Job Description
JICA Project for Improving Continuum of Care for Mothers and Children through the utilization of MCH Handbook (The Nepal MCHHB Project) invites applications from interested and qualified candidates for the position of Field Coordinators (Gandaki position based in Thasang Municipality Mustang, Lumbini Position based in Maharajgunj Municipality Kapilvastu).

Project for Improving Continuum of Care for Mothers and Children through the utilization of MCH Handbook (The Nepal MCHHB Project)
1. Background
The Project for Improving Continuum of Care for Mothers and Children through the utilization of the MCH Handbook, jointly implemented by the Ministry of Health and Population (MoHP) and the Japan International Cooperation Agency (JICA), commenced in April 2025. It will move toward the pilot implementation of the Nepal MCH Handbook in selected municipalities of Gandaki and Lumbini Provinces.
Effective coordination with provincial, district, and municipal stakeholders, as well as health facilities and communities, is essential to ensure smooth and timely implementation, monitoring and supportive supervision of project activities.
The Field Coordinator will support day-to-day coordination, field logistics, communication, and monitoring and supervision activities of the project.
2. About the Project
- Implementing Agency: Family Welfare Division, Department of Health Services, Ministry of Health and
Population (FWD/ MoHP) - Project period: April 2025 – April 2029
- The Overall Goal of the project: The model to effectively utilize the combined MCH handbook for quality Continuum of Care is developed and implemented in the target areas for further expanding it into otherprovinces.
3. Duty Station
- The Field Coordinator (FC) will be based in the government office premises.
- Gandaki position is planned to be located at Thasang Rural Municipality Office (Mustang District) with the possibility to shift to Galkot Municipality Office (Baglung District) at later months of the contract. Lumbini position is planned to be located at Maharajgunj Municipality Office (Kapilvastu District). Duty stations could be shifted to any other assigned locations decided by the project. The project will rent necessary electronic devices, including laptops and mobile phones. This position is expected to work in the project implementation sites in the assigned province for more than 50% of working time.
4. Objectives of the Position
To ensure smooth and timely implementation of pilot implementation activities, including orientation programs and monitoring, and supervision in the implementation sites in Gandaki and Lumbini Provinces
5. Roles and Responsibilities
(1) Coordination & Stakeholder Engagement
- Build and maintain strong working relationships with Province Public Health Offices (in Gandaki)/Public Health Offices (in Lumbini), Local Governments, and health facilities including the communities in the implementation sites.
- Facilitate regular coordination and communication with various stakeholders at provincial, district, and LG levels.
- Represent the project in different forums including the assigned working location to promote effective use of the MCH Handbook
(2) Implementation Support at Field Level
- Provide hands-on support to LGs and health facilities for the pilot implementation of the MCH Handbook.
- Support and facilitate training/orientation programs for service providers and FCHVs, as well as sensitisation and advocacy sessions for key local stakeholders.
- Support integration of the MCH Handbook into routine ANC, PNC, immunisation, and growth monitoring services.
- Together with provincial, district, and LG level facilitators, conduct monitoring and supportive supervision at health facilities (service providers) and communities (FCHVs).
(3) Monitoring, Data Collection & Reporting
- Conduct regular monitoring visits using standardised checklists.
- Prepare monitoring and supervision reports with findings, challenges, and recommendations.
- Support the data collection of the evaluation study for the pilot implementation.
- Support guide and facilitate the field enumerators during the data collection at the time of baseline and end line.
- Support data verification and ensure data quality.
(4) Community Engagement & Social Mobilisation
- Coordinate with FCHVs and local leaders/stakeholders to promote effective use of the MCH Handbook
- Support community-level awareness activitiesthrough strengthening Health Mothers Groups and other functional groups in the communities.
- Gather feedback from mothers and families to inform the pilot implementation.
- Facilitate and coordinate with other sectors at all levels as part of multi-sector and multi-stakeholder coordination at all relevant level
(5) Any other project-related tasks, such as logistics and operational support, upon request
- Support the Province Coordinator and the Kathmandu team in planning, implementation and monitoring through providing inputs and sharing innovative and creative ideas for better results in the communities.
- Ensure gender equality and social inclusion while implementing the project activities.
- Support for the required admin, operations and logistics components at the provincial and local levels in coordination with the provincial and Kathmandu team.
6. Reporting
- The Field Coordinator will report to a relevant JICA Project expert and local staff, as per the agreement.
7. Deliverables
- The Field Coordinator will produce forthnightly reports with working records, field reports, and event-based
reports.
8. Expected Duration of Contract
- The contract will be from 1 June 2026 to 31 March 2027.
9. Payment
- Monthly payment will be paid after the inspection of the fortnightly report from the supervisor.
- Transportation costs between home and the duty station should be included in the monthly payment rate.
- TA/DA payment will be made as per the JICA rule and regulations, with prior agreement with the JICA Project experts.
- Withholding tax will be deducted as per Income Tax act 2058.
- All the above-mentioned payments and allowances are inclusive of taxes, insurance, and provident fund etc. The staff has an obligation to pay applicable taxes to the concerned authorities of the government.
10. Eligibility Qualifications
Qualifications and experience:
- Minimum bachelor’s degree in Public Health, Nursing, and related areas. Master’s degree is preferred.
- Minimum 5 years of relevant professional experience, preferably in the MNCH and nutrition with experience working within or closely with the provincial, district, and municipal levels.
- Strong knowledge of MNCH and nutrition
- Prior working experience in the province will be an advantage
Required skills, knowledge and competencies:
- Ability and willingness to travel to project sites frequently. A two-wheeler driving license and willingness to drive in hill and plain area are required.
- Strong speaking and writing skills in both English and Nepali. Competency in local languages is an advantage.
- Awadi and/or Bhojpuri language is required for Lumbini position.
- Experience in facilitating training, workshops, and meetings with strong interpersonal, coordination, negotiation, and teamwork skills in diverse settings
- Proficiency in MS Word, Excel, and PowerPoint
- Strong understanding of MNCH & Nutrition issues at the province and local levels, clinical skills will be an added value
- Sensitivity and responsiveness to gender and social inclusion, with familiarity with local socio-cultural contexts
- Proven experience in coordination, ideally in community-based interventions/projects.
