Job Description
Karuna Foundation Nepal (KFN) is a Nepali Non-Governmental Organization which aims to prevent avoidable disabilities among children and improve quality of lives of children and adults with disabilities, developing evidence based scalable community models. It has been working in disability prevention and community based rehabilitation in Nepal since 2007.
Position: Manager-M&E
Duty Station: Kathmandu
Contract type: Fixed term contract with three months of probation period
Program Background
Disability Prevention and Rehabilitation Program is a community-based model of inclusive development implemented in direct partnership with the provincial government of Province No.1 and the Local Governments. The goal of the program is to prevent avoidable disabilities and improve quality of life of children and adults with disabilities and their families through community-based rehabilitation. It works to strengthen community support systems for the achievement of these goals.
Purpose of the Position
The Manager for M&E is expected to provide monitoring and evaluation leadership in the organization.
Education and Experience
- Master’s degree in Public Health (MPH)/Health Science or Statistics from a recognized institution with minimum of four years’ experience in monitoring and evaluation of health-related field in International/Non-Governmental Organization
Skills and Abilities
- Good analytical and research skills
- Advanced user of Excel, Word and PowerPoint software along with other data analysis software such as SPSS, STATA
- Good knowledge and skills on design use of ODK collect/ KoBo Toolbox or any other data collection mobile applications
- Proficient in using any software to make infographics such as Canva
- Good user of GIS software
- Good understanding of Health Management Information System and DHIS 2
- Ability to work both in an advisory and a hands-on implementation capacity
- Experience developing monitoring and evaluation frameworks such as the theory of change (ToC), M&E Manuals, and M&E Plan
- Ability to facilitate/conduct large M&E technical trainings for team and other stakeholders
- Understanding of Management Information System (MIS) and OneDrive
- Excellent spoken and written communication skills and fluency in Nepali and English
- Ability to work under pressure
- Incumbent with two wheelers driving license is preferred.
Key Responsibilities:
1. Monitoring and Evaluation
- Understand the program, its dynamics well so the M&E frame be developed.
- Develop and update an organization-level Monitoring and Evaluation Framework spelling out the clear ME Plan.
- Ensure that verifiable data is routinely collected, validated and analyzed as per M&E plan to assure achievement and progress towards program targets and objectives.
- Keep abreast of developments in program changes and progress in order to advise and recommend tools and strategies to increase program performances and results.
- Lead the process of future projection timely and its analysis, communicate the projection (forecast) and alert the implementing team for timely intervention.
- Analyze changes and patterns in Key Performance Indicators (KPIs) data and performance reports in order to support Program team.
- Conduct review meeting at the Provincial and organization level in close collaboration with the program team.
- Lead to implement evaluation studies (baseline, mid-line and end-line surveys) or facilitate such studies conducted for the program by Royal Tropical Institute.
- Take a lead to identify the major areas of research related to components of the program, finalize methodology of researches and conduct relevant operational researches. Remain proactive in publishing certain articles from the findings of the study.
- Conduct field visits to validate data, ensure quality of service, provide on-site coaching and monitor project activities.
- Conduct learning workshops and disseminate the learnings to the program.
- Establish day to day communication with M&E officers at Province and District Offices.
2. System Development
- Lead the (re) design and effective implementation of organizational M&E system (M&E Framework and M&E plan) to meet the range of organizational as well as funding partners’ requirements.
- Build capacity of project staff and partners in M&E practices through training and mentorship.
- Develop and update M&E tools (monitoring checklist, accountability checklist, data validation form, supervisory checklist, among others) in close participation of the program team.
- Take a lead in the implementation of the Management Information System with support of the program and IT team.
3. Planning and Implementation
- Provide support in designing program, including development and update ,of program’s theories of change and strategic frameworks.
- Provide support to the program team, with critical feedback, to develop monthly, quarterly and annual plan.
- Provide timely feedback to the program team for the effective implementation of planned activities.
- Lead the capacity building activities targeted to KFN team and partner’s team in relation to participatory/ joint monitoring and evaluation.
- Design, implement, timely revise and upgrade M&E systems, frameworks, tools, and indicators to assess project performance.
- Lead learning and reflection processes to support continuous program improvement.
- Integrate M&E systems into project planning and implementation.
- Contribute to the development of proposals, particularly from the view point of monitoring and evaluation.
4. Stakeholder Engagement and Accountability
- Engage stakeholders in setting performance indicators and reviewing M&E findings.
- Ensure compliance with donor M&E requirements.
- Promote accountability to beneficiaries through participatory monitoring methods.
- Promote knowledge translation practices and support program team in regular update and dissemination of project’s progresses to concerned stakeholders
5. Documentation and Reporting
- Prepare the M&E periodic progress report and submit it to the supervisor.
- Provide critical feedback on the report prepared by the program team.
- Ensure funding partner’s compliance in relation to submission of plans and reports.
- Ensure collection of case story, best practice documentation, lesson learnt and update and manage that information in program reports and other knowledge products.
- Coordinate with the Communications and K&E Lab team in strengthening digital repositories of the program’s achievements and learning.
6. Others
- Other responsibilities consistent with the skills and experiences, as assigned by the supervisor
Physical Demands
- Periodic visits to field offices (province and district) and program areas as and when required.
Other:
- Uphold the KFN policies and guidelines including Prevention of Sexual Exploitation and Abuse (PSEA)-related rules and the code of conduct.
➢ Participate actively in PSEA-related training and awareness-raising initiatives,supporting the distribution of PSEA materials, and reporting SEA allegations through the specified reporting channels.
➢ Participate in SEA complaints investigations as necessary.
➢ Recognize, eliminate, or reduce program risks connected to SEA (particularly for personnel involved in programming) - Provide assistance with other KFN programs whenever needed.
- Coordinate with all KFN staff as and when necessary.
