hearWHO-Check your hearing… An app to check your hearing!

Early detection of hearing loss is crucial for its effective rehabilitation. In order to ensure that hearing loss is noticed as early as possible, all people should check their hearing from time to time, especially those who are at a higher risk of hearing loss. They include people who often listen to loud music, work in noisy places, use medicines that are harmful to hearing, or who are above 60 years old. In order to facilitate hearing checks, WHO has developed a mobile and web-based software application for hearing screening.

The hearWHO app is based on validated digits-in-noise technology. This app gives the general public access to a hearing screener to check their hearing status and monitor it over time. The easy to use app clearly display the users’ results and keeps a personalized track record of their hearing status over time.

The app is especially recommended for those who commonly listen to loud music over personal audio devices. It can also be used by health workers to screen people in the community for hearing loss and refer them for diagnostic testing if they fail the screening.

The app is presently available in English only. Language versions will be made available in late 2019. WHO has been guided by an advisory group consisting of: Dr Jackie Clark, Dr Deborah Ferrari, Dr Cas Smits and Dr De Wet Swanepoel in the development of this app.

Compatibility: iOS & Android Devices

The HearWHO app will be used to:

  • Raise awareness about the importance of hearing
  • Encourage people to check their hearing regularly and practice safe listening
  • Allow health workers to check the hearing status of people in their communities

Global health leaders adopt Delhi Declaration on digital health

New Delhi, 27 February 2019: Ministers and government officials from over 35 countries committed to accelerate and implement the appropriate digital health interventions to improve health of their population at national and sub-national levels by 2023.

“Together we have opened a new chapter in the application of digital technology to health and its potential to strengthen health systems, prevent disease and enhance service delivery at the global, national and sub-national level. The Joint Declaration on Digital Health for Sustainable Development is indeed a landmark document,” said Dr Poonam Khetrapal Singh, WHO Regional Director for South East Asia, at the 4th Global Digital Health Partnership Summit.

The Delhi Declaration outlines that digital health is key to attaining sustainable development goals and improving the health and well-being of citizens. It encourages countries to update, implement and scale-up their digital health strategies and interventions, at national and sub-national levels. In promoting equitable, affordable and universal access to health for all, the Declaration calls for rapid and full use of digital health innovations to strengthen the health sector through public-private partnership. It also stresses on the need for norms and standards to address interoperability of data and systems, and cybersecurity.

With an emphasis on resource and knowledge sharing and to facilitate international collaboration, the Delhi Declaration calls for the WHO to establish a road map and assist Member countries in realizing their digital health strategies.

Dr. Khetrapal Singh highlighted WHO South-East Asia Region’s gains in digital health at the event saying that nine of the Region’s 11 Member States, have developed and are implementing digital health strategies and plans. Member countries are rapidly adopting patient-level digital health applications and services, including electronic medical records, telemedicine and mHealth apps and solutions, for patients and health care providers. These are particularly helpful for reaching remote communities. Hospitals Region-wide are now almost entirely digital.

At the Seventy-First World Health Assembly in Geneva, Switzerland, India had successfully introduced and facilitated the unanimous adoption of Resolution on Digital Health. This resolution highlights global attention to the potential, challenges and opportunities of Digital Health interventions and the need for closer collaboration on the issue globally.

Dr. Khetrapal Singh stated that the resolution, introduced and led by India, reflected the WHO South-East Asia Region’s broader commitment to leveraging digital health as a key component of its drive towards universal health coverage, which it is has pursued as a Flagship Priority since 2014.

“The adoption of the Delhi Declaration shows the collective endorsement and consensus on the role of digital health in achieving universal health coverage and sustainable development. Cooperation and partnerships among multiple countries with different core competencies are vital for the adoption and usage of digital health services and can dramatically reduce costs to the government and burden of the diseases,” said Ms Anupriya Patel, Minister of State for Health, India at the meeting yesterday.

The two-day (25-26 February) global intergovernmental meeting that discussed the impact of digital technologies on health systems and health services delivery, was hosted by the Ministry of Health and Family Welfare of Government of India, in collaboration with World Health Organization and the Global Digital Health Partnership.

