Organizational Context

Job Purpose
The purpose of this final evaluation is to assess the progress made towards the operational and strategic goals of the IFRC-wide response to the Nepal Karnali Earthquake 2023, to inform comparable responses in Nepal and future emergency relief operations. This evaluation will focus on the IFRC-wide response, including collaboration with in-country participating National Societies, from the earthquake in November 2023 through to the programme’s completion. Special attention will be given to how the entire programme has been coordinated and implemented by the Nepal Red Cross Society (NRCS) through provincial and districts chapters. Through a comprehensive assessment, the key findings and recommendations will guide NRCS management in their decision-making for future operations. The evaluation will determine whether agreed expectations and standards have been met besides noting the unmet needs.
Job Duties and Responsibilities
To evaluate the relevance, appropriateness, efficiency and effectiveness of the relief and recovery operation, providing evidenced-based learning and recommendations in these areas: Assess the operation’s successes and challenges in meeting the contextual needs of the affected population and in adhering to national and global standards/policies of the NRCS and IFRC. Evaluate progress and delivery of recovery commitments outlined in the Operational Strategy/Appeal, including follow-up recommendations from past assessments and monitoring exercises. o Examine the efficiency and timeliness of services and resource delivery, according to the needs and existing standards of the Government, NRCS and the IFRC. Review the resource mobilization strategy and recommend improvements to enhance its effectiveness for future appeals. o Assess the integration and effectiveness of community engagement and accountability (CEA) and protection, gender and inclusion (PGI) practices in the field

EVALUATION DELIVERABLES Inception report: The inception report is required to outline the evaluation’s methodology, work plan, timeline, data collection tools, clear and focused evaluation questions, sampling strategy, data collection field plan, data analysis plan, ethical considerations and risks and limitations. The consultant will present the inception report to the commissioning committee for review and approval before proceeding with full implementation. The inception report should not be more than 4000 words max. Debriefings – Findings Workshops. The consultant will present the preliminary findings to relevant stakeholders in a participatory meeting, IFRC CD and representatives from the IFRC regional office and head offices. The participation of IFRC team overseas will be virtual while rest will attend in person to the workshop. This will allow all relevant levels to take on board any pertinent comments and/or to make any corrections or furnish elaborations to the findings, as required before the finalization of the report. Draft evaluation report: A draft report, identifying key findings, lessons learned and recommendations to inform the current and future comparable operations, will be submitted after the data collection/analysis. Final data sets: Both qualitative and quantitative data sets on which the evaluation findings are based on. Final Evaluation report: The final report will contain a short executive summary (no more than 3 pages) and a main body of the report (expected to be no more than 20 pages) covering the background of the intervention evaluated, a description of the evaluation methods and limitations, findings, conclusions, lessons learned, and recommendations. Recommendations should be specific, actionable and evidence based. It will contain appropriate appendices, including a copy of the ToR, cited resources or bibliography, a list of those interviewed, and any other relevant materials. The final report will be made available on IFRC’s Evaluation Databank.
Education
Minimum qualification of a master’s degree in a relevant field in (i.e. health sciences, sociology/demography and/or economics)
Experience
Required Demonstrated experience planning and implementing final project evaluations • A minimum of 7 to 10 years of monitoring and evaluation experience is required, with at least five years of direct, full-time experience in the field. • Demonstrated competence in designing and managing quantitative household surveys, enumerator training, data collection and analysis, validity testing and carrying out inferential statistics • Proven track record of conducting qualitative research and analysis Preferred • Knowledge and experience working with the Red Cross Red Cross Movement
Knowledge, Skills and Languages
Required • Excellent written and spoken English • Strong computer skills in spreadsheet, word processing, database management, statistical analysis software familiarity and presentation software • Strong interpersonal, communication and organizational skills Preferred • Demonstrated capacity to work both independently and as part of a team
