 Location: Any country of a successful candidate based in East Asia and South Asia Pacific Region.

The Regional Technical Advisor, Health & Nutrition position will provide leadership in Health & Nutrition (H&N) programming across the East Asia Regional Office (EASO) and Field Offices (FOs) to improve child wellbeing (CWB). It will define technical and operational guidance and standards for technical approaches and programs to enhance ministry performance aligned with Our Promise Partnership strategy, H&N core project model,  SDGs, and H&N global industry practices. The position will also work with other regional functional teams, the Global Center, Support Offices (SO), and Field Offices (FO) in the East Asia region, resource development teams, and the external engagement team to mobilize adequate resources to effectively scale up H&N programs in the region. The position will also provide leadership in technical and operational oversight, planning, risk management, mainstreaming, and scaling up evidence-based practices in the countries covered by the East Asia region. The role is responsible for external engagement and strategic partnerships for advocacy, global campaign, and policy influence in the H&N sector. In addition, it will provide thought leadership, evidence, and learning on H&N within a multi-sector collaborative approach to enhance child wellbeing.

External Engagement 

  • Provide technical leadership and support for external engagement and strategic positioning concerning H&N (health and nutrition) issues, including engagement in regional technical working groups and networks and developing key messages for external communication in close collaboration with the EASO External Engagement team 
  • Represent WV in global, regional, and FO H&N events, conferences, fora, seminars, and technical working groups. 
  • Provide technical support for the global campaign to East Asia FOs in collaboration with RO advocacy lead. 
  • Establish and strengthen linkages and networks with leading institutions, academia, governments, and other organizations to establish formal or informal partnerships. 

Strategic Leadership & Technical Oversight 

  • Provide strategic and programmatic guidance for FO H&N programming while ensuring FO H&N programming is in alignment with WV’s Our Promise, FO strategy, and Partnership H&N programming approach. 
  • Support Field Offices (FOs) for strategy, technical programs (TP), new partnership standard indicator adoption, and business plan development. 
  • Coordinate the measurement of the impact of H&N interventions on Child Well-Being Objectives (CWBO) and targets. Monitor H&N programs in the region by providing direction, input, and feedback to ensure effective and efficient program delivery. 
  • Engage with other members of the Strategy and Innovation team at the EASO to integrate the H&N sector with relevant sectors appropriate for child wellbeing. 
  • Provide technical oversight and support for major H&N initiatives in the region. 
  • Provide leadership in mainstreaming, integration, and scaling up evidence-based best practices in H&N. 
  • Engage with other Regional Office (RO) team members to integrate H&N in advocacy, climate change, GEDSI, Faith and Development, HEA, and other technical programming work at the FO level, in alignment with the Technical Programme design and donor demands at the country level. 

Resource Development 

  • Provide proactive technical leadership for the development of Health & Nutrition concept notes, proposals, and donor engagement products, in close collaboration with RO Resource Development teams
  • Effectively communicate program impacts, successes, and challenges with stakeholders, donors, and partners to increase the visibility of H&N within the region.
  • Provide technical support to the RO Resource Development team and FOs during prepositioning meetings with bilaterals, multilaterals, foundations, and Public Private Partners.
  • Monitor the H&N donor competitive landscape; provide support and guidance to FOs in the development of proposals and capacity statements aligned with FO strategy, Technical Programmes (TPs), and grant projects to be utilized during prepositioning meetings with donors.
  • Collaborate with the RO Resource Development team (RDU), FOs, and SOs to support resource development for H&N programming. 

Internal collaboration, evidence building and FO capacity building 

  • Capture impact and improve the evidence base on Health and Nutrition in the East Asia Region through innovative researches, data utilisation, thought leadership and routine FO and Grants Reporting (Horizon, Annual Reporting). 
  • Build strong strategic Health & Nutrition Community of Practice (CoP) and network with key internal stakeholders within WV’s partnership both regionally and globally (e.g., quarterly call with FO focal points, managing MST channel, joining GC call, sharing best practices among FOs) 
  • Coordinate the documentation, knowledge management, and dissemination of promising practices. 
  • Facilitate cross learning among East Asia FOs, learning from Support Offices (SO), other regions and peer organizations. 
  • Develop the capability of FO H&N team by providing coaching and mentoring 

Other responsibilities 

  • Carry out additional RO responsibilities as may be required. 
  • Contribution to EASO office activities (e.g., townhall meeting, team meeting) 

QUALIFICATION: 

Required Professional Experience 

  • More than 5 years relevant experience in Health & Nutrition programming in developing countries.  
  • Expertise in developing H&N programming approach, fundraising and cross-sectoral integration. 
  • Experience in working in a complex operational environment/fragile context is preferred. 
  • Experience leading and managing a professional technical team. 
  • Demonstrated experience in leading research and evaluation for evidence and learning. Significant bi-lateral, multi-lateral donor grant experience with program design, implementation, funding acquisition and reporting. 
  • Master’s degree preferred in public health, nutrition, medicine, plus related professional work experience.