Global health policy and systems research(HPSR) online community

The UK National Institute of Health Research is collaborating with Health Services Research UK and Health Systems Global to build an online community of people interested in health policy and systems research in low and middle-income countries.

The National Institute for Health Research (NIHR), funded by UK Government Department of Health and Social Care, is looking to expand into global health policy and systems research (HPSR). To do this, it wants to hear views from HSG members on how a new HPSR funding scheme can address priorities in ODA-eligible low and middle-income countries (LMICs). Through a new online community hosted by HSRUK and NIHR, and supported by HSG, you have the chance to share your thoughts and ideas that will help inform future funding and programs.

The NIHR is keen to create opportunities that complement other funding initiatives; promote equitable partnerships for mutual learning; and support institutional and individual capacity development in LMICs.

This new online global HPSR community of interest is an opportunity for members to exchange learning and explore partnerships for research.

Take part in the global HPSR community to:

Lawmakers demand health insurance for all

HIMALAYAN NEWS SERVICE (Kathmandu, February 26)

Lawmakers today registered a proposal of urgent public importance in the House of Representatives, stating that the government should provide health insurance to all the people of the country, according to Health Insurance Act 2017.

Ruling Nepal Communist Party (NCP) lawmaker Khaga Raj Adhikari, a former health minister, presented a proposal of urgent public importance with the support of two lawmakers from his party Anjana Bisanke and Man Kumari GC.

The proposal asked the government to implement the Health Insurance Act which states that every Nepali citizen should have his/her health insured.

Speaking during discussion, Adhikari said the Ministry of Health and Population should run hospitals within all 753 local levels and seven provinces with the required equipment and human resources.

“There should be quality medicine in all hospitals and they must have proper emergency, ICU and other facilities,” he said.

He also asked the government to increase quota of doctors in government institutions. “There are only 1,400 doctor quotas now in government institutions, which are not enough,” he said. Adhikari also asked the ministry to send at least two doctors to one local government.

Taking part in the discussion, main opposition Nepali Congress Whip Puspa Bhusal said that there were challenges in implementing the insurance policy of the government. He also asked the government to run hospitals in the provinces with air ambulance.

Replying to lawmakers’ queries, State Minister for Health and Population Dr Surendra Yadav said that the government could only finish health insurance of all Nepalis by 2030. He further said his ministry would finish 50 per cent health insurance of people by 2020.

Yadav said the government was running health insurance in 33 districts and his ministry was planning to run it in 11 more districts this year. To strengthen the health sector, Minister Yadav said the ministry was going to add 211 more hospitals in different parts of the country.

However, he said the government could not implement what they had earlier written in this year’s policy and programme presented by the President Bidhya Devi Bhandari in the Parliament which said the government would open a 15-bed hospital in each of the 753 local levels.

“We don’t have money to open those hospitals,” State Minister Yadav said.

The Intergovernmental Panel on Climate Change Scholarship Program

The Intergovernmental Panel on Climate Change (IPCC) is the UN body for assessing the science related to climate change. It was established by the United Nations Environment Programme (UNEP) and the World Meteorological Organization (WMO) in 1988 to provide political leaders with periodic scientific assessments concerning climate change, its implications and risks, as well as to put forward adaptation and mitigation strategies. It has 195 member states.

The Intergovernmental Panel on Climate Change (IPCC) has launched a call for a  applications for the 5th round of scholarship awards. The call runs from 22 February to 22 March 2019.

The IPCC will accept applications from PhD students that have been enrolled for at least a year or are undertaking post-doctoral research. Applicants should be citizens of a developing country with priority given to students from Least Developed Countries (LDCs) and Small Island Developing States (SIDS).

The IPCC created its scholarship programme with the prize money from the Nobel Peace Prize that it was jointly awarded in 2007 for its work in building up and disseminating knowledge about climate change and laying foundations for response options. The IPCC decided to invest the Noble Prize money in post-graduate education for early career scientists.

Research proposals are encouraged from, but are not limited to, the following fields of study: underlying science of climate change; climate and water; climate and oceans; socio-economic modelling related to climate change; regional climate change, vulnerability, impacts and adaptation; attaining the goals of the Paris Agreement; synergies between adaptation and mitigation; and climate solutions in the context of the sustainable development goals (SDGs).

