In close partnership with the Government of Nepal (GoN), civil society, academia, and the private sector, FHI 360 Nepal delivers integrated programs across critical sectors. Our initiatives span essential health services—including HIV, maternal, newborn and child health (MNCH) and nutrition—procurement and supply chain management (PSM) for life-saving drugs, global health security (GHS)—including laboratory strengthening, antimicrobial resistance (AMR), disease surveillance, evidence-based public health messaging and community engagement, and health emergency management—and air quality management.

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. Department of State and the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen GHS, including outbreak response; expand tuberculosis detection and treatment, improve MNCH, address malaria; and promote health systems strengthening including PSM.

We request applications from qualified individuals for the positions mentioned below. This positions are currently funded through September 30, 2026. It may be extended based on funding availability.

Position: Technical Director, Procurement and Supply Chain Management (PSM)

The Technical Director, PSM is responsible for strengthening procurement and supply chain activities of the Management Division (MD), Department of Health Services (DoHS) at the federal, provincial and local level through targeted technical assistance. The individual in this role will also oversee the procurement of life-saving equipment and commodities across the Meeting Targets and Maintaining Epidemic Control (EpiC) portfolio including essential medicines, test kits and reagents, and medical equipment. The Technical Director will oversee a Senior PSM Coordinator, who will oversee seven provincial focal points housed at provincial health logistics management centers, as well as electronic Logistics Management Information System (eLMIS)/Public Asset Management System (PAMS) Coordinator, and a PSM Specialist. The Technical Director will be required to implement PSM-related activities through various funding streams. The individual in this role will contribute to the design of interventions, work alongside the government, project staff, and local experts to strengthen the health sector’s inventory management system, maintenance and repair of equipment, drug waste and disposal, and other key technical considerations for PSM. The Technical Director will work closely with the EpiC Nepal Project Director and other senior project leaders, the United States Department of State, MD/DoHS officials, and technical backstops in maternal, newborn and child health (MNCH), nutrition, procurement, strategic information, and program management to achieve ambitious results quickly.

Key responsibilities

  • Lead the overall implementation of health system strengthening in procurement and supply chain management.
  • Oversee the purchasing and distribution of essential medicines, commodities, and equipment, as well as equipment maintenance.
  • Provide technical oversight and support to a team of technical specialists in procurement, inventory management, maintenance and repair of medical equipment, PAMS and other procurement management systems, etc.
  • Ensure minimum disruptions to PSM during the transition to PAMS.
  • Manage a project with ambitious timelines while ensuring sustainable, high-quality interventions.
  • Develop and oversee key strategic partnerships with MD/DoHS, and subnational government authorities, the United States Government, other international organizations working in health system strengthening global health security, MNCH, nutrition, HIV, etc.
  • Liaise with FHI 360 experts to ensure technical and programmatic excellence.
  • Lead the implementation and monitoring of annual work plans and collaborate with finance teams to ensure accurate budget tracking.
  • Contribute to the preparation of program reports, monthly updates, other necessary technical and programmatic documents and documentation of successes, lessons learned, and best practices.
  • Serve as the primary focal point for EpiC Nepal with the United States Department of State on all PSM-related program elements.
  • Provide line management to three team members and supplementary management to their reports including fostering a team environment that can deliver results.
  • Represent FHI 360 in external functions at international, national, and subnational events for PSM activities.
  • Serve as a member of the FHI 360 Nepal Senior Leadership Team and provide input and assistance to the management of the country program, develop country program strategy, business plans, operational plans and budgets.
  • Coordinate with other EpiC senior leaders including the Associate Director, Strategic Information, Senior Project Manager, Deputy Project Director, HIV, and Technical Directors for MNCH and Nutrition to ensure the strategic alignment and efficient use of resources (financial, human, and relational) across the project.
  • Perform other duties as assigned by FHI 360 Country Representative/EpiC Nepal Project Director and/or other supervisors.

Requirements

  • Masters’ degree or international equivalent in public health, management, social science or other relevant fields with five to seven years of experience managing large and complex health-related supply chain and logistics projects or bachelor’s degree with seven to ten years of experience in the relevant field.
  • Experience working in a non-governmental organization (NGO)/international NGO – preferably with a focus on health system strengthening and PSM. Experience as a senior advisor to government authorities with demonstrable skills establishing buy-in across diverse group of stakeholders in Nepal preferred.
  • Experience overseeing all aspects of projects, preferably large donor-funded, including program and financial management, human resources, compliance, and quality assurance.
  • Experience guiding programs, technical, financial and administrative teams to complete objectives/activities on time and within budget while meeting high quality standards.
  • Proactive in managing multiple tasks, managing and working in the virtual work environment, and flexible and open to managing time working with different teams in different time zones as needed.
  • Excellent interpersonal, organizational, communication, coordination and collaboration, team building and management, and problem-solving skills.
  • Experience using Microsoft Office tools (Word, Excel, PowerPoint, Teams, Outlook, SharePoint, etc.) an advantage.
  • Excellent oral and written English and Nepali including documentation skills.
  • Ability to travel 20-30%.
