OBJECTIVES OF THE PROGRAMME
Theobjective of the WHO Country Office for Nepal is to implement the CountryCooperation Strategy by supporting the Ministry of Health and Population(MoHP), Government of Nepal, in formulating, implementing, and evaluatingnational health policies, strategies and plans. WHO provides technicalcooperation at the country level in collaboration with the Government andpartners to advance universal health coverage, strengthen health systems, andaddress public health priorities.AsNepal progresses with federalization, WHO is committed to supporting governanceand service delivery at federal, provincial, and local levels, ensuringalignment of the devolved health system with multisectoral and integratedapproaches. WHO also plays a convening role in mobilizing stakeholders forissues requiring joint action beyond the health sector, includingnoncommunicable diseases, antimicrobial resistance, mental health, road safety,healthy cities, vaccination uptake, and disaster and public health emergencypreparedness and response.Strengthenedmultisectoral coordination is critical to achieving these objectives, as healthoutcomes are influenced by broader determinants across sectors such asenvironment, education, infrastructure, finance, and governance. This positionensures WHO can effectively broker, facilitate, and sustain cross-sectoralcollaboration to advance national and global health priorities.
DESCRIPTION OF DUTIES
Underthe overall guidance of the Head of WHO Country Office and direct supervisionof the Health Emergency Lead, and in close collaboration with technical teamswithin WCO Nepal, the incumbent will perform the following duties: 1.Support multisectoral and inter-agencycoordination at all levels of government and across sectors—such asenvironment, energy, transport, and urban planning—to advance public healthpriorities, including but not limited to health systems, communicable andnon-communicable diseases, air pollution, vaccination, and preparedness andresponse to disasters and public health emergencies, in line with relevant WHOframeworks.2.Facilitate collaboration with national,provincial, and local authorities during high-level engagements, strategicplanning, and program implementation, including convening coordination meetingsand managing related documentation.3.Strengthen engagement with relevant governmentline ministries to support financial, administrative, and diplomatic processesrelevant to WHO’s mandate and partnerships.4.Promote effective communication and advocacybetween governmental and non-governmental actors, including identifyingstrategic opportunities to enhance the visibility and impact of public healthinitiatives.5.Contribute to the identification ofcapacity-building needs and support the design and implementation of training,mentoring, and knowledge-sharing initiatives for health advocacy tostakeholders at national and subnational levels within and outside the healthsector.6.Provide inputs and intelligence to WHO technicalfocal points on opportunities for strategic multisectoral partnerships,stakeholder engagement, and endorsement of policies or plans.7.Act as a neutral broker and arrange thefacilitation of multisectoral policy dialogue between national authorities, theWHO office, the local donor community, and other local partners, on health anddevelopment policies.8.Support the implementation of WHO activities, witha special focus on using the relevant framework and approaches and the GeneralProgramme of Work. This includes providing support to the Ministry of Health andPopulation and other sectors in activities which include implementing andevaluating national policies and strategies, through the respective technicalprogramme, that help to improve health system performance, inter-sectorialaction for health and wellbeing with the involvement of stakeholders and actorsat national and subnational level. 9.Support collaboration at national level onpriority issues such as strengthening health systems, public health functions,emergency preparedness, surveillance and response; implementation of strategiesand interventions to address the health burden of communicable diseases, theenvironment and noncommunicable diseases across the life course, as well as onthe implementation of the sustainable development goals (SDGs) with a specificfocus on SDG 3 and its targets.10.Supportlinkage with institutions, associations and nongovernmental agencies andscientific bodies, for exchange of information, coordination of activities andimplementation of sector wide approaches, in coordination with the respectivetechnical programmes. Liaise with key stakeholders and partners and seek toexpand partnership for health in all policies.11.Perform other duties as assigned by the Head of WHO Country Office or the Health Emergency Lead to support effective coordination, communication, and implementation of WHO programmes in Nepal.
REQUIRED QUALIFICATIONS
Education
Essential: – A university degree (bachelor’s) in social sciences or public policy or communication
Desirable: – An advanced university degree (Master’s level or above) in social sciences or public policy or communication
Experience
Essential: – At least one year of relevant experience in multisectoral coordination, liaison, and working with government and non-government institutions for improving health outcomes.
Desirable: Experience of working in UN or non-governmental organizations for public health emergency response with primary responsibility of liaison and communication.
Skills
– Demonstrated knowledge of WHO policies and programmes.- Demonstrated advocacy skills. – Demonstrated ability in working with government officials, stakeholders, health actors, civil society, and other networks in the area of public health.- Experience of working in a complex international environment, particularly collaborating with other UN agencies and intergovernmental organizations active in public health.- Ability to work in and manage teams in complex cultural environments.- Ability to adapt to difficult environments/ situations and tolerate uncertainties.

REMUNERATION
Remuneration comprises an annual base salary starting at NPR 2,975,572 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
