to take part in the DHS Health Data Mapping Online Course that will be held from March 21 to June 13, 2022. 

This online course will focus on the application of Geographic Information Systems (GIS) in public health, specifically using maps for better program and policy decision making. This course introduces participants to data concepts including management and cleaning of data in Microsoft Excel, using maps as part of the decision making process, introduction to GIS concepts, and hands-on introduction to QGIS, an open-source GIS software package. Please note that this course is an introductory course designed for users with no previous GIS experience. 

Eligibility and Requirements

Interested applicants must meet the following criteria:

  • Must live and work in Tajikistan, Kyrgyz Republic, India, Maldives, Sri Lanka, Bangladesh, and Nepal.
  • Must be able to understand and communicate in English. (Please write 250 words detailing what you plan to do with the skills you learn from this course.)
  • Must have at least an undergraduate degree in public health, demography, statistics, monitoring & evaluation, or a related subject, as well as basic training in statistics.
  • Should be early- to mid-career professionals.
  • Preference will be given to individuals working in Ministries of Health and National Bureaus of Statistics. Professionals working in public health and/or demographic research will also be considered.
  • Must be comfortable using and have access to Microsoft Excel.
  • Should have no previous experience using a GIS software (such as ArcGIS or QGIS).
  • Must be able to commit 2-4 hours a week for the course.

PURPOSE OF THE POSITION:

The purpose of this vacancy is to develop a list of qualified candidates for inclusion in this advertised roster for WHO Health Emergency Programme (WHE), Nepal. Successful candidates will be placed on the roster and subsequently may be selected for the assignments falling in this area of work or for similar requirements/tasks/deliverables. Objective of the Programme:

The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by supporting the Ministry of Health and Population (MoHP), Government of Nepal (GoN) in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO’s technical cooperation programmes at the country level. The Country Office collaborates with the Government of Nepal and relevant stakeholders in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy technical forums. WHO provides guidance and technical support in organizing the humanitarian health response following multi-hazard emergencies and in revitalizing the capacity of the health sector to recover and rebuild from emergencies in appropriate and sustainable ways. In the inter-emergency period the objectives are to increase the capacity and resilience of the Nepal Health System to reduce risk, prevent and prepare for disasters, to mitigate adverse health consequences, through supporting the Emergency Risk Management interventions prioritized in the national plan for the implementation of the Sendai Framework for Disaster Risk Reduction (2015-2030); and the health security interventions for enhancement of core capacities required to comply with the International Health Regulations (IHR) 2005 as prioritized in the National Action Plan on Health Security (NAPHS), National Action Plan on Anti-Microbial Resistance (NAP-AMR) and National Pandemic Preparedness and Response Plan (NPPRP).WHO strives to integrate and harmonize the actions undertaken for enhanced ERM and Health Security with the interventions implemented to achieve the health-related Sustainable Development Goals (SDGs) and health systems strengthening through appropriate capacity building and co-ordination mechanisms and partnerships. The WHO Health Emergencies Programme (WHE) supports the MoHP, GoN to direct and coordinate the rapid provision of life-saving emergency health interventions at scale in the aftermath of multi-hazard emergencies and disasters and subsequently assists in the rapid recovery of the health system in collaboration with national and international partners. Thereupon it provides technical support to the MoHP and partners to enhance health sector emergency risk management through prevention risk reduction or mitigation; preparedness and response readiness to build a health system that is resilient to multi-hazard disasters including public health emergencies.

Summary of Assigned Duties:

Under the overall supervision of WHO Representative and Team Leader – WHO Health Emergencies Programme; in close coordination with the relevant Technical Officers and the direct supervision of National Professional Officer (IHM) of the WHO Health Emergencies Programme of the WHO Country Office for Nepal, the Hospital Preparedness Officer will perform the below functions:

1. Collate detailed information on the availability of hospital readiness or contingency plans and support to update or revise existing document as required.

2.Facilitate preparation or update of Hospital Disaster Preparedness and Response Plan and support its implementation (which may include Mass Casualty Management topic, Infectious Hazard topic, Contingency measures, or conduct of simulation exercises or Simex).

3.Liaise among central and Provincial Hospitals, Hub and Satellite Hospital Networks, respective Provincial Health Emergency Operation Centers (PHEOCs) and Health Emergency Operation Center (HEOC), teleconsultation center, and follow up on ‘red flagged’ services in hospitals and support smooth onward referral for COVID-19 patients or during Mass Casualties and other public health emergencies.

4.Facilitate hospitals to maintain hospital surveillance including collection of epidemiological, clinical and laboratory data, and ensure regular reporting through identified focal points.

5.Facilitate sample collection, data collection and testing of samples for disease of public health concern in coordination with National Public Health Laboratory (NPHL) and Provincial Public Health Laboratories (PPHLs).

