Request for Expression of Interest (EoI)

The Nepal Health Sector Support Programme (NHSSP) provides embedded Technical Assistance to the Ministry of Health and Population (MOHP). NHSSP is funded by government of UK through Department for International Development (DFID) and part of the DFID funded National Health Sector Programme 3.

NHSP-3 is designed to support the goals of Nepal Health Sector Strategy (NHSS) and assist the MoHP in building a resilient health system to provide good quality health services for all. From April 2017 to December 2020, the NHSSP is being implemented by a consortium led by Options Consultancy Limited, with Health Research and Social Development Forum (HERD) International, Oxford Policy Management (OPM), and Miyamoto International. The programme has two components.

A. General Health Technical Assistance (GHTA) to increase the capacity of the Ministry of Health to improve health policy-making and planning, procurement and financial management, health services and the use of evidence for planning and management.

B. Retrofitting Health Infrastructure Technical Assistant (RHITA) increase the Ministry of Health’s capacity to retrofit health infrastructure to withstand future earthquakes.

Both components are integrated and provided by a team based in Kathmandu and “embedded” with the Government of Nepal.

The NHSSP comprises streams of work delivered through an overarching, integrated, capacity enhancement approach. These five streams of work are:

  1. Health Policy and Planning (HPP)
  2. Procurement and Public Financial Management (PFM)
  3. Service Delivery (SD)
  4. Evidence and Accountability (EA)
  5. Retrofitting Health Infrastructure Technical Assistant (RHITA)-  Health
  6. Infrastructure (HI)

NHSSP updates its roster of Technical Experts on a periodic basis to carry out various tasks of the projects in line with the policy of NHSSP. Hence, the NHSSP calls an Expression of Interest (EOI) from interested eligible Nepalese/Non-Nepalese with strong qualifications and experience in the areas of expertise as specified in detail as below. EoI with Areas of Expertise with Priority, along with the curriculum vitae, work experience, three referees name, PAN/VAT number and the valid contact details should be submitted in given address on or before 5 pm of 18th May 2018. The professionals who have applied before or have worked with NHSSP earlier are also requested to apply with their updated CVs in the line of their respective expertise.

4.  Evidence and accountability:

The following broad activities are conducted under this work stream.

  • Development of Data Quality Assurance Systems
  • Management Information Systems: Electronic reporting and electronic health record systems
  • Smart health/e-health systems
  • Monitoring and evaluation of health system and programmes
  • Research and surveillance design
  • Data management and analysis
  • Development of programme briefs, evidence briefs and policy briefs
  • Facilitation & promotion of evidence base decision making
  • Development of social accountability mechanisms/systems

5. Health Infrastructure:

The following broad activities are conducted under this work stream.

  • DRR Governance
  • Health infrastructure Policy development
  • Training & Capacity development on multi policy related to hazard risk resilient health infrastructure
  • Training & Capacity development on design and construction of multi hazard risk resilient health infrastructure
  • Water Supply and Sanitary Engineering related to health Infrastructure
  • Mechanical Engineering related to Health Infrastructure
  • HVAC experts for Hospital design
  • Impact of Climate change and environmental Hazard on Health Infrastructure
  • Retrofitting design, details and estimates of functional Health Infrastructures
  • Hospital design drafting, detailing, 3d drawings
  • Survey and Vulnerability Assessment of Health Infrastructures
  • Operation management of survey and damage assessment of Health Facilities
  • Health Infrastructure Information System technical support
  • Common skills and knowledge for all categories of the consultants are required as follows:
  • Strong skills in writing, speaking, presenting, and dealing with the stakeholders and beneficiaries.
  • Excellent communication skills including report writing skills. Sound computer skill for presentation . and analysis of data and facts is a must.
  • Applicants willing travel to different districts including remote areas of Nepal.


  • Short listed candidates will be recorded in the roster of consultants and NHSSP may assign the responsibility as per its need and nature of programme/projects according to TOR.
  • NHSSP holds the right to accept or reject the application of the candidates without notifying any reasons or clarification what so ever.
  • NHSSP may ask the applicants to furnish their testimonials and experience certificates.
