Sr. MEL Officer & Training Officer – One Heart World- Wide: One Heart World- Wide is an International Non-governmental Organization that has been working in the area of maternal and child health for the past ten years. OHW has been in Nepal since 2010 supporting MOH to strengthen district health system to improve maternal and neonatal health services across entire districts where it worked. We are implementing OHW’s approach of Network of Safety for mothers and newborns in ten districts and is in the process of scaling in the newer districts in the coming years. OHW is seeking experienced and result-oriented Nepali professionals for the following Position.
Position: Senior Monitoring, Evaluation, and Learning Officer

Line Management Report To: Senior Program Coordinator- Eastern Regional Office- Dharan
Technical Report To:    Monitoring, Evaluation and Learning (MEL)  Team Leader, Central Office.
Duty Station: One Heart World-Wide (OHW) Eastern Regional Office- Dharan with frequent field visits
Purpose of the Position:
The Senior Monitoring, Evaluation, and Learning Officer is responsible for the oversight of the monitoring, evaluation and learning related work of the eastern region operation. This position will provide strategic information for the planning and implementation of OHW’s Network of Safety for Women and Newborns. He/she will visit program sites frequently to collect required information and monitor various interventions. This position reports to the Senior Program Coordinator for day-to-day work and to the Monitoring, Evaluation and Learning Team Leader at Central Office for technical works. Senior Monitoring, Evaluation, and Learning Officer’s main responsibilities include but are not limited to:

    • Ensure timely and regular reporting from the districts, review reports and provide necessary feedback for the quality and complete reporting from the districts as per prescribed format
    • Prepare summary reports based on analysis of districts data and report  on monthly, quarterly and annual basis
    • Track program progress against established standards, identify gaps on time and communicate with concerned staff with possible solutions
    • Update, analyze and prepare report about maternal and neonatal health services and mortality status of the program districts regularly 
    • Contribute to design and update OHW database in close coordination with center, region and district team
    • Coordinate and work with concerned government offices to improve quality of service statistics and implementation of e-recording and e-reporting
    • Conduct field visit for monitoring of OHW interventions’ and support district team for recording and reporting 
    • Collect, compile and analyze information of all interventions of OHW including specific projects like Solar Suitcase, RUSG, Phototherapy, Supply Chain and quality improvement process 
    • Implement available measures including routine data quality assessment to ensure quality of data 
    • Support in program planning by providing high quality data and information
    • Support in design and implementation of studies including baseline and end line
    • Support MEL Team Leader to implement and strengthen monitoring, evaluation and learning system of OHW
    • Support to organize and conduct training and capacity building session on MEL and MIS for project staffs
    • Document and share the lessons learned from field monitoring and analysis of data in order to progressively improve the quality of OHW interventions
    • Perform other program/MEL related duties assigned by the supervisor and needed for the program

Academic qualifications and work experience:

  • Master’s degree in public health or related field
  • Minimum of five years of progressively professional experience in program monitoring, evaluation and learning role.

Skills and Abilities

  • Excellent analytical skills and the ability to summarize information in a clear and concise manner
  • Excellent knowledge and skill on research design and implementation 
  • Ability to create organizational work plans based on mission, vision and goals
  • Strong organizational skills in order to balance competing priorities
  • Ability to work independently to efficiently meet deadlines
  • Strong interpersonal skills.
  • Excellent computer skills, including word processing, spreadsheet, GIS and statistical software like STATA, SPSS, Epi Data etc

Position: Training Officer

Line Management Report To: Training Coordinator

Technical Report To :  Training Coordinator

Duty Station: One Heart World-Wide, Kathmandu Office with minimum 50% field visits

Purpose of the Position:

The primary function of the Training Officer is to provide technical support and run training events in its program support. This position reports to the Training Coordinator and works closely with the program officer-clinical, logistic and procurement team and district team. This position will ensure that we meet the compliance with national guideline under the ministry of health and population technical divisions. The Training Officer’s main responsibilities include but are not limited to:

  • Deliver all the training related deliverables in the OHW program districts and ensure the training quality
  • Ensure all the training are implemented as per MoHP standard protocol and guidelines
  • Assess effectiveness and determine the impact of trainees’ skills and KPIs
  • Conduct close supervision, monitoring and follow up of all training events 
  • Support district team for training planning and preparation
  • Work together with the program team to prepare technical briefs, concept notes and training related reports 
  • Coordinate and facilitate to develop training materials, presentations and technical contents 
  • Build the capacity of training and field supervisors at the district level
  • Ensure all the technical needs are met in order to deliver the high-quality trainings
  • Coordinate with district and municipal level stakeholders as per need
  • Support training coordinator to prepare the specification of training logistic 
  • Collect information on training related activities, outcomes, best practices, training photos, and lesson learned including success stories
  • Document and report training data, learnings and the best practices
  • Maintain training related files, official letters, and reports
  • Participate biweekly program meeting and be an active member of the meeting 
  • Prepare monthly, quarterly and annual plan and progress reports
  • Willing to perform other tasks assigned by supervisor

Job Specifications (minimum job requirements):

Academic qualifications and work experience: 

  • Bachelors in nursing with a minimum of five years of experience in related areas.

Skills and Abilities

  • Have in-depth understanding of on Nepal health care delivery system and current scenario 
  • Demonstrated experience in MS office package and basic computer applications
  • Ability to interact with staff at all levels in the fast-paced environment, 
  • Excellent oral and written communication skills in English and Nepali
