Proactive risk management and investing in sustainability are the cornerstones of UNDP’s portfolio management approach and providing technical assistance to national counterparts during all phases of implementation, strengthening legislation, policies, and regulatory frameworks, and building capacities across key functional areas, including financial management, health information systems, procurement and supply chain management. Within the HHD Group the Global Fund – Health Implementation Support Team (GF/HIST) is a dedicated team providing support to UNDP Country Offices implementing health and development programmes.

In Nepal, UNDP is the Co-Principal Recipient (PR) of the Global Fund GC7 grant for three diseases and work closely with the Government of Nepal. For effective implementation of the Global Fund programme, UNDP Nepal has established a Programme Management Unit (PMU) to coordinate and oversee the implementation and to ensure compliance of the terms and conditions of the grant agreements with the Global Fund and UNDP rules, policies, and procedures. The PMU coordinates with the national partners particularly the Ministry of Health and Population (MoHP), the Provincial and local government, government entities at federal and provinces, Non-Government Organizations, Civil Society Organizations (CSOs), communities, technical partners, UN agencies, the Global Fund (Local Fund Agent) and the Country Coordinating Mechanism.

Duties and Responsibilities

The incumbent will be reporting to Programme and Monitoring & Evaluation Specialist.

Provide guidance and ensure planning and implementation of TB/RSSH programme:

  • Engage with national technical stakeholders on the implementation of the TB/RSSH components for the achievement of programme targets in accordance with UNDP rules, policies and procedures and corporate agreement with the Global Fund.
  • Lead the preparation and reporting on the TB/RSSH related interventions in accordance with donor and corporate UNDP requirements.
  • Provide guidance and coordinate with key stakeholders working in TB/RSSH to ensure harmonization in programme interventions in line with the national strategic plans and in support integrated interventions of all three diseases.
  • Facilitate joint planning and regular consultation with national, provincial partners, donors, and other key stakeholders to ensure for full understanding of various grant components, shared decision making, active involvement and ownership in implementation.
  • Lead the development and execution of TB programme plans in alignment with national health strategies and Global Fund objectives.
  • Assist in budgeting, financial planning, and monitoring of expenditures related to TB programme activities to ensure efficient use of resources and adherence to financial guidelines.
  • Prepare the financial reports, tracking expenses, and ensuring compliance with donor requirements.
  • Provide technical assistance and training to healthcare providers and programme staff to enhance their capacity in TB prevention, diagnosis, and treatment.
  • Ensure the implementation of the government capacity development plan in coordination with PMU, national stakeholders and UNDP-HQ, GF.

Ensure effective management of the Global Fund TB/RSSH programme focusing on quality control from formulation to implementation:

  • Ensure the Sub-Recipients (SRs) work follows UNDP rules and procedures and in line with the signed grant agreement budget and performance framework.
  • Develop work plans and budgets with SRs, technical partners, and other key stakeholders to ensure compliance and execution in line with the National strategies.
  • Coordinate with the PSM team and ensures engagement with the relevant national counterparts for effective and timely preparation of the quantification of health commodities timely delivery of non-health and health products and monitoring of the procurement and supply chain management plan.
  • Ensure effective use of resources and timely monitoring of budgets including any opportunity for re-programming of savings in accordance with Global Fund policies.
  • Financial and substantive monitoring and evaluation of the grant, identification of operational and financial constraints and development and effective implementation of solutions to achieve planned results.
  • Work with the M&E Team in the PMU, Ministry of Health and Population, NTCC, UNDP Country Office, UN agencies and other stakeholders to develop and implement the M&E Plan as agreed with the Global Fund.
  • Ensure strict monitoring of TB/RSSH assets in compliance with donor and UNDP policy including for assets transfer, proper inventory control and proper usage.
  • Proactively respond to projects related issues and contribute for strategizing way forward for smooth projects implementation.
  • Develop Risk Mitigation Plans for SRs and do risk-based monitoring of SRs programme and financial reporting to ensure quality data, compliance with financial rules to avoid misuse of grant funds.
  • Ensure thorough review of SRs monthly and/or quarterly reports and ensure the achievement of program targets linked to approved budgets.