Each scholarship award is for a maximum amount of 15,000 Euros per year for up to two years during the period 2019-2021.

Applicants should register via the application portal here: https://apps.ipcc.ch/scholarship/applicant/   The deadline is midnight CET on  22 March 2019.

Applicants will need to complete and upload an application form, their research proposal, scanned copies of national identity card and passport, a provisional budget and proof of completion of at least one year of PhD studies or proof of initial work as a post-doctoral researcher and supervisor’s support letter. The forms are available via the portal, once registered.

Kenya now eliminates maternal and neonatal tetanus

Kenya has attained maternal and neonatal tetanus elimination status, MNTE, following a successful WHO-led validation process in 2018 to confirm the elimination of the disease. The process was preceded by a pre-validation assessment in September 2017 done by the Ministry of Health with the support of WHO and UNICEF.
Elimination of maternal and neonatal tetanus (MNT) means a reduction of neonatal tetanus incidence to below one case per 1000 live births per year in every district (county). 

Speaking at the event before handing over the certificate, WHO representative in Kenya Dr Rudi Eggers said: “I applaud the Kenya Government for having attained elimination status of maternal and neonatal tetanus.”
He said neonatal tetanus was a fatal disease particularly in rural and difficult-to-reach areas where deliveries take place at home without adequate sterile procedures and in unclean environment.
The statement congratulating Kenya from WHO, Geneva, stated that Kenya had achieved an important public health milestone and acknowledged the hard work shown by the staff from Vaccines and Immunization sections, Vaccine Preventative Diseases Surveillance and Maternal and Child health decision.
Dr Eggers said WHO estimated a 94% reduction in neonatal deaths from 1988 when an estimated 787,000 newborn babies died of tetanus within their first month of life. Today, 14 countries are yet to eliminate maternal and neonatal tetanus. 
“Kenya among other countries that have eliminated MNT need to maintain the elimination status by vaccinating women of reproductive age with tetanus-toxoid-containing vaccines (TTCV) and implementing clean practices during delivery.”
Appreciating the certificate and congratulatory gesture, Dr Rashid Aman, Chief Administration Secretary, Ministry of Health, thanked the WHO and UNICEF for the support and recognition. He said this would encourage health workers who work tirelessly at both national and county levels. 
He underlined the key role all health personnel at county and national level have to play for improvement of immunization coverage through better service delivery, regular outreaches, consistent supply of vaccines and commodities. The counties could especially have a great impact in implementing these adding: “Let us prepare for Universal Health Coverage at all levels and build the necessary blocks. “
UNICEF Kenya Representative Dr Werner Schultink applauded the MNTE effort and recognition as a major achievement for the country and the region. “Kenya however needs to maintain high tetanus immunization coverage, increase skilled and safe deliveries and hygienic cord care to sustain the maternal and neonatal tetanus elimination status,” he said.  
Dr Eggers He called on Ministry of Health and counties to identify the un-reached children then design innovative approaches to reach these populations for immunization. 
“Let us all work hard work to increase immunization coverage and address inequities.”
Efforts by MOH and counties should be geared towards increased sustainable financing of immunization programme, equitable access to immunization services, creating demand for immunization services, improved oversight and innovations through operational research, he added.
Speaking on the measles outbreaks in the country, Dr Schultink attributed it to lapses in routine immunization system since the last measles/rubella in 2016.
 “There is an urgent need for all stakeholders to come together to ensure all children routinely receive the recommended two doses of measles and rubella vaccines.”

Countries are spending more on health, but people are still paying too much out of their own pockets

Spending on health is growing faster than the rest of the global economy, accounting for 10% of global gross domestic product (GDP). A new report on global health expenditure from the World Health Organization (WHO) reveals a swift upward trajectory of global health spending, which is particularly noticeable in low- and middle-income countries where health spending is growing on average 6% annually compared with 4% in high-income countries.

Health spending is made up of government expenditure, out-of-pocket payments (people paying for their own care), and sources such as voluntary health insurance, employer-provided health programmes, and activities by non-governmental organizations.