6.Support Ministry of Health and Population (MoHP) to monitor COVID-19 and other priority infectious diseases and respective case management-related activities, as well as Infection Prevention and Control (IPC)-related activities and overall readiness in the hub and satellite hospital networks:

a. Support in development or implementation of existing related SoPs.

b.Support in ensuring guidance documents are present and translated into practice

c.Support to develop or enhance monitoring of IPC activities at the facility level

d.Support monitoring of PPE inventory and facilitate requirement forecast prioritizing during a specific emergency response

e.Support in the appropriate use of PPE among health personnel and trainings where needed.

7.Support MoHP and respective ministries of provinces governing health to monitor clinical best  practices and readiness.

8.Facilitate monitoring emergency service availability (Human resources for Health, Bed, Oxygen, Ventilators, ICU etc.) at health facility level and report back to respective PHEOCs and HEOC.

9.Support Hub and satellite hospital network coordination and preparedness in:

a. Resource mapping following an all-hazards approach for preparedness.

b. Regular hub and satellite hospital network coordination meeting and report to respective PHEOCs and HEOC.

c. Mapping, orientation, and deployment of Emergency Medical Deployment Teams (EMDTs) as per SoP for EMDTs.

d. Supply chain management of critical medical supplies for emergency preparedness and response.

10.Perform other relevant duties as assigned by the Team Lead-WHE and WHO Representative. This includes duty travel or duty-station reassignment on short notice as per the program requirements.

Qualification:

Education:

Essential: MedicalGraduate from an institution recognized by Nepal Medical Council with valid registration in the Nepal Medical Council.

Desirable: Post graduate qualification in public health, crisis management, emergency /disaster response or related field.

Experience

Essential: Minimum two years of relevant experience.

Desirable: Experience in field of epidemiological investigation or emergency/disaster response.

Functional Skills and knowledge: 

  • In-depth knowledge of the key health security risks; situations, needs and priorities in all-hazards public health emergency preparedness, and response.
  • Ability to generate options, decide, prioritize, execute and multi-task under pressure.
  • Excellent analytical skills, strategic thinking and good judgment.
  • Excellent interpersonal skills, tact, discretion and diplomacy.
  • Ability to effectively work with government, development partners/donors and collaborating agencies.
  • Excellent communication and presentation skills with the ability to write clearly and concisely and give technical advice and guidance taking into consideration the views of multiple stakeholders and partners in resource-limited contexts.
  • Technical expertise: Overall attitude at work is also required mandatory competencies.
  • Good knowledge in outbreak response, disease control and emergency risk management in the health sector.

Other skills:

  • Proficiency in Statistical/ Epidemiological Analysis software desired.
  • Proficiency in knowledge of computer applications and software including MS Office applications (specifically excel, word and ppt.), Internet and Email is essential.
  • Ability to coordinate with the government, manage projects, build partnerships with multiple partners in the context of health emergencies.

Transcultural Psychosocial Organization Nepal (TPO Nepal) is one of Nepal’s leading psychosocial organizations. It was established in 2005 to promote psychosocial well-being and mental health of people in conflict-affected and other vulnerable communities through the development of sustainable, culturally-appropriate, and community-based psychosocial support systems.

Project information:
Sports-based Mental heAlth pRomotion intervention for adolescenTs in Nepal (SMART) is a 2-year research project that aims to develop and test the feasibility and acceptability of the implementation of a sports-based mental health promotion program to promote mental wellbeing, self-efficacy, self-esteem, and emotion regulation of adolescents. The project is being implemented by TPO Nepal, under the technical and financial support of King’s College London. SMART will be implemented in selected municipalities/rural municipalities of Bardiya district of Lumbini Province.

TPO Nepal seeks competent, committed, and result-oriented candidates for the following position:

Job Title :  Program Officer
Job station : Bardiya District
Job duration : 1 year with a possibility of extension

Start date : At the earliest

Major responsibilities
The Program Officer will be responsible for the following duties but not limited to:

  • Take a lead role in the development of a sports-based mental health promotion program based on available evidence, formative qualitative study, and expert consultation.
  • Prepare training manuals, brochures, and other IEC materials to implement the program successfully.
  • Oversee implementation of the SMART project, including training to facilitators, supervision, and quality control.
  • Coordination with local government and other relevant stakeholders at project sites, for effective implementation of the project.
  • Conduct regular field visits to closely monitor field activities.
  • Regular coordination with the project team for their day-to-day activities.
  • Provide regular updates to the project coordinator and other program staff.

Qualification, Skills, and Experience:

  • Minimum Bachelor’s degree in psychology, global health/global mental health, public health, social work, or related fields. A Master’s degree is preferable.
  • Minimum three years of experience in project planning, design, and implementation of adolescents’ education and health program.
  • Prior experience of working in community-based mental health prevention and promotion programs.
  • Preference will be given to those with experience in sports or sport-based programs.
  • Good interpersonal, oral, and written communication skills and proficiency in written and spoken Nepali and English language.
  • Willingness to work in a multi-cultural environment.
  • Willingness to travel to rural areas.
  • Having a driving license for a motorbike or scooter will be an advantage.

