The objective of the assignment is to provide technical support in revising the bottom-up planning tools to mainstream nutrition indicators in the profiling of LGs, ensure that a population or needs-based system is applied to determine the ceilings for earmarked budgets for nutrition plans. Hence, the technical assistance is planned at MoFAGA to support and smoothen the process at large.

Specific Tasks

The major task of the consultant is

  • Prepare generic MSNP guidlines and work plan for effective functional of steering committee and support the team carry out MSNP implementation plan timely.
  • Develop fact sheet formats and circulate timely to the local government based upon the need.
  • Carry out orientation and capacity building trainings to steering committees as sample basis at local level.
  • Capacity Building of Local Government for MSNP Implementation.
  • Capacity building of local government representative and official in MSNP coordination.
  • Support integrated planning, implementation support, monitoring, review and mainstreaming of MSNP through integrated AWPB
  • Support MSNP review in all 30 MSNP district with LGs
  • Support to 308 LGs to prepare periodic planning with budget allocation for MSNP
  • Regular reporting of MSNP implementation status.
  • Designed and developed capacity building packages for effective and timely professional assistance so that different level committees and staffs are capable to address the local need in regards to nutrition governance
  • Develop capacity building packages for steering committee, staffs
  • Contribute to developing an advocacy and communication strategy by coordinating with sector ministries and nutrition and food stakeholders.
  • Establish functional information management system: In order to establish functional nutrition information management in 308 Local Government or District Coordination Committees in 30 MSNP districts.

Duration of the contract

This assignment is expected to start from July 2018 to May 2019. (The total person days is expected to be maximum of 242 days).

Deliverables

1st Deliverable by end July 2018

Prepare and submit generic guidelines and work plan for effective functional of steering committee and support the team carry out MSNP implementation plan timely

2nd Deliverable by end October 2018

Designed and developed and submitted capacity building packages for effective and timely professional assistance so that different level committees and staffs to address the local need in regards to nutrition governance

3rd Deliverable by end January 2019

Submission of report on a carried out orientation and capacity building trainings to steering committees and Local Government officials, Submission of the report on development of advocacy and communication strategy  as a results of coordinating with sector ministries and nutrition and food stakeholders.

4th Deliverable by end March 2019

Submission of report on  MSNP review in all 30 MSNP district with LGs  and capacity building of local government representative

5th Deliverable by end May 2019

Submission of report for the followings:

  • Support to 308 LGs  to prepare periodic planning with budget allocation for MSNP
  • Establish functional information management system: In order to establish functional nutrition information management in 308 Local Government or District Coordination Committees in 30 MSNP districts.
  • Support integrated planning, implementation support, monitoring, review and mainstreaming of MSNP through integrated AWPB and report submitted

To qualify as an advocate for every child you will have…

  • Master’s in Sociology/ Public Administration /Public Health/ or any other relevant field
  • At least 5 years of experience working on social mobilization/social protection/governance for nutrition related project with the Ministry or any government institutions under multilateral /bilateral funded project and programme.
  • Having wider knowledge on Multi-sector Nutrition Plan (MSNP) and its mainstreaming in local level planning process
  • Strong facilitation capacity of delivery of trainings, orientations and social dialogue on nutrition and local governance
  • Strong experience in developing social behaviour change communication
  • Strong documentation and communication skills
  • Previous work experience with UNICEF or UNICEF supported project or MoFAGA and other ministries  in governance sectors is preferred.
