The Position

UNFPA works to ensure that sexual and reproductive health and rights (SRHR) remain at the center of development. The International Conference on Population and Development (ICPD) Programme of Action (PoA) links reproductive health, human rights, and sustainable development. When these needs are not met, individuals lose the right to make choices about their bodies, impacting family welfare and future generations. Because women usually bear the responsibility for nurturing children, SRHR issues are inseparable from gender equality. Denial of these rights exacerbates poverty and inequality.

UNFPA collaborates with governments, UN agencies, and civil society to promote universal access to SRH care. This includes strengthening health systems, improving care quality, and ensuring the availability of reproductive health commodities like contraceptives and life-saving medicines through functioning logistics systems. UNFPA supports programs across the life cycle, including family planning, safe delivery, and HIV prevention.

The Programme Analyst, SRHR provides technical leadership for SRHR/FP/RHCS to accelerate the ICPD PoA and Agenda 2030 in the province. They will engage in policy advocacy, manage UNFPA supplies activities, and prioritize work strategically within the health sector. The position is based in the Provincial Office under the technical guidance of the SRHR Specialist in Kathmandu and the direct supervision of the UNFPA Provincial Head of Office.

Job Purpose

While Nepal’s 2015 Constitution and the 2018 Safe Motherhood and Reproductive Rights Act protect SRHR, the country has a high maternal death ratio (239 per 100,000 live births), signaling a weak health system. Marginalized groups suffer disproportionately from unintended pregnancies, maternal death, and violence.

UNFPA has partnered with the Ministry of Health and Population (MoHP) for four decades to establish progressive policies, SRH protocols, and supply chain management. Since 2018, efforts have focused on enabling the new federal structure to strengthen SRH service delivery for marginalized groups. This includes advocacy for political/financial support, policy environment assistance, and oversight of local implementing partners.

The Analyst will engage in advocacy and policy dialogue with provincial and local counterparts. They will provide technical leadership, manage SRHR interventions (including RHCS and family planning), and analyze political and social trends to guide program implementation and resource mobilization.

Main Responsibilities

A. Policy Dialogue and Technical Support

  • Facilitate engagement in high-level dialogue with government and partners to position SRHR/FP/RHCS at provincial levels.
  • Promote awareness of the ICPD PoA’s role in achieving SDGs 3 and 5.
  • Prioritize FP/RHCS programs in provincial and local budgeting and planning.
  • Identify policy gaps and support the inclusion of SRHR in local strategies and guidelines.
  • Strengthen civil society alliances to promote accountability.
  • Plan and support life-saving SRHR humanitarian responses.
  • Integrate research findings into policies and guide rights-based, gender-centric interventions for vulnerable groups.

B. Advocacy and Resource Mobilization

  • Maintain relationships with government counterparts to advance SRHR and supply chain management.
  • Advocate for increased provincial and local budgetary allocations for SRH and RHCS.
  • Support strategic partnerships and resource mobilization through innovative project proposals and communication materials.
  • Lead the tracking and analysis of commodity availability and financing for evidence-based decision-making.
  • Ensure safe program implementation using a “Do No Harm” approach.

C. Programme Management and Coordination

  • Manage the SRHR programme, including work plans with partners and quality assurance.
  • Conduct monitoring visits to assess effectiveness and address barriers to sustainability.
  • Monitor stock levels using Logistics Management Information Systems (LMIS).
  • Provide technical assistance to expand contraceptive method mix and new maternal health commodities (e.g., heat-stable carbetocin).
  • Build stakeholder capacity in forecasting and distribution of RH commodities.
  • Ensure results-based reporting and documentation of best practices.
  • Ensure completion of the Last Mile Assurance (LMA) process.
  • Strengthen coordination mechanisms and produce high-quality communication materials/briefs.

Qualifications and Experience

  • Education: Advanced Degree in Public Health, Health Economics, Medicine/Health Sciences, or related discipline.

Knowledge and Experience:

  • At least two years of clinical experience as a public health professional.
  • Practical experience in emergency health, maternal health, and family planning program management.
  • Knowledge of UN/UNFPA humanitarian/development programming and human-rights based approaches.
  • Proven ability in high-level policy dialogue and advocacy.
  • Experience in design, management, and monitoring of SRHR projects.
  • Extensive knowledge of supply management (forecasting, warehousing, distribution).
  • Experience coordinating with government counterparts, NGOs, and UN agencies.
  • Understanding of Nepal Government health policies and making processes.
  • Proficiency in office software and web-based management systems.

Languages: Proficiency in English and Nepali is required.
