The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by supporting the Nepal Government in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO’s technical cooperation programmes at the country level. WHO provides guidance and technical support in organizing the humanitarian health response and in revitalizing the capacity of the health sector to rebuild and recover from emergencies in appropriate and sustainable ways. The Country Office collaborates with the Government of Nepal and relevant stakeholders in support of their efforts of achieving national health goals; ensuring the attainment of universal health coverage and contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, and play a greater leadership role in different national level policy and technical forums. The objective of the programme is to reduce risks to human health associated with climate change effects including on WASH sector, air pollution (both ambient and indoor) and through chemical safety by strengthening the sector’s response on these areas. The strategic objectives are to incorporate resilience to climate change in health sector including consideration of water safety plan, risk management strategies, and strengthen capacity of government sector to address air pollution and chemical safety issues.
Under the direct supervision of WHO Public Health Administrator, and overall guidance of WHO Representative, the incumbent will perform the following duties:-
- Facilitate, coordinate and provide technical support in the area of environmental health (climate change and health, air quality and chemical safety) to related government agencies for implementing work plan tasks.
- Facilitate in updating WHO policy, guideline and documents related to effects of climate change and health, air quality and chemical safety and communicate with related government agencies and other stakeholders.
- Facilitate the government in reviewing, updating and formulation of national policy and strategy, plan of actions (eg. National Adaptation Plan) and other related policy documents on climate change, air quality and chemical safety.
- Assist to develop the capacity of the relevant government agencies for evidence based assessment, identification, evaluation and response to the effects of climate change on health and water sanitation and hygiene and of air pollution and hazardous chemicals .
- Ensure provision of technical support for donor-funded projects and regularly funded climate change and health, air quality and chemical safety activities that contribute towards program outcomes and outputs, either directly or through contracting consultants and services.
- Ensure fulfillment of monitoring and reporting requirements, for both donor-funded and regularly funded climate change and health, air quality and chemical safety activities, including contributing to the design and monitoring of quantitative and qualitative data to measure progress towards implementation.
- Coordinate and support the relevant government agencies in development and implementation of donor funded projects on climate resilient health system, climate resilient WASH, air quality improvement for promotion of healthier environment.
- Coordinate with the WHO South East Asia Regional Office (SEARO) and WHO headquarters (HQ) for exchanging information on climate change, air quality and chemical safety areas.
- Provide support to Ministry of Health and its division to implement Health National Adaptation Plan (H-NAP) for building climate resilient health system, strengthening disease control surveillance, promoting climate resilient health care facilities and to protect health from adverse effects of air pollution.
- Coordinate with other priority areas of WHO and other partners in supporting government in line with UNDAF and to achieve SDG 6, 7 and 13 and monitoring of related targets and indicators.
- Establish regular contact and working relationships with relevant government agencies, international/bilateral agencies, non-governmental organizations and others and collect, compile and share information on environmental health issues.
- Organize program and exchange/exposure visits and training opportunities for government staff for their capacity development and learning from other countries.
- Undertake field visits to support WHO work plan activities related to climate change, air quality and chemical safety and provide technical support to the Government.
- Perform other relevant duties as assigned by the supervisors.
Essential: University degree in environmental, civil or public health engineering, environmental science or a closely related field.
Desirable: Master’s degree in one of the above mentioned or closely related fields.
Essential: At least 2 years professional experience related to climate change and water sanitation and health, including practical experience in rural/ semi-urban drinking water supply system including climate resilient water safety plans. Experience in project management and capacity development. Advance technical knowledge and experience in working in or with international or non-governmental organizations on environmental health issues.
Desirable: Experience supporting the development of government policies associated with climate change and water and sanitation issues. Experience in the formulation of national plans, guidelines, training manuals and other policy documents related to climate change and health and water sanitation and hygiene issues.
- Knowledge of WHO policies guidelines, result based management approach, programmatic goals, visions, positions, policies and strategies and guideline and of related program area of government.
- Knowledge of global environmental health issues and approaches and theories, principles, tools and methods on climate change, climate resilient water and sanitation such as climate resilient water safety plan (CR-WSP), air pollution, chemical safety, and depth knowledge on SDG 13.
- Self-motivated with ability to work with a minimum of supervision. Good interpersonal skills, able to work as a team member in a multi-cultural environment.
- Ability to travel internationally and within the country and to perform practical hands-on field work.
- Ability to participate actively and cooperatively in knowledge sharing and policy forums at various levels and also to coordinate the GoN agencies, international / bilateral agencies, NGOs / INGOs etc.
- Good knowledge in water, sanitation and hygiene sector and familiar with the climate change and chemical safety issues both in global and local level.
- Very good analytical skills including ability to collect and analyze technical data and information and to draw and present conclusions in written and spoken form.
- Very good writing skills in English, including ability to write clear and concise progress reports, analytical reports, plans and proposals.

Use of Language Skills
Essential: Expert knowledge of English. Expert knowledge of Nepali.
Desirable: The above language requirements are interchangeable.
Remuneration comprises an annual base salary starting at NPR 2,650,911 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
