Job Description
Nepal Disabled Women Association (NDWA) was established in 2054 (1998) adopting the values of the fundamental rights and responsibilities provided by the constitution of Nepal. It aims to support Women with Disabilities (WWDs) to pursue their rights, and provide them protection and livelihood support. Unless WWDs from all sections of the Nepalese community understand and exercise their human rights, particularly as ensured by the UN Convention on Rights of Persons with Disabilities, their lives will not be bright and prosperous. Therefore, NDWA promotes programs to build the capacity of the WWDs living in both urban and remote areas of the country, enabling them to become capable, empowered, and proactive in exercising their rights. It is also vital to empower women from other disadvantaged communities, such as women with disabilities from Dalit and Madhesi community, to build their self- esteem and confidence. In this context, NDWA plays an important role to advocate on the issues of WWDs, including rights to education, health, employment, rehabilitation and social security.
NDWA is implementing a multi-year Inclusive Governance, Nurturing Independence, and Transforming Environments for Women and Girls with Disabilities in Nepal (IGNITE) project focused on preventing violence against women and girls with disabilities (VAWG), improving their access to justice, and strengthening service delivery mechanisms in Nepal. The project adopts a rights-based, gender-sensitive, and disability-inclusive approach while working with community-based organizations, government agencies, and justice mechanisms.
To ensure effective and impactful project implementation, NDWA is seeking a highly qualified, experienced, and committed individual for the position of Project Manager at its central office in Kalopul, Kathmandu.

Location: Central Office, Kalopul, Kathmandu, Nepal and frequent travel in Project area (Madhesh Pradesh)

Position Summary:
The Project Manager will be responsible for the successful execution, coordination, and monitoring of the project, ensuring alignment with NDWA’s vision and strategic objectives. This position demands strong leadership, technical expertise in gender and disability inclusion, and the ability to manage multi-stakeholder partnerships.
Key Responsibilities:
The Project Manager will be responsible for the overall planning, implementation, monitoring, evaluation, and reporting of the project, ensuring its alignment with NDWA’s mission, donor guidelines, and national policies. The Project Manager will play a pivotal role in coordinating with stakeholders, ensuring compliance with policies, and managing project risks.
- Project Planning & Implementation
- Lead the strategic planning and execution of project activities, ensuring adherence to project objectives and timelines.
- Develop detailed work plans, budgets, and procurement plans in collaboration with the project team.
- Ensure effective coordination with project partners, including CBM Global Disability Inclusion and Mukti Nepal.
- Maintain alignment with the policies and guidelines provided by the UN Trust Fund.
- Ensure effective project management by adhering to the policies of NDWA, UNTF- end violence against women, and relevant government authorities.
- Ensure effective implementation of interventions, including capacity-building trainings, advocacy campaigns, community mobilization activities, and service delivery mechanisms for VAWG survivors.
- Ensure that the project activities are conducted in a gender-responsive and disability-inclusive manner.
- Develop and maintain project tracking systems to monitor progress, challenges, and impact.
- Ensure timely submission of project work plans, financial reports, and donor reports in line with donor and organizational requirements.
- Project Development and Implementation
- Develop and execute project work plans, ensuring the timely implementation of activities.
- Oversee capacity-building training for stakeholders, including government representatives, OPDs, WHRDs, and the media.
- Ensure gender equality and disability inclusion are mainstreamed in all project activities.
- Oversee the formation and mobilization of Municipality-Level Violence Response Groups (VRGs) and District-Level Safety and Wellbeing Defender Networks (SWD-Networks)
- Lead advocacy and awareness campaigns such as the Justice Our Right Campaign (JORC) and 16 Days of Activism.
- Ensure the development of knowledge management materials such as reports, case studies, and best practices.
- Monitoring, Evaluation, Accountability, and Learning (MEAL)
- Lead the development and execution of a robust monitoring and evaluation (M&E) framework for the project.
- Ensure the effective collection, analysis, and documentation of project data, success stories, lessons learned, and best practices.
- Conduct regular field visits to monitor project progress, identify gaps, and provide guidance to field teams.
- Prepare monthly, quarterly, and annual progress reports for NDWA, UNTF, and other stakeholders.
- Ensure project data collection, analysis, and reporting are aligned with UNTF requirements.
- Ensure ethical data management practices in line with government protocols on data protection.
- Ensure that the project maintains strong accountability mechanisms for both beneficiaries and donors.
