The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by supporting the Nepal Government in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO’s technical cooperation programmes at the
country level. WHO provides guidance and technical support in organizing the humanitarian health response and in revitalizing the capacity of the health sector to rebuild and recover from emergencies in appropriate and sustainable ways. The Country Office develops collaborates with the Government of Nepal and relevant
stakeholders in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge
dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different.
DESCRIPTION OF DUTIES
Under the overall guidance of the WHO Representative and the direct supervision of the Public Health Administrator (PHA) and in close collaboration with teams
within and outside WHO Country Office, particularly at Regional level, the incumbent will perform the following tasks:
- Advice to MoH and its line agency on the development of new policies, strategies, workplans, and guidelines in relation to control/prevention of NCDs, linked with Social Determinants of Health, and related Health Promotion and their implementation in the country, through country and inter-country programmes.
- Support to develop standard protocol guidelines on prevention and treatment of NCDs, which take into account social determinants of health. Support the conceptualization, development and implementation of NCD-related Health Promotion plans.
- Support to design community approaches for community awareness, screening, referral networks and continuum of care for NCDs.
- Support the development and implementation of a strong monitoring mechanism as part of an effective national implementation plan for NCD programs.
- Support to initiate, advise and participate in the development and implementation of concepts and tools designed to reorient or improve non-communicable disease programs and project design.
- Provide technical support to Government in the area of Social Determinants of Health and NCD related Health Promotion activity.
- Provide Technical Assistance to MoH in a collaborative way with other ministries to promote Health In All Policy activities and to obtain cross-ministerial commitments on NCD prevention and control.
- Advice overall planning and direction of the programme in NCDs, Social Determinants of Health and NCD related Health Promotion activity and programs, including the preparation of programme budgets and workplans for country collaboration.; Monitor the implementation of the relevant WHO country programs.
- Develop close collaboration, effective working relations and coordination with other departments, country offices, other UN agencies, NGOs and other international and bilateral agencies in joint efforts related to the non-communicable disease programme area and in support of national disease control
- Representing WHO at interagency and national meetings related to above-mentioned programme areas.
- Ensure that key WHO program guidance is incorporated into national strategies, guidelines and plans.
- Any other task as assigned by the supervisors and WR.
Essential: – University Degree in Medicine or a health related science from a recognized University, and:- Master’s in Public Health, MD medicine, Community Medicine and/or areas related to health sciences.
Desirable: Training in NCD related topics
Essential: At least five years progressive experience in development and implementation of public health programs, program evaluation and research, including two years of experience in non-communicable diseases or chronic care programs or health promotion or social determinants of health related program management and translating evidence into National policies and programs.
- Working experience with UN or WHO.
- Experience of working with partners, especially with Government Departments.
- Experience in covering issues of public health, particularly in the area of integrated service delivery and community intervention.
- Knowledge and understanding of health systems, in particular in a Nepal context.
- Exposure to NCD programs in an international context through direct work involvement in such programs outside Nepal.
- Understanding of the global architecture of NCD control.
- Understanding of modern communication approaches- Peer reviewed publications
- Good computer skills including office software applications;
- Excellent written and oral communications skills;
- Effective internal and external networking;
- Proven ability to work under pressure and multitask;
- Excellent interpersonal skills, tact, discretion and diplomacy;
- Technical expertise;
- Overall attitude at work are also required mandatory competencies.

Use of Language Skills
Essential: Expert knowledge of English. Expert knowledge of Nepali.
Remuneration comprises an annual base salary starting at NPR 2,804,275 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