Governments provide an average of 51% of a country’s health spending, while more than 35% of health spending per country comes from out-of-pocket expenses. One consequence of this is 100 million people pushed into extreme poverty each year. 

The report highlights a trend of increasing domestic public funding for health in low- and middle-income countries and declining external funding in middle-income countries. Reliance on out-of-pocket expenses is declining around the world, albeit slowly.

“Increased domestic spending is essential for achieving universal health coverage and the health-related Sustainable Development Goals,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “But health spending is not a cost, it’s an investment in poverty reduction, jobs, productivity, inclusive economic growth, and healthier, safer, fairer societies.”

In middle-income countries, government health expenditure per capita has doubled since the year 2000. On average, governments spend US$60 per person on health in lower-middle income countries and close to US$270 per person in upper-middle income countries.

When government spending on health increases, people are less likely to fall into poverty seeking health services. But government spending only reduces inequities in access when allocations are carefully planned to ensure that the entire population can obtain primary health care.

In low- and middle-income countries, new data suggest that more than half of health spending is devoted to primary health care. Yet less than 40% of all spending on primary health care comes from governments.

“All WHO’s 194 Member States recognized the importance of primary health care in their adoption of the Declaration of Astana last October,” said Dr Agnes Soucat. “Now they need to act on that declaration and prioritize spending on quality healthcare in the community.”

The report also examines the role of external funding. As domestic spending increases, the proportion of funding provided by external aid has dropped to less than 1% of global health expenditure. Almost half of these external funds are devoted to three diseases – HIV/AIDS, Tuberculosis (TB) and malaria.

While the report clearly illustrates the transition of middle-income countries to domestic funding of health systems, external aid remains essential to many countries, particularly low-income countries.

The new WHO report points to ways that policy makers, health professionals and citizens alike can continue to strengthen health systems.

“Health is a human right and all countries need to prioritize efficient, cost-effective primary health care as the path to achieving universal health coverage and the Sustainable Development Goals,” concluded Soucat.

Lists of countries eligible for Australia Awards Scholarships 2020 : Australia Awards Scholarships are long-term awards administered by the Department of Foreign Affairs and Trade. They aim to contribute to the development needs of Australia’s partner countries in line with bilateral and regional agreements.

They provide opportunities for people from developing countries, particularly those countries located in the Indo-Pacific region, to undertake full time undergraduate or postgraduate study at participating Australian universities and Technical and Further Education (TAFE) institutions.

The study and research opportunities provided by Australia Awards Scholarships develop the skills and knowledge of individuals to drive change and contribute to development in their own countries.

Benefits

Australia Awards Scholarships are offered for the minimum period necessary for the individual to complete the academic program specified by the Australian higher education institution, including any preparatory training. The following benefits generally apply:

  • full tuition fees
  • return air travel—payment of a single return, economy class airfare to and from Australia, via the most direct route
  • establishment allowance—a once only payment as a contribution towards accommodation expenses, text books, study materials
  • Contribution to Living Expenses (CLE) – a fortnightly contribution to basic living expenses paid at a rate determined by the department.
  • Introductory Academic Program (IAP)—a compulsory program prior to the commencement of formal academic studies covering information on living and studying in Australia
  • Overseas Student Health Cover (OSHC) for the duration of the award (for award holder only)—provided to cover the scholar’s basic medical costs (with the exception of pre-existing conditions)
  • Pre-course English (PCE) fees—if deemed necessary PCE may be available for students for in-country and/or in-Australia training
  • supplementary academic support may be available to ensure a scholar’s academic success or enhance their academic experience
  • fieldwork (for research awards and Masters by coursework which have a research component where fieldwork is compulsory) may be available for eligible research students for one return economy class airfare via the most direct route to their country of citizenship or within Australia.

Award conditions

Applicants who want to accept an Australia Awards Scholarship will need to sign a contract with the Commonwealth of Australia declaring that they will comply with the conditions of the scholarship.

Scholars are required to leave Australia for a minimum of two years after completing their scholarship. Failure to do so will result in the scholar incurring a debt for the total accrued cost of their scholarship.
