The Ministry of Health and Population (MoHP) provides guidance to three departments; Department of Health Services, Department of Drug Administration (DDA), Department of Ayurveda and Alternative Medicine (DoAA), different councils, central hospitals as well as provincial- and local-level governments to deliver promotional, preventive, diagnostic, curative, and palliative health care services and carries out related policy, planning, human resource, financial management and monitoring and evaluation functions.

Organogram and Reporting Mechanism of Nepalese Health System in Federal Context

The Ministry of Health and Population (MoHP) is responsible for overall policy formulation, planning, organisation and coordination of the health sector at national, province, district and community levels. Constitution of Nepal 2015 has clearly mentioned health as fundamental right of the citizen. Article 35 of this constitution further elaborates provision of free health care, information about health care, equal access to health care and access to clean drinking water and sanitation. Constitution also emphasizes right to information on any matter of his or her interest or public interest to every citizen. So, implementation of constitution and provide technical support to the Government of Nepal and lead to implement Government’s decision and policies is the major responsibility of MoHP.

  • Environmental Health Programme
  • Health & Nutrition Education
  • Medical and Health Councils, Academics & other Health Institutions.
  • Nepal Health Services Act- Recruitment, appointment, transfer, disciplinary actions and other related activities.
  • Population Policy, Planning, Programming and Implementation.
  • Population Studies and Research, Surveys, Trainings and National/ International Seminars & Conventions
  • Population related National & International Contact and Co-ordination
  • Population related document publications and dissemination
  • Migration Policy, Planning, Programming and Implementation
  • Regular and Periodical review and Monitoring of population programmes implemented by Governmental and Non Governmental Organizations.
  • Population related Manpower.

  • Quality Assurance & Regulation Division
  • Population Management Division and
  • Administration Division.
