Scope of work: (Description of services, activities, or outputs)

As part of the ongoing implementation of UNFPA Nepal’s Country Program, which prioritizes expanding access to reproductive health and rights, the office is focused on four key outcome areas: reproductive health, adolescents and youth, gender equality and reproductive rights, and population data. Under the gender equality outcome, UNFPA manages a portfolio of programs addressing Gender-Based Violence (GBV), emphasizing both multi-sectoral essential services and prevention. In 2023, the office launched the Empowered Women, Prosperous Nepal (EWPN) program, in partnership with UNICEF, UN Women, ILO, and supported by the European Union.

The program aims to advance women’s political participation, economic empowerment, and the elimination of GBV. The EWPN program has been implementing its activities since the beginning of 2023 and with two and half years of implementation, the program has observed its share of lessons learnt and best practices. The program still has one and half years of implementation period left but it is important to mitigate the challenges we have faced during the implementation of this joint program, document the learnings, effectively implementing the remaining part of the program and then successfully closing this phase of the program.

Since 2024, all the program’s execution has been planned through the local level non-government-based organizations (NGOs). These NGOs have been selected as the implementing partners (IPs) through a rigorous selection process. These IPs were selected for the implementation of the overall 9th country program document (CPD) of the UNFPA CO Kathmandu. Some of the IPs have good experience on the GBV related interventions while some do not have the required experience and the expertise to implement the GBV activities at the field level. Till date UNFPA staff have been providing the backstopping support for the execution of the planned workplan with the IPs.

However, with the recent ongoing Results Oriented Monitoring (ROM) and the planned verification mission, the program is expected to undergo changes in relation to how the program is implemented in the remaining period of the program and how it is closed. Therefore, additional support is needed for the C/O team to implement the project activities in a smooth manner and not comprising the quality of the interventions and smoothly closing the program.

As the Empowered Women, Prosperous Nepal (EWPN) Joint Programme approaches its final phase of implementation, UNFPA seeks a qualified consultant to provide technical and strategic support to ensure the smooth, accountable, and evidence-based closure of the program.

Under the direct supervision of the Project Coordination Specialist, the consultant will be responsible for coordinating key activities related to the closure and transition of the EWPN program, ensuring that results are consolidated, lessons are captured, and interventions are transitioned with sustainability and ownership in mind. Specific responsibilities include:

  • Closure Planning and Coordination: Support in operationalizing the closure plan, outlining key milestones, responsibilities, transition activities and coordinating with provincial teams and implementing partners to ensure alignment and readiness for program closure.
  • Evidence Generation and Effectiveness Assessment: Support in compiling and analyzing field-level data, feedback from stakeholders, and monitoring results to assess which activities generated the most sustainable and transformative change.
  • Stakeholder Engagement for Sustainability and Ownership: Support the development of transition plans that promote government ownership of selected activities, including capacity handover and integration into existing government systems.
  • Capacity Strengthening for Exit Readiness: Support IPs and UNFPA provincial teams to finalize and close out activities in alignment with donor and agency expectations.
  • Quality Assurance and Final Reporting: Support to review and provide technical inputs into the final donor reports and internal reports, ensuring accuracy, coherence, and evidence-based reporting.
  • Monitoring and Adaptive Closure Support: Monitor implementation of final activities to ensure completion, resolve outstanding issues, and recommend corrective actions where necessary. Conduct field visits to verify the final status of interventions, gather testimonies, and capture case studies that illustrate program outcomes.

Undertake any additional tasks related to closure, reporting, or transition planning as requested by UNFPA management.

Required expertise, qualifications and competencies, including language requirements:

  • Bachelor’s degree in project management, Gender, Social Work, Social Sciences, Development Studies, Public Health or related field with over 6 years of professional experience in project and program management of complex, multi-year donor-funded programs Or Secondary level education with more than 7 years of experience in project and program management of complex multi year donor funded program.
  • Experience of understanding of UNFPA systems is an added advantage
  • Excellent proficiency in written and spoken English
  • Excellent facilitation, presentation and analytical skills.