Programme Monitoring, Evaluation and Learning (PMEL) Officer

YUWA, Right Here Right Now 2 (RHRN2) partnership is created so that young people in all their diversity enjoy their sexual and reproductive health and rights (SRHR) in gender-just societies. Young people are at the forefront of our partnership. We seek to unleash the power of youth, to increase public support for SRHR, to improve policies and laws, and to strengthen civil society. RHRN2 is a 5 year project and will be implemented till 2025. The program brings together diverse and complementary organizations working across 13 countries: Bangladesh, Benin, Burkina Faso, Burundi, Egypt, Ethiopia, Indonesia, Kenya, Morocco, Nepal, Tunisia, Uganda and Zimbabwe.

In addition, the program and its members embrace the following key principles/values: Meaningful Inclusive Youth Participation (MIYP), Inclusivity, Gender Transformative Approach, Human Rights-based Approach, Do-No-Harm, and Safety.

The RHRN2 Coalition in Nepal consists of 3 civil society organizations and YUWA, is country lead organization coordinating and managing grants of RHRN2. The coalition envisions to ensure young people aged 15-30 in their diversity are empowered to exercise all aspects of Sexual and Reproductive Health and Rights in a supportive social and enabling legal environment in Nepal.

Job Title: Programme Monitoring, Evaluation and Learning (PMEL) Officer

Job type: Full Time

Reports to: Country Coordinator

Location: Kathmandu

Contract start date: 15 March 2021

Contract Duration: 9 months with possibility of extension.

Objective:

The post-holder will be a lead of the Planning, Monitoring, Evaluation and Learning (PMEL) Unit of RHRN II. The PEML Officer provides guidance and technical support to RHRN Nepal team on planning, monitoring, evaluation and learning, and is primarily responsible for monitoring progress against RHRN TOC, ensuring programme quality standards are in place and managing multiple accountability requirements of global Consortium and stakeholders.

Duties and Responsibilities:

Planning

  • Support in coordination and facilitation of the overall country planning process as well as regular review meetings of Right Here Right Now II Nepal prgramme
  • Provide adequate support to coalition partners in the planning process by supplying relevant data, information and guidance for planning with partners
  • Contribute to the PMEL unit in development of annual work plan, and play a key role in integrating/consolidating work plans across RHRN II.

Monitoring and Evaluation

  • Provide support and inputs in the development of M&E system, frameworks and procedures 
  • Work closely with coalition partners to incorporate M&E into programme design and implementation to enable programme planning that establishes clear indicators and milestones and encourages monitoring and periodic reflection to support learning
  • Conduct Monitoring and spot check visit to Coalitions regularly for quality program documentation in coordination with YUWA
  • Support Country Coordinator in periodic evaluations of RHRN II programme and its coalition partners.

Research

  • Support in conducting evidence based in-house  research and monitoring initiatives to improve the quality standards of RHRN
  • Conduct systematic field-based study in RHRN programme sites to produce best practices, case stories and evidences for advocacy
  • Design and develop survey and qualitative study tools through consultation with country coordinator and RHRN Coalition partners. 

Reporting, Learning and Dissemination

  • Support Country Coordinator in reviewing partners’ reports to ensure high quality reports are submitted on time- quarterly, six-monthly and annual reports.
  • Support  in  establishing  log  frames, M&E work  plans,  and  targets  while drafting  workplans as  well  as throughout project implementation
  • Review and analyze reports to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting
  • Provide support to develop and produce regular PMEL related series and newsletters for knowledge and learnings
  • Manage and store all data, resources and information regarding the program in online and offline backup mediums.

Partnership Management

  • Support in building and sustaining harmonious relationships with the coalition partners, taking into consideration of YUWA’s partnership principles.
  • Monitor the national policy environment and keep the coalition updated.
  • Support the coalition in capacity strengthening and Planning, Monitoring, Evaluation and Learning (PMEL) in liaison with the country liaison team of the international consortium
  • Ensure that partners submit narrative report that comply with YUWA and donors’ requirements. 
  • Provide support to partners to enable them to perform and fulfil project outputs. 

Others

  • Support Country Coordinator to coordinate and facilitate regular consultations with Programmes and Partners to identify capacity building needs of staff, and also design, plan and coordinate relevant capacity building initiatives 
  • Work with the best interest of RHRN II core values and its beneficiaries in mind
  • Promote importance of value for money as a part of organizational culture
  • Represent RHRN II at meetings/forums/workshops when necessary and as advised by line manager
  • Any reasonable official duties as requested by Country Coordinator

Person Specification

  • At least a Bachelor’s Degree in Social Sciences, Project Management, or relevant subject, preferably with specialization in research, monitoring and evaluation
  • A minimum of five years of work experience in M&E, preferably with 2 to 3 years of officer level experience in an I/NGO
  • High level proficiency in professional writing and communication in English. A professional certificate to demonstrate this skill will be highly advantageous; Fluency in spoken and written Nepali language.
  • High level proficiency in Windows Excel and quantitative analysis; experience of operating M&E software. Previous experience working in SPSS to analyze data and information would be desirable.
  • Strong interpersonal skills with an ability to work in a multi-cultural setting
  • Strong planning and organization skills 
  • Experience in technical report writing and research activities
  • Self-motivation, creativity and an ability to perform without close supervision