Coordination, monitoring and reporting of the programme:

  • Coordinate with government, other key stakeholders, and PMU team members/province team to ensure timely, effective implementation of programme activities and strengthen synergies and complementarity of fundings.
  • Proactively undertake regular monitoring of project sites in coordination with the PMU M&E team and with national stakeholders.
  • Ensure evaluation of TB programme activities to assess performance, identify challenges, and implement improvements.
  • Collect, analyze data, and prepare comprehensive reports on TB/RSSH programme progress, challenges, and outcomes to guide the programme.
  • Ensure timely preparation of relevant program reports PUDR, UNDP annual reports including annual corporate reporting system- ROAR, briefs etc and ensuring UNDP projects contribution to health system strengthening particularly from TB/RSSH component are well captured and reflected in annual reporting.
  • Ensure accurate documentation of all programme activities and maintain organized records.
  • Provide technical support with the development of relevant tools for regular review and evaluation of the TB/RSSH in relation to the national health strategic plan and as per the plan of UNDP intervention.
  • Participate in meetings, facilitate communication, and foster collaborative relationships.

Ensure facilitation of knowledge building and sharing in TB/RSSH programme and with national partners:

  • Provide guidance in organizing workshops, developing training materials, and offering on-site support.
  • Synthesis of lessons learnt and best practices to contribute to strengthening of TB/RSSH programme.
  • Interact with and provides guidance for national partners and independent experts on effectively managing and coordinating TB/RSSH programmes.
  • Coordinate with other stakeholders and the TA providers to address the gaps and strengthen the effective implementation of TB programme in Nepal.
  • Provide substantive technical inputs to national partners with the development of new concept notes, pipeline projects strategic plans and others.
  • Provide regular analysis of the national health system situation and the impact of the UNDP supported interventions on strengthening health systems in Nepal.

Contribution towards Gender and Social Inclusion (GESI):

  • Ensure GESI is mainstreamed in TB/RSSH programme and targeted interventions planned and implemented.
  • Fully comply with UNDP’s GESI policy and ensure contribute to the zero tolerance for discrimination, harassment, sexual harassment, sexual exploitation, and abuse.
  • Promote gender equality and social inclusion (GESI) throughout programme implementation.
  • Create a safe working environment by developing respectful and safe organizational culture and supporting practices.
  • Ensure GESI is adequately captured in project progress reports, baseline survey and final project evaluation.
  • Collaborate with national stakeholders, PMU team members, programme partners, and sub-grantees to ensure safe implementation of programmes at the community level applying Do No Harm approach.

Required Skills and Experience

Education:

  • Advanced university degree (master’s degree or equivalent) in Public Health (MPH), Social Sciences, Medicine or a related field is required,

OR

  • A first-level university degree (bachelor’s degree) in the above-mentioned fields in combination with additional 2 years relevant experience will be given due consideration in lieu of master’s degree.

Experience:

  • A minimum of 2 years (with a master’s degree) or 4 years (with a bachelor’s degree) of experience in public health programme management, particularly in TB control programmes.
  • Experience in the use of computers and office software packages as well as web-based management systems is an asset.
  • Experience of strategic engagement, partnership with government and other stakeholders is highly desirable
  • Experience in capacity building of government and key stakeholders is highly desirable
  • Experience in managing health projects is highly desirable.
  • Specialized training in TB or infectious diseases is desirable.
  • Experience in data analysis, monitoring, evaluation and results tracking is highly desirable
  • Strong analytical and technical skills in TB prevention and care including familiarity with TB diagnostic and treatment protocols is highly desirable.
  • Experience with Global Fund projects or other international health initiatives is highly desirable.
  • Excellent written and verbal communication skills, with the ability to produce clear and concise reports and to effectively engage with diverse stakeholders.
  • Experience in Gender Equality and Social Inclusion, diversity issues.

Required languages:

  • Fluency in English and Nepali are required.
