Operations Manager & Project Manager (Outreach) – Sunaulo Parivar Nepal: Sunaulo Parivar Nepal (SPN) is a well‐established NGO delivering Family Planning and Sexual Reproductive Health services throughout the country via centres, mobile outreach teams to remote areas and social marketing. It works in partnership with Marie Stopes International UK (MSI), a global social business providing reproductive health services across the world with a mission of ensuring individual’s fundamental right to have children by choice not chance.

Job Title: Operations Manager Outreach
Location: Kathmandu
Reporting to: Operations Director
Probationary Period: 4 months
The Operations Manager-Outreach is responsible to lead the implementation of Outreach services/ program for SPN at a national level. The Operations Manager – Outreach is fully responsible for the outreach services with the main focus of the role to manage and support outreach teams, which includes LARC, VSC plus team, and various other outreach model as and when introduced by SPN. This position is also responsible to develop and maintain strong working relationship with regional and district level stakeholder. This position reports to Operations Director. The role is based at SPN Support Office Kathmandu, Nepal and regularly involves travels to conduct meetings/ events, monitoring, support and representing SPN at various forums. SPN is a marketing focused, results oriented social enterprise. We develop efficient, effective and sustainable family planning programmes with the technical assistance of our INGO partner, Marie Stopes International. The primary responsibility of this role is to further SPN’s Goal: THE PREVENTION OF UNWANTED BIRTHS and its mission of ensuring the individual’s right to: CHILDREN BY CHOICE NOT CHANCE.

Key Responsibilities

Outreach Planning and Scheduling

Successful development of operations on outreach in line with the values of the MSI Partnership and the goals of maximising access and leading the family planning sector

  • Work closely with FHD and DHO, for district selection in advance.
  • Coordinate with centre Operations Manager to mobilise ANM in the outreach
  • Select outreach team well in advance and coordinate with MDT to provide refresher training before commencement of outreach.
  • Work with teams to develop local outreach plans with a particularly focus on maximising access to family planning and SRH services and ensuring project/BP targets are met.
  • Support Channel lead in developing demand generation strategy using BCC framework.
  • Implement demand generation activities and ensure DG activities to enable maximum reach to clients.
  • Monitor monthly performance of outreach team (LARC & VSC plus) by team and provide the Operations Director with monthly Performance Highlights Report
  • Support Channel Lead in evaluating the performance of outreach team on a regular basis

Financial Management and Reporting

  • Be accountable for the project including operations and finance., coordinate with Operations Director & Channel lead in planning and budgeting of projects’ activities; and ensure deliverables are according to plans.
  • Ensure team submit their performance report along with the financial report by 2nd day of each month to SO.
  • Check, verify and submit the petty cash, consumption report, stock report and service number to Finance department by 5th day of each month.
  • Submit service delivery numbers and expense report to Channel Lead for donor reporting.
  • Ensure effective coordination and communication between relevant team members across the business (including both support office and field).
  • Ensure all government reporting requirements are successfully met

Team Management and Development

  • Be able to project the staff requirement and obtain approval from the Operations Director well in advance.
  • Line manage the assigned outreach team leaders to maximise output and minimise staff turnover.
  • Support outreach team leaders in the line management of teams, including performance monitoring, team motivation, and work closely with HR to retain good performer.
  • Working closely with the Medical Development Team and the HR Department to identify individual as a successor for this role as a successor for this role.

Clinical Standards and Client Care

  • Maintain High quality standards and achieve client satisfaction on outreach
  • Ensure that privacy and confidentiality of the client are maintained at all times in the outreach and they are provided with the proper information which should assist client in making informed decision.
  • Ensure that all outreach teams follow MSI clinical and non-clinical protocols including infection prevention.
  • Ensure all the team member of the outreach receive Clinical Supportive Supervision, refresher training and competency level check is conducted at least bi-annually.
  • Regularly complete outreach site assessments and ensure recommended improvements are introduced
  • Support outreach teams to ensure a healthy outreach environment (i.e. health and safety, effective client flow, cleanliness) that complies with MSI guidelines

External Relations

  • Develop and maintain strong working relation with government, NGO and other key stakeholders, both at a national and district level to ensure effective outreach coordination.
  • Support the outreach teams to maintain and develop partnerships with District Health Office and Health Posts.
  • Be able to travel 80% of the time to outreach site/field

Skills and Experience Qualifications:

  • Bachelor’s Degree in business management, health sciences, social sciences or other relevant degree, or equivalent.
  • Master’s degree is preferred. (A medical qualification is not necessary)
  • Knowledge of effective logistics management systems (people, vehicles, stock etc.)
  • Knowledge of sexual and reproductive health requirement at district level.

Experience:

  • At least 5 years’ work experience in: Managing complex service delivery in outreach involving multiple locations, Efficiently manage large number of team, Experience in coordinating with centre, regional and district level government.
  • Successfully implemented service delivery programmes in rural communities
  • Collating information from various sources to produce reports for different audiences
  • Building external relations across different sectors for profile and increased efficiencies
  • Desirable: Experience of demand generation for services

Skills:

  • Excellent communication skills both oral and written (essential requirement)
  • Highly numerate (for performance analysis and budget development)
  • Proven ability in managing programs
  • IT literate – Should have good knowledge of computer skills (Windows, Excel, Power Point, Word, Outlook, Internet)
  • Able to manage and motivate teams to achieve targets
  • Influencing and able to manage conflicts
  • Effective leadership and management skills
  • Able to work under pressure and with minimum supervision
  • Sympathetic to women seeking family planning services.

Job Title: Project Manager – Outreach
Location: Kathmandu, Nepal
Reporting to: Operations Director 
Probationary Period: 4 months
The responsibilities of the position are included but not limited to the following:
Key Responsibilities

  • Assist in the management of the project budget by forming budget, controlling allocations, monitoring expenditures, and preparing revisions according to the needs of the project.
  • Check and examines various project financial reports for accuracy and consistency against approved budgets, • Participate in monitoring visits to project sites as and when required.
  • Conduct spot checks and monitoring visits to project sites on non-clinical supplies, coordinates with procurement and relevant department for necessary support and guidance.
  • Ensure the effective recording and reporting system, internal control and audit follow-up and processes administrative and financial transactions in an accurate and timely way.
  • Ensure that all official documents are prepared and kept in the project files for retrieval and archiving.
  • Facilitate project activities by coordinating logistical support, collecting reference documents, and maintaining records
  • Ensure smooth operation of district-based teams by liaising and coordinating with support office departments and third parties when and where necessary.
  • Is a focal point for all donor liaison and coordination meetings for internal and external stakeholders.
  • Provide logistical support during events, trainings, and meetings,
  • Undertakes others administrative and financial tasks as required.
  • Prepare month end report, check petty cash record, consumption record, daily summary sheet, DSA claim and other records.
  • Ensure accurate data are uploaded in SUN System.

Skills and Experience

Qualifications and Experience:

  • Minimum qualification of bachelor’s degree in management, health sciences, social sciences or other relevant degree or equivalent. Master’s degree is preferred.
  • At least 5 years of work experience in relevant field. Preferably at least 2 years’ experience in family planning programs and experience of project management would be an added advantage Skills and Competencies:
  • Good communication skills in both English and Nepali (knowledge of local language will be an asset).
  • Highly numerate (for performance analysis and budget development)
  • Good knowledge of IT; MS Word, Excel, internet applications etc
  • Strong interpersonal skills, ability to work in teams and self-management skills.
  • Willingness to travel to remote areas of district