- Develop and maintain an effective risk management plan to address challenges in project implementation.
- Stakeholder Coordination & Partnership Management
- Serve as the primary liaison between NDWA and key stakeholders, including government agencies, UN bodies, civil society organizations (CSOs), donors, and community-based organizations.
- Lead high-level advocacy efforts to strengthen government accountability, legal frameworks, and policies related to gender and disability rights.
- Represent NDWA in national and international meetings, workshops, and conferences to advocate for the rights of women and girls with disabilities.
- Coordinate with justice mechanisms, legal aid providers, and service delivery agencies to enhance the accessibility and quality of services for VAWG survivors with disabilities.
- Advocacy and Networking
- Strengthen partnerships with government authorities, justice mechanisms, UN agencies, INGOs, OPDs, and civil society organizations.
- Represent NDWA in national, regional, and international human rights mechanisms and forums.
- Facilitate policy dialogues to advocate for gender-responsive and disability-inclusive services.
- Ensure NDWA’s safe house remains accessible for survivors of violence against women and girls with disabilities (VAWG).
- Capacity Development & Team Management
- Oversee the recruitment, onboarding, and capacity-building of project staff and partners.
- Provide technical guidance, mentorship, and leadership to project staff to enhance their skills, knowledge, and performance.
- Develop and implement a staff capacity-building plan to ensure high-quality project delivery.
- Ensure that all staff adhere to NDWA’s policies, including its Gender Equality and Disability-Inclusion (GEDSI) Policy, Safety and Safeguarding Policy, and Do No Harm principles.
- Financial & Grant Management
- Ensure effective financial planning, tracking, and reporting in collaboration with the finance team.
- Monitor budget utilization and ensure compliance with donor guidelines and organizational policies.
- Ensure compliance with financial policies, including audit requirements, indirect costs, and personnel allocations.
- Supervise the administration of resources such as laptops, printers, and office infrastructure required for project execution.
- Ensure transparent financial reporting and liaise with finance personnel for financial monitoring.
- Ensure efficient and transparent procurement of goods and services required for the project.
- Lead the development of new funding proposals, concept notes, and grant applications for future projects.
- Communications, Documentation & Knowledge Management
- Ensure the documentation and dissemination of project learnings, policy briefs, and research findings.
- Lead the development of communication materials, newsletters, and reports for both internal and external stakeholders.
- Support the visibility and branding of NDWA and its advocacy efforts through social media, media engagement, and publications.
- Develop knowledge-sharing platforms to strengthen learning and collaboration across project partners.
- Human Resources and Team Management
- Supervise and provide guidance to project personnel, including GBV Specialist cum Project Manager, Monitoring & Documentation Officer, Accessibility & Capacity Building Officer, Admin & Finance Officer, etc.
- Conduct training needs assessments and develop Capacity Development Plans for project staff and consortium partners.
- Ensure staff well-being by implementing NDWA’s Safety and Safeguarding Policy and Self-care programs.
Required Qualifications & Experience
Education:
A Master’s degree in Gender Studies, Social Sciences, Public Health, Human Rights, Disability Studies, Development Studies, Social Work, Law, or a related field.
Experience:
- Minimum 7 years or at least 5 years of progressive experience in managing complex projects related to gender equality, disability rights, social inclusion, SGBV, Feminist perspective or human rights.
- Demonstrated experience in project cycle management, strategic planning, and project implementation.
- Strong track record of stakeholder engagement, policy advocacy, and working with government bodies.
- Extensive experience in monitoring, evaluation, research, and learning (MERL) frameworks and financial management.
- Proven ability to manage large grants, budgets, and donor compliance.
- Proven track record of managing large-scale projects with international donors (e.g., NGOs/ INGOs, CSOs bodies).
- Experience in policy advocacy, stakeholder engagement, and community-based interventions.
Technical Skills & Competencies:
- Expertise in gender and disability inclusion, with a strong understanding of UNCRPD, CEDAW, SDGs, and Nepal’s legal frameworks on GBV.
- Strong analytical, problem-solving, and decision-making skills.
- Excellent financial management and budgeting skills.
- Strong communication, negotiation, and leadership abilities.
- Proficiency in Microsoft Office Suite, data analysis tools, and project management software.
- Fluency in Nepali and English (spoken and written); knowledge of Madhesi or indigenous languages is an advantage.
