Job Description
Mid-Term Review of Nepal’s National HRH Strategy
2x Human Resources for Health (HRH) Experts (One national and one international consultant)
Four-month assignment (Nov 2025 – Feb 2026)
~45 days input for each expert
City/Country Location: Nepal
The international consultant will need to travel to Nepal for a visit only (for stakeholder interviews) but otherwise can work remotely.
Nepal’s Constitution enshrines the right of every citizen to free basic and emergency health services. Despite this progressive mandate, the country’s health system continues to face persistent challenges in delivering equitable, quality care across its diverse geography and population. Central to overcoming these challenges is the effective management of Human Resources for Health (HRH), which remains one of the most critical and under-addressed pillars of the health system.
In response, the Ministry of Health and Population (MoHP) developed the National Strategy for Human Resources for Health (2020/21–2029/30) to guide the production, distribution, governance, and utilisation of HRH in alignment with Nepal’s federal structure and Universal Health Coverage (UHC) goals.
As Nepal approaches the midpoint of this strategic period, a comprehensive Mid-Term Review is essential to assess progress, identify systemic bottlenecks, and recalibrate priorities to ensure the strategy remains responsive to evolving health needs and governance realities.
This review is not merely a technical exercise but is a strategic moment to reframe the HRH agenda in Nepal. The Mid-Term Review will apply an equity and intersectionality lens to assess how HRH policies and practices address disparities in access to quality health services across gender, geography, caste, ethnicity, and socioeconomic status.
Objectives of the Assignment
- Lead the Mid-Term Review of the Nepal’s National Human Resources for Health (HRH) Strategy (2020/21–2029/30), assessing progress against strategic pillars and identifying priority reforms.
- Support MoHP in developing a forward-looking HRH framework focused on workforce planning and aligned with UHC, the upcoming Nepal Health Services Act (2025/26), and the 16th National Plan.
Qualifications
- MPH in medicine, public policy, public administration or a related field.
- Expertise in federal governance and LMIC contexts; prior experience in Nepal is preferred.
- 10+ years of experience in health-systems-strengthening, including human resources for health.
- Strong analytical, facilitation, and policy advisory skills.
- Fluency in English; proficiency in Nepali is an asset.
