Strengthening Systems for Better Health (SSBH) is a 5-year project aimed at improving health outcomes in Nepal, particularly for the most marginalized and disadvantaged groups in the country. This will be accomplished through supporting the Government of Nepal’s efforts to expand access to and use of quality maternal, newborn and child health and family planning services, with a specific focus on newborn care. The Activity is implemented in close collaboration with the Ministry of Health and Population, the Ministry of Federal Affairs and General Administration at federal level, provincial and municipal governments, facility and community level health service providers and other key stakeholders. Project technical staff will engage at national, provincial and municipal levels in the target geographic areas of Karnali Province and Banke, Bardiya and Dang of Province 5. The project is implemented collaboratively by Abt Associates, Save the Children, Karnali Academy of Health Sciences (KAHS) and Management Support Services (MASS).

Technical Officer – Health Systems Strengthening

Key Responsibilities and Activities

Program Support (LOE 80%)

  • Facilitate/Support in implementation of all MNCH and FP components for Strengthening Systems for Better Health Activity at district and local (municipality and health facility) level
  • Mentor, coach and support municipality and health facility  team members in MNCH and FP initiatives
  • Work closely with other Technical Officers and support team at Surkhet field office and ensure appropriate coordination with work streams overseen by those colleagues   
  • Lead and prepare to conduct situation assessments, documentation and timely dissemination of existing MNCH and FP initiatives in health primarily focusing on assigned areas and incorporate appropriate initiatives into Activity work plans and work plan prepared by Palika governments
  • Prepare implementation plan of MNCH and FP initiatives and ensure timely delivery of activities (for example, monitoring against log frames, individual performance management work plans) at field level

Capacity Building (LOE 10%)

  • Identify gaps, approaches to improve clinical service delivery focusing maternal, newborn child health and family planning at municipal and facility level
  • Develop capacity building plans for stakeholders (esp health facility based providers and municipality level health staff ) linking capacity building initiatives to wider opportunities identified on effective MNCH and FP initiatives  
  • Identification and facilitation of capacity building measures for government and selected private sector hospitals KAHS on clinical and management aspects of MNCH and FP, in coordination with Surkhet-based MNCH/FP and other Specialists 
  • Work closely with health care providers, different management committee members, community groups, local NGOs and CBOs, coordination committees to ensure that they have clear objectives, plans and support to enhance community support for demand generation, management of health system, monitoring service delivery from equity perspectives  

Coordination (LOE 10%)

  • Represent SSBH team in selected technical working groups (especially on MNCH/FP) at municipality level
  • Collaborate and work with line agencies including Municipalities, DCCs and other implementing partners and development agencies at local level for smooth operations of activities on MNCH and FP activities
  • Work with provincial team and other members of the multi-disciplinary local teams, local elected bodies and councils at sub-provincial level to ensure their engagement and support for planning, implementing, monitoring of MNCH and FP related project activities

Required Criteria: 

  • Bachelor’s Degree in Medicine or Nursing, or Public Health with Health Assistance/Staff Nurse  background
  • At least five years of related professional experience 
  • Excellent interpersonal skills and ability to work successfully in team in remote areas
  • Manage multiple tasks concurrently; meet deadlines with attention to detail and quality
  • Understanding of Government of Nepal’s health care delivery system including service availability, utilization, quality aspects.
  • Ability to travel in remote areas of assigned districts within short notice; those who are from and/or working in the Karnali Province will be given preference. 
  • Strong networking and computer proficiency skills
  • Excellent written/oral skills in Nepali and English

Key Roles and Responsibilities:

Technical Assistance – Generation and Use of Health Data 

  • In close coordination with two other technical officers (MNCH/FP and Health Systems Strengthening) implement activities related to information systems at the municipal and health facility level, and strengthen the capacity of municipal health coordination units to enable them to functionalize HMIS recording and reporting systems, use these data for performance improvement and decision making
  • Work closely with the provincial Health Information Systems Specialist  and MEL Specialist at to analyze strategic information to help inform decision making at the provincial and project level
  • Together with MNCH/FP technical officer, promote use of technology (e.g., information applications) to communicate MNCH/FP targeted information to focused groups (including adolescent and youths) with low knowledge and service utilization.
  • Work closely with other two technical officers to support municipalities and health facilities primarily in low performing areas  to analyze health data to identify un-reached/underserved populations, barriers, and to prepare micro-plans to improve their utilization and to link those micro-plans with annual planning, budgeting, and monitoring activities
  • Ensure that municipal and facility-level HMIS recording and reporting systems are functioning well, and municipalities are able to access and interpret accurate, real-time data in support of evidence-based planning and resource allocation.
  • Facilitate, supply and support proper use of facility-based recording and reporting tools. Support to update facility-level information of HMIS tools, inform and encourage municipality and/or health program coordination bodies to ensure timely supply. Provide orientation and coaching for new and untrained staff to use HMIS tools.
  • Work closely with USAID’s PSM Project, if working in the area, to strengthen procurement and supply chain management systems at province, municipality, and health facility levels.

Technical Assistance – Use of Technology

  • Support municipalities and health facilities in using DHIS2 platform to report, review and use municipal HMIS data. 
  • Work with other partners in the municipalities and districts to promote development and use of digital MIS platforms 
  • Facilitate packaging and visualization of facility and municipal level health data (dashboards, infographics) and assist municipal and provincial health departments to ensure that the data is widely available to the public through appropriate communication channels.
  • Provide technical support for the use of LMIS reporting system in the changing context. Encourage routine inspection of logistic and commodities and update in digital systems.

Collaboration & Program Management Support

  • Actively engage with other partners and stakeholders at municipal level to develop learning agenda for Activity.  
  • Ensure preparation and collection of routine reports for timely reporting to USAID on quarterly, semi-annual, and annually. 
  • Share updates with USAID, provincial, national government stakeholders and others on regular basis.

Required Criteria:

  • Bachelor Degree in Health Informatics, Public Health, Epidemiology, Statistics, Social Sciences or other relevant field
  • At least six years of relevant professional experience in health information systems and/or monitoring, evaluation, and learning in the public health field
  • Understanding of Government of Nepal’s health care delivery system including service availability, utilization, quality aspects.
  • Experience working on USAID and other health-related projects highly desirable
  • Strong interpersonal skills, initiative, good judgment, demonstrated team leadership and problem-solving abilities
  • Excellent report writing, analytical, and communication skills, including oral presentation skills
  • Strong networking and Computer proficiency (MS Word, MS Excel, Statistical Software) and information systems
  • Excellent written/oral skills in Nepali and English
  • Ability to travel in remote areas of assigned districts within short notice; those who are from and/or working in the Karnali Province will be given preference.
